Chairman of Ha Tinh Provincial People's Committee issues telegram to ensure traffic safety on National Day

Vice Chairman of the Provincial People's Committee Tran Bao Ha has just signed and issued a dispatch on behalf of the Chairman of the Ha Tinh Provincial People's Committee on ensuring traffic order and safety during the National Day holiday on September 2 and the peak month of traffic safety for students going to school.

Accordingly, the Chairman of the Provincial People's Committee requested the Provincial Police to direct the Traffic Police Department, the police of districts, cities, towns and related forces to effectively implement Plan No. 382/KH-BCA-C08 dated July 24, 2023 of the Ministry of Public Security on general control of passenger transport vehicles and container freight vehicles; focus on patrolling, controlling and strictly handling violations of traffic safety during the National Day holiday of September 2; at the same time, deploy solutions to ensure traffic safety in Official Dispatch No. 4102/UBND-GT dated August 7, 2023 of the Provincial People's Committee on strengthening the work of ensuring traffic safety and order in the province in the last months of 2023.

Ha Tinh Traffic Police force propagates and mobilizes container truck drivers to sign a commitment to ensure traffic safety when traveling on the road.

Coordinate with the Department of Education and Training to strengthen propaganda and guidance for students on safe traffic skills; handle violations of traffic safety laws for high school students, combine with handling of acts of handing over vehicles or allowing unqualified people to drive vehicles; proactively prevent, stop and strictly handle acts of gathering to disturb public order and illegal racing; resolutely handle and suppress subjects who act against law enforcement officers; increase forces to regulate, reasonably divide traffic, and guide safe and smooth traffic, especially on routes and areas that are forecasted to have high traffic volume during the National Day holiday.

Strengthen inspection and supervision of school buses; strictly handle and suspend the operation of water ports without operating licenses, water vehicles without life buoys, life jackets, personal flotation devices or not ensuring safety. Direct the traffic police force, district and commune police to strengthen inspection and handle traffic safety violations in school areas according to their authority (promptly inform schools about cases of violations by students for appropriate handling).

The Department of Transport has a plan to ensure capacity, quality and safety for passenger and cargo transport activities, especially passenger transport services by road and waterway during the National Day holiday and student travel activities. Strictly control the transportation services to pick up and drop off students, and strictly handle transportation businesses that violate regulations on transportation to pick up and drop off students. Renovate and improve the safety conditions of traffic infrastructure, especially main traffic routes, important traffic hubs, and tourist attraction centers; review locations and areas at high risk of landslides and increase warnings if necessary; strengthen the management of transportation activities right from the beginning of wharves, yards, and stations; promptly handle newly emerging traffic accident black spots; review and supplement the signaling system...

Direct traffic inspectors to strengthen inspection and handling of violations of roadsides, sidewalks, and road traffic safety corridors; inspect and strictly handle violations of transportation regulations such as departure orders, parking, picking up and dropping off passengers at the wrong place, charging more than the listed fare; inspect work to ensure traffic safety and environmental protection when constructing on roads in operation.

The Department of Transport, People's Committees of districts, cities and towns, according to their functions, tasks and management authority, shall proactively have plans to regulate and reasonably divide traffic flows, guide vehicles to circulate safely and smoothly, focusing on routes and areas with high risks of traffic accidents and traffic jams; renovate and improve the safety conditions of traffic infrastructure on routes under their management, especially on main traffic routes, important traffic hubs, and tourist attraction centers; review locations and areas with high risks of landslides and strengthen warnings if necessary; review and supplement signaling systems, request construction units to strictly implement the organization and guidance to ensure traffic on sections, routes, and works that are both under construction and in operation; overcome incidents of traffic infrastructure, promptly upgrade and repair key traffic routes in urban areas and return roads and sidewalks to people during the holidays.

The Department of Education and Training, Ha Tinh Provincial Youth Union and related units implemented the "Peak month of traffic safety for students going to school - September", directed and guided schools to promote education on knowledge and skills of safe traffic participation for students; strengthened guidance for students to comply with traffic rules when driving electric motorbikes and electric bicycles to ensure traffic safety; directed educational institutions to coordinate with the parents' representative committee to mobilize parents and guardians to remind and educate their children to voluntarily comply with traffic rules, take measures to manage and sign a commitment to comply with traffic safety laws, not to let children drive motorbikes when they are not old enough or do not have a driver's license; coordinated with functional agencies and local authorities to ensure traffic safety at school gates.

The Department of Health directed medical examination and treatment facilities in the province to increase medical staff and equipment to ensure the highest capacity in treating traffic accident victims.

Provincial departments, branches, sectors, unions and People's Committees of districts, cities and towns promote propaganda and dissemination of traffic safety laws and provide guidance on safe traffic participation skills.

The Department of Information and Communications directs and guides news agencies and newspapers to increase the time and content of propaganda on traffic safety during the National Day holiday; regularly and promptly update the situation of traffic accidents, traffic congestion, information to support travel instructions during the holiday, as well as high risks of traffic accidents on roads, railway crossings, and inland waterways; persistently mobilize people to implement "If you drink alcohol or beer - do not drive"; "Do not use the phone while driving"; "Wear a standard helmet when riding a motorbike, motorbike, or electric bicycle"; "Wear a seat belt when sitting in a car"; "Obey speed regulations".

The Provincial Traffic Safety Committee, Provincial Police, and Department of Transport continue to maintain a hotline number on traffic safety to receive people's feedback on traffic safety during the holidays; ensure a 24/7 on-call plan to receive information, promptly resolve and handle arising incidents.

Request departments, branches and localities to report on traffic safety and order during the 4-day National Day holiday on September 2 to the Provincial Traffic Safety Committee (daily reports sent before 10:00 a.m. and summary reports of the 4-day holiday sent before 10:30 a.m. on September 4, 2023) for synthesis and reporting to the National Traffic Safety Committee and the Provincial People's Committee.
