On the afternoon of November 26, at the Dong Xu Cultural Center, the People's Committee of Hai Duong province organized a dialogue conference between comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province with farmers in the province in 2024.
Attending the conference were comrade Bui Thi Thom, Vice President of the Central Committee of the Vietnam Farmers' Union, a number of comrades of the Standing Committee of the Provincial Party Committee, leaders of the People's Council, People's Committee, and Fatherland Front Committee of the province; leaders of relevant departments, branches, and sectors, socio-political organizations of the province and 351 cadres, members, and typical farmers representing more than 392,000 cadres and members of the farmer association in the whole province.
The dialogue conference between the Chairman of Hai Duong Provincial People's Committee and farmers in the province in 2024 has the theme "Arousing potential, promoting advantages, supporting farmers to link, cooperate, develop agriculture, and sustainable rural economy".
Farmers are the subject of rural economic development.
Speaking at the opening of the conference, Chairman of the Provincial People's Committee Le Ngoc Chau acknowledged the efforts of farmers in the province when recalling the losses in agricultural production during the historic storm and flood last September. Under the close, timely and effective direction of the Party Committee and authorities at all levels, Hai Duong farmers have overcome difficulties, quickly and urgently restored production. This result is a great contribution of farmers. As the subject of rural economic development and new rural construction, farmers in the province have actively applied scientific and technical advances and new technologies in production and business, with the aspiration to get rich from agriculture.
Chairman of the Provincial People's Committee Le Ngoc Chau affirmed that Hai Duong has great potential in agricultural development, and farmers have high intensive farming skills. The province's agricultural production has developed towards large-scale concentrated commodity production, applying high technology, intelligence and organic. Hai Duong is a typical locality in agricultural production in the country with many advantages in cultivation, livestock and aquaculture. In addition, the province has many key agricultural products and OCOP products. The province's new rural construction has achieved many positive results. Hai Duong is the 5th province in the country to be recognized by the Prime Minister for completing the task of new rural construction.
In addition to the achieved results, Chairman of the Provincial People's Committee Le Ngoc Chau frankly pointed out the limitations in agricultural development and rural construction of the province. The proportion of agricultural production in the economic structure is not high. Agricultural production is not really sustainable, and its potential and strengths have not been fully exploited. The scale of production is still small and fragmented, and the application of digital transformation in agriculture is still slow. The transformation of thinking from agricultural production to agricultural economy is not really effective. Environmental pollution in rural areas still occurs. The issue of preserving cultural identity and maintaining security and order in rural areas poses many challenges. The operational efficiency of Farmers' Associations at all levels is not high, it is not really a bridge between Party committees and authorities at all levels and farmers, and the creativity of cadres and farmer members has not been fully promoted.
Chairman of the Provincial People's Committee Le Ngoc Chau emphasized that this dialogue conference is an opportunity for provincial leaders to listen to farmers' thoughts, aspirations, recommendations and reflections on their production practices. At the same time, it creates a closer connection between the Party Committee, the government and farmers in the province.
Thereby, there are practical and appropriate measures and solutions in directing, operating, building mechanisms and policies, bringing the Party's guidelines and policies into life. "Delegates and farmer members, based on the current situation and situation of agriculture, farmers and rural areas, frankly discuss difficulties, obstacles, and shortcomings and make recommendations and propose concise and concise solutions. Departments and branches need to discuss and answer clearly and to the point. Issues under their authority must clearly state the completion time. Any issues that are still stuck due to mechanisms and policies must be clarified and the roadmap must be consulted for competent authorities to direct and resolve", Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau suggested the direction of the dialogue.
Many suggestions and recommendations
At the dialogue conference, 12 opinions from farmers and leaders of Farmers' Associations at all levels were sent to provincial leaders. The opinions mainly focused on policies to support agricultural development, build rural economy and improve the operational efficiency of Farmers' Associations at all levels.
