At the reception, Chairman of the Provincial People's Committee Nguyen Duc Trung congratulated Ambassador Sengphet Houngboungnuang on successfully completing his term of office in Vietnam, making many important contributions to consolidating, cultivating and deepening the friendship and solidarity, especially between the two Parties and the two States of Vietnam and Laos and between the localities of the two countries, including Nghe An province.

Ambassador Sengphet Houngboungnuang sincerely thanks the sincere affection, wholehearted and effective assistance of the Party, Government , State and People of Vietnam in general and Nghe An province in particular for the Party, State and People of Laos, Lao provinces in general and the Ambassador in particular, helping the Ambassador to successfully complete his mission during the past term.

Emphasizing the special values ​​and close solidarity between Vietnam and Laos, the Ambassador expressed his pride in his efforts to be worthy of the trust of senior leaders and people of the two countries as well as contributing to strengthening and nurturing the relationship between the two countries.

Ambassador Sengphet Houngboungnuang congratulated the development achievements of Vietnam in general and Nghe An province in particular over the past years, most recently the fight against the Covid-19 pandemic and the recovery and development of the socio-economy, ensuring national defense and security, making Vietnam a country with a fast growth rate in the region and the world. In that common achievement, there is a very positive contribution of Nghe An province.

Ambassador Sengphet Houngboungnuang affirmed that with his close affection and attachment to the country and people of Vietnam and for the common interests of the two countries and two peoples, he will continue to actively cultivate the "unique" relationship between Vietnam and Laos to be forever green and everlasting.

Chairman of the Provincial People's Committee Nguyen Duc Trung expressed his joy at welcoming the Ambassador to visit and say goodbye before the end of his term. At the same time, he sincerely thanked the Ambassador for his good feelings and evaluation of the development achievements of Vietnam in general and Nghe An province in particular.

Contributing to Vietnam's achievements are the roles of the Party, State, and people of Lao ethnic groups in general and the Ambassador in particular in promoting bilateral relations between the two countries and between localities of the two countries.

The Chairman of the Provincial People's Committee said that Nghe An is the province with the longest common border with Laos in Vietnam, with more than 468 km; Nghe An borders and has a special cooperative relationship with 3 Lao provinces: Hua Phan, Xieng Khouang, Bolikhamxay. In addition, Nghe An has had cooperative relations with 5 more localities of Laos, including: Vientiane, Khammouane, Savannakhet, Xay Som Bun and the capital Vientiane.

In recent times, Nghe An’s cooperation with Lao localities has been increasingly strengthened and expanded, achieving many good results in many fields. Nghe An always identifies the relationship with Lao localities as especially important and regular.

In those relationships, Nghe An province has also received active and effective help and support from the Lao Embassy in general and the Ambassador in particular. During his term, the Ambassador has promoted the bilateral relationship between the two countries and localities between the two countries to become increasingly stronger.

In recent times, after the Covid-19 pandemic, Nghe An province has strengthened cooperative relations with Lao localities on three pillars: Party diplomacy, State diplomacy and People's diplomacy.

In 2023, Provincial Party Secretary Thai Thanh Quy visited, met and greeted the leaders of the Lao Party and State and the leaders of Vientiane Capital, Vientiane Province and Bolikhamxay Province. Chairman of the Provincial People's Committee Nguyen Duc Trung also visited, worked and signed cooperation agreements with two provinces: Hua Phan and Xieng Khouang twice.

In addition, foreign relations between the armed forces and people of the two countries in the border area have been increasingly strengthened and consolidated, contributing to building a peaceful border and developing cooperation. Trade relations between Nghe An province and Lao localities are growing. In 2022, the import and export turnover between Nghe An and localities reached over 61 million USD, and in the first 8 months of 2023, it reached over 67 million USD. In the field of education, in 2022 alone, Nghe An received and organized training for 222 Lao students to study.

During the Ambassador's working trip, Chairman of the Provincial People's Committee Nguyen Duc Trung provided an overview of the province's socio-economic situation in recent times. Nghe An's economic scale is ranked 10th out of 63 provinces and cities; economic growth rate in 2022 reached 9.08% and in the first 6 months of 2023 reached 5.7%; Budget revenue in 2022 reached nearly 22,000 billion VND, in the first 8 months of 2023 reached about 11,000 billion VND.

In particular, attracting FDI investment is a bright spot of Nghe An. In 2022, it will reach approximately 1 billion USD, ranking 10th nationwide; in the first 8 months of 2023, it will reach more than 1 billion USD, ranking 8th nationwide. The fields of culture - society, national defense - security are of interest and maintained. In particular, the Politburo has issued Resolution No. 39 on building and developing Nghe An province to 2030, with a vision to 2045. This is an important political foundation, creating motivation and resources for the province to develop rapidly and sustainably in the coming time.
