Currently, the people are waiting, ready to hand over housing land, production land, livelihoods... to the State to implement the project. Through 2 resistance wars, the people once placed their full trust in the Party and Uncle Ho, and today they continue to contribute to relocating their long-standing residences and places of residence to the State with the hope that the project will be implemented quickly, bringing new energy to the country's development ," said Mr. Nam.
According to Mr. Nam, the people in the project area only wish that their new place of residence must be truly better, so that their current life and the next generation's life will be stable, prosperous, and happy.
" We all believe that the investment in the Ninh Thuan nuclear power plant is truly safe and successful. The people have absolute trust, especially the fact that the people in the project relocation area have a good and happy life will add to the trust and spread... for our country to implement the next projects.
The Party Committee and people of Ninh Thuan province in the project area, with a spirit of determination before the Party, the State, the Government, the National Assembly and the delegates, will complete the task of site clearance and assigned work, ensuring progress. Mr. Nam also emphasized that in recent years, the Party, the State, and ministries have always paid attention to allocating resources to support Ninh Thuan from being one of the most disadvantaged provinces in the country to 2024, with an average income per capita of approximately 4,000 USD/year/person, and an average annual GRDP growth of about 9%, among the highest growth provinces. In particular, renewable energy with a total capacity of over 3,700 MW, leading the country, has created momentum for Ninh Thuan to continue to develop. Recently, the National Assembly decided to continue to restart Ninh Thuan nuclear power plants. This can be said to be a great honor for Ninh Thuan to truly become the clean energy center of the country.
Need a reasonable compensation and clearance mechanism
According to Ninh Thuan Chairman Tran Quoc Nam, with this goal, the province has carried out all work immediately in the spirit of "doing whatever can be done immediately, without waiting" so that by 2030 - 2031, the factories will be completed well according to the Central's direction. " Therefore, specific mechanisms and policies are extremely necessary and urgently issued ," said Mr. Nam.
In the Government's report No. 74 and the draft resolution submitted to the National Assembly, Ninh Thuan province has 7 proposed contents, the province has proposed to add 5 more contents related to site clearance. Mr. Nam said that these are important contents that need to be included so that the province can immediately carry out site clearance work.
Specifically, according to Clause 3, Article 95 of the Land Law, it is very difficult to stabilize before July 1, 2024 because since 2009, production activities of making certificates and transferring land use rights have stopped due to the policy of building a nuclear power plant.
“In addition, the land in the project area is a valuable seafront property of the people. If it is reclaimed without reasonable compensation, it will be very difficult. In addition, people in the project area have stopped production for a long time and have suffered many disadvantages, so it is necessary to add the above content and assign the locality to take responsibility,” said Mr. Nam.
Also discussing this content, delegate Duong Khac Mai (Dak Nong) proposed that the Government should make thorough preparations in all aspects with management policies and immediate and long-term solutions. Along with that, it is necessary to ensure human resources, construction contractors, and specific policies and mechanisms for the project.
According to Mr. Mai, currently in the world, many countries are adjusting policies to ensure energy security and reduce carbon emissions, including expanding nuclear power programs; focusing on building and upgrading nuclear reactors to increase capacity and electricity production.
The simultaneous deployment worldwide not only proves the importance of nuclear energy in ensuring energy security but also affirms its importance in sustainable economic development. Therefore, with the increasingly large and rapidly increasing energy demand from Vietnam, the development of nuclear power is an objective and natural necessity.
At the same time, in response to the country's economic development requirements and the unique and special nature of nuclear power plants, the National Assembly's promulgation of a special policy mechanism for investment in the construction of the Ninh Thuan nuclear power plant is correct, consistent with the reality and requirements of the times, and is a breakthrough policy for the development of nuclear power, as well as nuclear energy for the peaceful and development purposes of Vietnam.
