At the discussion session of the 17th session of the 18th Provincial People's Council, term 2021-2026, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee gave an important speech.
Chairman of the Provincial People's Committee Nguyen Duc Trung said that through monitoring the discussions of the Groups, discussions at the hall, and voters' opinions via the hotline, it was found that, basically, the Provincial People's Council delegates and voters agreed with the contents of the reports and draft resolutions, especially the report on the socio-economic situation in 2023 and the socio-economic development plan for 2024.
The opinions of the provincial People's Council delegates were frank, responsible, profound, close to reality, in the spirit of building for the common development of the province. Besides acknowledging the achieved results, the provincial People's Council delegates also frankly pointed out the shortcomings, especially the issues that caused frustration for the people and voters of the province, such as: land management, minerals, environment, slow-progress projects, forest protection management, food hygiene and safety, shortage of teachers at all levels in some localities, prevention and support for people to overcome natural disasters, agricultural development policies, conversion of agricultural production to agricultural economy, labor quality, labor training, efficiency of land resource use, etc.
Through their comments, the Provincial People's Council delegates also suggested many contents for the Provincial People's Committee to have solutions to continue to effectively implement the direction and administration work.
The opinions raised by the delegates of the Provincial People's Council have been answered and clarified by the members of the Provincial People's Committee. However, the important issue is that the contents raised by the voters have not been fully resolved. The reasons are due to lack of, entanglement in the mechanism; lack of resources and somewhere there is a lack of attention. On behalf of the leaders of the Provincial People's Committee, the Chairman of the Provincial People's Committee would like to take responsibility before the Provincial People's Council for these issues.
As the head of the Provincial People's Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung would like to fully, seriously and responsibly accept and continue to direct, handle and resolve to the maximum extent the issues proposed by the Provincial People's Council delegates as well as voters to perfect solutions and implement the goals and tasks of socio-economic development of the province in the coming time.
Chairman of the Provincial People's Committee Nguyen Duc Trung said that 2023 is almost over, the Provincial People's Council met and evaluated the results achieved by the province in 2023. In an extremely difficult context, due to the influence of many factors, the results achieved were extremely positive.
The economic growth rate of GRDP reached 7.14%, ranking 26th out of 63 provinces and cities, and 3rd in the North Central region. The scale of GRDP reached over 193,000 billion VND, ranking 10th in the country. The average GRDP per capita of the province reached 56.18 million VND/person/year, in the low group of the country, but Nghe An is the province with the largest area in the country, the 4th largest population in the country.
On the other hand, investment attraction is a bright spot with over 46,000 billion VND, 1.38 times higher than the plan. Notably, FDI attraction of the province exceeded 1 billion USD for the first time, reaching 1.454 billion USD to date.
"FDI contributions require a process, from project registration to implementation and production. These projects are mainly in the Southeast Economic Zone, so they are enjoying preferential policies on corporate income tax. Therefore, the contribution of FDI projects to the provincial budget takes time. However, FDI projects will help the province increase production capacity, supplement resources for social investment, transfer technology, create jobs and income for workers. If this term attracts good FDI, we would like to thank the previous term for having good infrastructure preparation, especially industrial park infrastructure," analyzed Chairman of the Provincial People's Committee Nguyen Duc Trung.
In addition, in 2023, the province focused on implementing and completing major tasks, such as: submitting to the Politburo the Summary of Resolution No. 26, which was issued by the Politburo Resolution No. 39; the Central Party Secretariat organized the dissemination of the Resolution; the Government and the Provincial Party Committee issued an Action Program. The issue is that the province organizes the implementation of the Resolution. The Prime Minister approved the Provincial Planning for the period 2021-2030, with a vision to 2050. This is the political and legal basis for the province to implement long-term development goals.
