National Assembly Chairman Vuong Dinh Hue receives US Senator Kirsten Gillibrand

National Assembly Chairman Vuong Dinh Hue welcomed the Senator and her delegation on their first visit to Vietnam. This is also the second visit of US Congressmen to Vietnam this year after the two countries upgraded their relations to a Comprehensive Strategic Partnership; he believes that the delegation's visit to Vietnam this time will contribute to enhancing mutual understanding and trust, bringing the relationship between the two parliaments as well as cooperation between the two countries to a deeper and more substantial development.

Senator Kirsten Gillibrand emphasized that the two sides' upgrading of relations to a Comprehensive Strategic Partnership shows that Vietnam is the leading partner of the United States in the Indo-Pacific region; she wishes to continue cooperating with Vietnam to further promote a strong and prosperous Vietnam.

At the meeting, the two sides said that the upgrading of the relationship to Comprehensive Strategic Partnership has created momentum and opened up new space for the two countries to strengthen cooperation on all channels of the Party, State, National Assembly and people-to-people exchanges; in all fields, including breakthrough fields such as innovation, artificial intelligence, human resource training, chip cooperation, semiconductors, energy conversion, supply chain, sports, people-to-people diplomacy through education.

National Assembly Chairman Vuong Dinh Hue thanked and appreciated the support of the two political parties in the US Congress and the congressmen in the delegation in promoting the bilateral relationship in recent times. The two sides have actively implemented the Comprehensive Strategic Partnership and achieved many specific results: regular delegation exchanges with substantive content, maintaining annual dialogue mechanisms and exchanges to establish new dialogue mechanisms, welcoming the US officially starting to consider removing Vietnam from the list of non-market economies.

Both sides emphasized the need to strengthen responsible cooperation with the Asia-Pacific region, through the Indo-Pacific Strategy and regional initiatives, continue to strongly demonstrate commitment to supporting ASEAN's central role, the ASEAN-US Comprehensive Strategic Partnership and the Mekong-US Partnership, and actively contribute to peace, stability, cooperation and development in the region.

Cooperation between the two countries' parliaments has been active and vibrant. Since 2023, Vietnam has welcomed six delegations of US congressmen to visit Vietnam. These visits have contributed to enhancing understanding and trust between the two sides, while strengthening the interest and support within the United States for the development of bilateral relations.

On this occasion, the National Assembly Chairman suggested that the Congressmen continue to contribute more to deepening the relationship between the two countries and the two National Assemblies in the coming time, specifically promoting the exchange of delegations at all levels, especially high-ranking delegations between the two National Assemblies. The Vietnamese National Assembly wishes to welcome the President of the Senate, the President of the Senate and the Speaker of the House of Representatives of the United States to pay an official visit to Vietnam at an appropriate time to strengthen the relationship between the two National Assembly channels.

The two sides will study the establishment of regular dialogue mechanisms, exchange and coordination mechanisms between the two National Assemblies and their agencies; expand cooperation in various forms to help US and Vietnamese congressmen better understand the situation in each country, especially among young congressmen, female congressmen, and congressional assistants. Promote the establishment of the Group of US Congressmen Friendly to Vietnam to enhance mutual understanding and trust.

Regarding cooperation in overcoming the consequences of war, both sides agreed that this continues to be a bright spot in the bilateral relationship. Senator Kirsten Gillibrand thanked the Government and people of Vietnam for cooperating with the United States in resolving the consequences of war, as well as searching for the remains of American soldiers and martyrs in Vietnam and supporting programs for people with disabilities. This shows the power of people-to-people diplomacy in the reconciliation process. The United States is committed to continuing to resolve the consequences of war.

The National Assembly Chairman affirmed that Vietnam will continue to fully cooperate with the United States in accounting for soldiers missing in action (MIA) as it has done over the past 50 years, both through joint and unilateral activities.

Regarding economic, trade and investment cooperation, the National Assembly Chairman suggested that the US Congress support the maintenance of stable and long-term trade relations between the two countries and encourage the creation of a favorable environment for businesses; hoping that the US will soon remove Vietnam from the list of 12 non-market economies. In particular, the US will share its experience in building institutions and policies, and at the same time provide capital and technology support for Vietnam to fulfill its commitments at COP-26.

The National Assembly Chairman highly appreciated the US's maintenance of defense and security cooperation in line with the current needs and international and regional contexts of the two countries. Vietnam highly appreciated the US's support for the stance of Vietnam and ASEAN regarding the East Sea; hoped that the US Congress would continue to maintain a high level of interest in the East Sea issue; continue to support Vietnam and regional countries in improving their maritime capacity; and encourage US oil and gas enterprises to carry out legal exploration and exploitation activities in Vietnam's exclusive economic zone and continental shelf.

On the same day, Deputy Prime Minister Tran Luu Quang and Head of the Central External Relations Commission Le Hoai Trung received the delegation.