Some opinions suggested that the province consider increasing the level of irrigation fee support and allowance support for the management of agricultural service cooperatives. Since 2007, the allowance level has not been adjusted while electricity prices, living expenses, and basic salaries have increased many times. The province needs to pay attention to supporting the construction and replication of safe agricultural production models associated with the development of some key agricultural products and specialties of each locality. In addition, it is necessary to continue to prioritize support for digital transformation, granting planting area codes, tracing origins, promoting and building product brands, and increasing the support targets for greenhouses and net houses for localities, encouraging agricultural development models associated with eco-tourism.
In response to the new regulations on areas where livestock farming is not allowed, there are suggestions to clarify the mechanism and policies to support the relocation of livestock farms. The recent storm No. 3 caused some problems with irrigation works and dikes, requiring regular attention to investment, upgrading and having policies for maintenance and repair of works.
Some opinions expressed concerns about the planning and construction of a centralized waste treatment plant to solve the overload situation at the landfill, considering supporting funding for the treatment of pesticide packaging after people have collected it. Currently, a large area of agricultural land has been reclaimed, a part of farmers have shifted to the service industry, small-scale industry, working in industrial parks or investing in high-tech agricultural development. Therefore, there are opinions wondering what policies the Provincial People's Committee has for vocational training and labor training to meet employment requirements. At the same time, it is recommended that the province supplement capital to solve the employment problem for farmer members in economic development.
Regarding the improvement of the effectiveness of the Farmers' Association at all levels, opinions focused on the request to answer the question of when non-professional workers at the commune level will receive monthly allowances according to their training level. It is recommended that the Provincial People's Committee establish a monthly allowance regime for members of the Standing Committee and Executive Committee; increase the support allowance for heads of socio-political organizations at the commune level...
Timely resolution of problems
The recommendations of farmers and leaders of the Farmers' Association at all levels at the dialogue conference were discussed and answered by Vice Chairmen of the Provincial People's Committee Tran Van Quan, Nguyen Minh Hung and leaders of relevant departments and branches.
Speaking at the conference, Vice President of the Central Committee of the Vietnam Farmers’ Union Bui Thi Thom expressed her joy that Hai Duong proactively organized a dialogue conference with farmers to listen to and grasp the thoughts and aspirations of officials and farmer members. The province’s organization of the conference at this time is very meaningful as the Prime Minister will have the 5th dialogue with farmers next December.
Vice President of the Central Committee of the Vietnam Farmers' Union Bui Thi Thom informed that the issues that farmers are most concerned about at present are the exploitation of land resources, environmental protection, and adaptation to climate change. Hai Duong is a typical locality in the country that is proactive and bold in building and implementing support policies and specific mechanisms to promote agricultural and rural development. The recommendations and proposals at this conference are very specific, in-depth, and come from the grassroots. In the coming time, the province needs to continue to pay attention to investing in agriculture and rural areas, encouraging and motivating farmers to strive to improve.
Concluding the conference, Chairman of the Provincial People's Committee Le Ngoc Chau emphasized that in recent times, along with the policies of the Party and the State, Hai Duong province has issued many specific policies to support and develop agricultural production. In order to promptly remove difficulties and obstacles to support farmers, restore sustainable agricultural and rural development, the Chairman of the Provincial People's Committee assigned agencies and units based on their functions and tasks to proactively propose and advise on specific plans and solutions.
Chairman of the Provincial People's Committee Le Ngoc Chau requested the Farmers' Association at all levels to do a better job of propagating the Party's guidelines and policies, the State's laws and policies on agriculture, farmers and rural areas. In particular, promoting patriotic emulation movements and campaigns among farmers, especially in building new rural areas, emulating good production and business. At the same time, paying attention to consolidating and perfecting the organization, apparatus and cadres of the association at the grassroots level, building a team of prestigious, responsible and experienced branch cadres who have been trained in knowledge and management methods. Promoting the role of farmers as the main subject in developing agriculture, rural economy and building new rural areas.