In addition, the province has resolved outstanding and long-standing issues, such as: The National Assembly approved the compensation and site clearance budget for the project to upgrade and expand National Highway 1A; the site clearance budget for the Ban Mong Reservoir project; the budget for the Nam Mo River embankment project through Muong Xen town, Ky Son district. The Provincial People's Committee would like to thank the Provincial National Assembly Delegation for its active role in resolving these issues.
On the other hand, social security work has been focused on, especially the Program to mobilize and support the construction of houses for poor households and households with housing difficulties, with the mobilization of over 12,000 houses, with a committed amount of funding of over 618 billion VND. Up to this point, the province has built 5,332 houses, of which 3,553 are for the Provincial Police, exceeding the 2019-2022 period.
Administrative reform has clearly changed in terms of work quality, work coordination, work progress, and solutions to handle units and individuals who do not meet the requirements of administrative reform. The province has established an Administrative Reform Steering Committee headed by the Provincial Party Secretary, ensuring unified leadership in administrative reform, with the viewpoint of "if there is no change, then change people" and in fact the province has changed people.
According to Chairman of the Provincial People's Committee Nguyen Duc Trung, the above results were achieved thanks to the solidarity and high unity in leadership and direction of the comrades in the Standing Committee, the Standing Committee, and the Provincial Party Executive Committee; spreading to sectors and localities; and effective coordination, supervision, and support of the Provincial People's Council. In addition to the direction and management of the Provincial People's Committee, we would like to sincerely thank the Provincial People's Council and the delegates of the Provincial People's Council.
In addition to the achieved results, the Chairman of the Provincial People's Committee emphasized 3 shortcomings and limitations: Although the budget revenue exceeded the estimate of the Provincial People's Council by 12%, the Provincial People's Committee still considered this a shortcoming and limitation. Disbursement of public investment capital and 3 National Target Programs is not high. The implementation of 2 strategic transport infrastructure projects, Cua Lo Deepwater Port and Vinh International Airport, has not been completed.
Emphasizing that 2024 is forecasted to have many difficulties, the Chairman of the Provincial People's Committee said that the Provincial People's Committee has set relatively high goals, but if it does not try and strive, it will not achieve the goals set by the Resolution of the 19th Provincial Party Congress, Resolution No. 39 of the Politburo and the Provincial Planning.
Immediately after the meeting, the Provincial People's Committee will specify 12 main tasks and solutions, assign tasks, and establish working groups to direct. Continue to implement key tasks in the Resolution of the 19th Provincial Party Congress, Resolution No. 39 of the Politburo, and Resolution No. 36 of the National Assembly.
In particular, focus on completing the Project to develop specific mechanisms and policies to supplement the implementation of development goals for the province; Implement the Provincial Planning for the period 2021-2030, with a vision to 2050; focus on removing obstacles and difficulties in project implementation, especially difficulties in site clearance.
In addition, focus on implementing the Project to expand the Southeast Economic Zone, the Project to expand the administrative boundaries and urban space of Vinh City, the Project to arrange administrative units at district and commune levels in the period of 2023-2025. Speed up the progress of key projects, site clearance for the Tho Loc Industrial Park project (phase 1) and the Hoang Mai II Industrial Park project.
Focus on disbursing public investment capital and 3 National Target Programs, disbursing compensation and site clearance funds for the project to upgrade and expand National Highway 1A to ensure compliance with regulations and no complaints arise.
In addition, continue to improve the business investment environment, administrative reform, and digital transformation. Regularly grasp information, promptly handle recommendations from grassroots, voters, and people, have effective and timely solutions, and avoid hot spots.
Chairman of the Provincial People's Committee Nguyen Duc Trung believes that, inheriting the results achieved in the past time, with the consensus in leadership and direction of the Provincial Party Committee; the effective coordination and supervision of the Provincial People's Council, the Provincial Fatherland Front Committee, socio-political organizations; the consensus of the people and businesses, the efforts of the Provincial People's Committee in directing and operating, the province will implement and complete at the highest level the targets, goals and tasks of the socio-economic development plan for 2024.
