On October 24, the People's Committee of Hai Duong province decided to establish a working group to direct the acceleration of investment projects in the province.

Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee is Head of the Working Group.

Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee is the Standing Deputy Head of the Group.

The members of the Working Group include Directors, heads of 22 departments, branches and sectors and Chairmen of People's Committees of 12 districts, cities and towns.

The Director of the Department of Planning and Investment is the Standing Member of the Working Group.

The working group is responsible for organizing the review, synthesis, analysis of the causes of difficulties and obstacles and proposing solutions for implementation to accelerate the progress of project implementation, disbursement of public investment capital and non-public investment capital, early completion and putting the project into use, operation, and improving investment efficiency. Directing implementation in accordance with the provisions of the law on public investment, investment and other relevant legal provisions in accelerating the progress of project implementation, disbursement of investment capital sources.

Evaluate the results of implementing solutions to accelerate the progress of implementation and disbursement of capital sources according to the provisions of law and directives of competent authorities. Propose and recommend to the Provincial People's Committee contents beyond the authority. Reward or review the responsibility of relevant collectives and individuals who do not complete assigned tasks. Be responsible to the Provincial People's Committee for performing assigned tasks.

The working group has the right to request localities, investors of public investment projects and investors of projects using capital outside of public investment to report, provide information and data, assign staff to coordinate implementation and resolve problems under the authority of departments, branches, localities and the authority of the Chairman of the Provincial People's Committee.

Establish a Support Unit to directly guide and resolve difficulties and problems related to land, resources and site clearance compensation. The Head of the Support Unit is the leader of the Department of Natural Resources and Environment. The members of the Support Unit are agreed upon by the Head of the Support Unit with the members of the Working Group and submitted to the Head of the Working Group for decision.
