The Government proposed 10 groups of specific mechanisms and policies for the project. Accordingly, the Government proposed that the National Assembly allow simultaneous implementation of negotiations with partners to sign the Intergovernmental Agreement, the cooperation agreement on building a nuclear power plant and the Intergovernmental Agreement on State export credit to finance the construction of the plant. This process is carried out in parallel with the approval of adjustments to the investment policy and investment project.

The Government proposes to allow the Prime Minister to assign investors to implement projects; apply the form of turnkey contracts and direct bidding for turnkey packages for the construction of main factories with contractors in the agreement or Intergovernmental Agreement.

Apply the form of direct bidding/shortened direct bidding for important consulting packages to establish, examine, evaluate, and assist investors in managing and implementing projects; purchasing fuel, hiring partners for operation and maintenance in the initial period.

Regarding financial plans and capital arrangements, the Government proposes to negotiate loans with partners; allow investors to re-borrow without bearing credit risks; use increased revenue, budget savings and other legal capital sources. Investors are allowed to use loans from government/enterprise/project bonds and some other mechanisms to have enough counterpart capital to implement the project; arrange state budget capital to implement the migration and resettlement project.

Minister Nguyen Hong Dien said that the implementation of the above-mentioned special mechanisms and policies is very urgent to speed up the completion progress, contributing to ensuring national energy security and meeting the electricity demand for the country's socio-economic development in the new era.

After the review, Chairman of the Committee for Science, Technology and Environment Le Quang Huy said that the Committee agreed that there should be some specific mechanisms and policies to speed up the construction of the Ninh Thuan nuclear power plant. However, he suggested that the Government carefully review, seek opinions from competent authorities and relevant agencies on the proposed mechanism, to ensure consistency and feasibility.

The Government needs to direct the review and thorough assessment of potential risks in order to take measures to prevent and minimize risks, ensuring safety and effectiveness for the project.

The Government proposed to put the Ninh Thuan nuclear power project into operation in 2030. The Committee found that, according to international experience, it takes about 8 years to complete a nuclear power project (3 years of preparation, 5 years of construction).

The project is very large in scale, the first time it is implemented in Vietnam, requiring large resources; it is expected to implement many other important projects. Therefore, it is necessary to carefully study and supplement solutions to ensure the goal of completing the project.

Regarding contractor selection, the Committee for Science, Technology and Environment believes that applying the turnkey bidding method is reasonable to speed up project implementation progress.

However, this form can lead to limited competition, the risk of group interests and lack of transparency in the implementation process. To minimize risks, the Committee on Science, Technology and Environment recommends studying and carefully evaluating the effectiveness of this form of contract, and adding a strict monitoring process.

The Government needs to have clear regulations on applicable conditions, criteria for selecting contractors, and supplement mechanisms to strictly control contract terms, especially commitments on technology, maintenance and technology transfer after project completion.
