At the meeting on the socio-economic situation of Ho Chi Minh City on the morning of September 4, Mr. Phan Van Mai, Chairman of the City People's Committee, gave an overview of the positive results and limitations that need to be overcome in the locality after the first 8 months of the year. Economic indicators show that the city is continuing its recovery momentum to achieve this year's targets.
One of the issues that need to be improved mentioned by the Chairman of the Ho Chi Minh City People's Committee is the management of the heads of agencies in the area. Each district, department and branch needs to focus on management according to the goals and tasks by month, by quarter, by year.

The leaders of the Ho Chi Minh City People's Committee requested members of the City People's Committee, directors of departments, branches, chairmen of districts, and Thu Duc City to review which tasks are still outstanding. Thereby, leaders of agencies need to classify which tasks are difficult to complete, which tasks are hindering and slowing down the common work of the city.
"Many department directors, when asked about the task, said they did not know. In the end, it was because the task had been assigned to the deputy director, or the permanent deputy director handled the work but the director did not know. That is not acceptable," Mr. Phan Van Mai stated the current situation.
To overcome this situation, the Chairman of the Ho Chi Minh City People's Committee will supervise the work of the Vice Chairmen and Department Directors. In case of delays in tasks, the Department Directors and heads of agencies must take responsibility and the Chairman of the Ho Chi Minh City People's Committee is responsible to the Ho Chi Minh City People's Committee, the Standing Committee of the City Party Committee, the Party Executive Committee, and the City People's Council.
"I cannot say that this task was not completed because the vice chairman did not do it. The department directors cannot say that in front of the City People's Committee and me. Once we have assigned tasks, we must supervise the timeline and quality of the work," Mr. Phan Van Mai emphasized.

At the meeting, the Chairman of the Ho Chi Minh City People's Committee also pointed out that public investment disbursement continues to top the list of local limitations after 8 months. The city set a disbursement target of 20.1% by the end of August but has only reached 18.1% so far.
Mr. Phan Van Mai said that previously, the Management Board of Traffic Construction Investment committed to disbursing 590 billion VND but so far has only disbursed 86 billion VND; the Management Board of Urban Infrastructure Construction Investment committed to disbursing 111 billion VND but so far has only disbursed more than 31 billion VND; the Management Board of Civil and Industrial Construction Investment committed to disbursing 153 billion VND but so far has only disbursed 60 billion VND; the Management Board of Ho Chi Minh City Urban Railway committed to disbursing 119 billion VND but so far has only disbursed 32 billion VND.
Thus, the total disbursement of management boards in the area since the beginning of the year has only reached 10.4%, lower than the average level of Ho Chi Minh City. Meanwhile, districts have disbursed an average of 34% and are "bearing" the public investment disbursement results of the whole Ho Chi Minh City.