Farmers' Associations at all levels need to increase support for farmers in digital transformation according to objective practical requirements, building value chains for production, processing, consumption, and trading of agricultural products. Focus on improving the quality of vocational training for farmers and rural workers. Support farmers in establishing enterprises, cooperatives, production and business establishments, building high-tech agricultural models, organic and circular agriculture associated with the development of effective and sustainable community tourism and experiential tourism.
The Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development to focus on effectively implementing programs, projects and policies to support agricultural development that have been issued. At the same time, it is necessary to absorb opinions at the dialogue conference to continue researching, consulting, and proposing new solutions and policies suitable to the province's conditions.
The Department of Industry and Trade needs to play a good role as a link between the State, scientists, businesses and farmers. Promote trade promotion activities and support the consumption of agricultural products. The Department of Science and Technology guides and supports farmers in applying science, technology and high technology to agricultural production to improve labor productivity and product quality, contributing to improving the income and life of farmers.
Regarding issues related to land and environment, the Chairman of Hai Duong Provincial People's Committee assigned the Department of Natural Resources and Environment to urgently advise on the organization and implementation of the measurement, establishment, and adjustment of cadastral maps to serve land registration, and the issuance of certificates of agricultural land use rights after land consolidation and plot exchange for people in the province. Advise on solutions to reduce environmental pollution in rural areas.
The State Bank of Vietnam, Hai Duong branch, directed local credit institutions to implement credit programs with preferential interest rates suitable for groups of customers operating in the agricultural and rural sectors. The provincial branch of the Vietnam Bank for Social Policies continued to effectively implement policy credit programs, contributing to supporting and promoting the development of agriculture, farmers and rural areas. The Department of Labor, War Invalids and Social Affairs continued to advise on the promulgation of policies to support training for workers, especially rural workers, and policies to support members of poor households in the province. The Department of Planning and Investment took the lead in reviewing and removing obstacles in implementing mechanisms and policies to encourage and attract businesses to invest in developing agricultural production, building processing and preserving factories for agricultural products associated with linking agricultural product consumption for farmers.
The Department of Finance shall take the lead in advising on mechanisms and policies to support agriculture, farmers, and rural areas and arrange the state budget to supplement the provincial Farmers' Support Fund. At the same time, coordinate with the Department of Home Affairs to urgently guide the People's Committees of districts, towns, cities and related units to implement the support of monthly allowances according to the training level for non-professional workers at the commune level in general in the province, ensuring timeliness and compliance with regulations. Review and advise on support policies and health insurance support levels for non-professional workers in villages and residential areas. The Department of Culture, Sports and Tourism shall guide the People's Committees at the district level to review and agree to add to the planning areas with potential and strengths to develop agricultural and ecological tourism. Organize training and foster tourism knowledge for people in craft villages and localities with rural tourism potential.
Chairman of the Provincial People's Committee Le Ngoc Chau directed the People's Committees of districts, towns and cities to enhance the leadership and direction of local Party committees and authorities in implementing mechanisms and policies in the fields of agriculture and rural areas. Chairing the organization of dialogue conferences between the Chairman of the District People's Committee and farmers in the area to promptly grasp the thoughts, aspirations and recommendations of farmers, thereby supporting and promptly resolving difficulties and problems within their authority and synthesizing and reporting to the Provincial People's Committee on matters beyond their authority.
At the conference, Director of the Department of Agriculture and Rural Development Bui Van Thang reported on the results of agricultural development and new rural construction in the province in the period of 2020-2024; Chairman of the Provincial Farmers' Association Trinh Van Thien reported on the results of the association's work and farmers' movement in the period of 2020-2024.
In the first 9 months of 2024, the total product in the province increased by 9.31% over the same period last year, exceeding the set scenario. Of which, the agriculture, forestry and fishery sector increased by 3.46%.
