Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh has just signed a document conveying the direction of the Chairman of the Provincial People's Committee on strengthening forest management, protection, and forest fire prevention before, during and after the Lunar New Year of Giap Thin in 2024.

Accordingly, the Chairman of the Provincial People's Committee assigned forest owners to strictly implement the forest protection and fire prevention responsibilities of forest owners according to the provisions of the Forestry Law; focus on inspecting, reviewing, and identifying key forest areas at high risk of encroachment, key forest areas prone to fire to develop and effectively implement forest protection and fire prevention plans before, during and after the Lunar New Year of Giap Thin in 2024; proactively mobilize forces, closely coordinate with functional branches and local authorities to increase patrols, inspections, and effectively implement forest protection at the root; detect, prevent and strictly handle violations of the law; proactively "4 on-site", ready to participate in timely forest fire fighting, minimizing damage.

At the same time, effectively implement the contents of the sustainable forest management plan for the period 2021-2030 of the unit that has been approved; for forest owners whose sustainable forest management plans have not been approved, promptly complete and submit them to competent authorities for appraisal and approval for implementation. Complete the targets and tasks of forest protection and development in 2023, proactively develop and implement the plan for 2024.

Directing functional sectors and local authorities to strengthen coordination in inspecting and supervising forest owners to effectively protect forests at the root, especially for existing natural forest areas; programs and projects related to forests and forestry land; forest product trading and processing establishments; wildlife protection; promptly detect, prevent and strictly handle violations of forestry laws (including illegal exploitation and trading of non-timber forest plants originating from natural forests for ornamental purposes). Reviewing outstanding cases related to forests and forestry land in the area to focus on handling them thoroughly.

In any locality where there is a violation of the Forestry Law on the forest area assigned to it for management, the Chairman of the District People's Committee must be responsible before the Provincial People's Committee and before the law.

The Department of Agriculture and Rural Development directs and guides forest owners to strictly implement the responsibilities of forest owners according to the provisions of the Forestry Law and the instructions of the Provincial People's Committee, especially to develop and effectively implement plans for forest protection and forest fire prevention and control before, during and after the Lunar New Year of Giap Thin in 2024.

Direct the forest rangers to advise local authorities at all levels to effectively perform the function of State management of forests and forestry land in the area; proactively coordinate with functional branches and local authorities to develop plans for patrolling, inspecting and sweeping key natural forest areas at high risk of encroachment, areas where hunting and trading of wild animals often occur, key forest areas prone to fires, etc.; promptly detect, prevent and handle violations of forestry laws in the area; inspect the implementation of the 2023 Sustainable Forestry Development Program by forest owners and develop a 2024 plan to ensure timeliness and practicality; develop a plan and effectively launch the "Tree Planting Festival to forever remember Uncle Ho" on the occasion of the Spring of Giap Thin in 2024.

The Provincial Police and the Provincial Border Guard Command effectively organize the fight against violations of forestry laws; direct subordinate units to strengthen close coordination with forest rangers, local authorities, and forest owners to organize patrols, inspections, timely detection, prevention, and strict handling of violations of the Forestry Law and resistance to law enforcement officers; strictly implement the coordination regulations between units signed with the Department of Agriculture and Rural Development and the Provincial Forest Protection Sub-Department. Proactively prepare forces, vehicles, and supplies to promptly respond to emergency situations of forest fires when requested.

The Department of Information and Communications, Ha Tinh Newspaper, and the Provincial Radio and Television Station shall strengthen the dissemination, popularization, and education of laws on forest management, protection, and development, wildlife management, and fire prevention and control; the responsibilities of all levels, sectors, and forest owners in forest protection and development, and fire prevention and control; promptly set examples of organizations and individuals who do well, and criticize acts of violating forestry laws and opposing law enforcement officers...

Propose that the Fatherland Front Committee and mass organizations, socio-political organizations strengthen propaganda and mobilize union members, association members and people to actively participate in forest protection and development, and forest fire prevention and control; coordinate with Party committees at all levels, authorities and functional agencies to resolutely fight against violations of forestry laws...
