National Assembly Chairman officially visits Indonesia and attends AIPA-44

The official visit to Indonesia by National Assembly Chairman Vuong Dinh Hue and a high-ranking delegation of the National Assembly is an important event taking place in the context of the two countries practically celebrating the 10th anniversary of the Strategic Partnership (2013 - 2023), towards the 70th anniversary of diplomatic relations in 2025 (1955 - 2025).

Also in Indonesia, the National Assembly Chairman and the high-ranking delegation of our National Assembly attended AIPA-44. Attending AIPA-44 aims to promote priorities and enhance the role and position of Vietnam and our National Assembly in regional and international parliamentary cooperation mechanisms.

Strengthening trust with partner countries and traditional friends

At the invitation of President of the People's Representative Council (House of Representatives) of Indonesia Puan Maharani, President of the National Assembly Vuong Dinh Hue and a high-ranking delegation of the National Assembly of Vietnam paid an official visit to the Republic of Indonesia.

This is Mr. Vuong Dinh Hue's first official visit to Indonesia as Chairman of the National Assembly of Vietnam, and the first visit by a Vietnamese National Assembly Chairman to Indonesia in 13 years, since the official visit of National Assembly Chairman Nguyen Phu Trong in 2010; this is an important event taking place in the context of the two countries practically celebrating the 10th anniversary of the Strategic Partnership (2013 - 2023), towards the 70th anniversary of diplomatic relations in 2025 (1955 - 2025).

Indonesia was the first country in Southeast Asia to establish diplomatic relations with Vietnam (December 30, 1955). Vietnam is Indonesia's only strategic partner in Southeast Asia. Bilateral relations have been maintained stably.

In the past two years, due to the impact of the COVID-19 pandemic, the legislative bodies of the two countries have exchanged fewer bilateral delegations, but have maintained contact, especially high-level contacts on the sidelines of multilateral parliamentary conferences.

The Vietnamese National Assembly and the Indonesian House of Representatives signed a Cooperation Agreement (March 2010) on the occasion of the official visit to Indonesia by National Assembly Chairman Nguyen Phu Trong. At regional and international inter-parliamentary forums (IPU, AIPA, APF, APPF, ASEP...), the delegations of the two National Assemblies increased exchanges and consultations, and coordinated stances on regional and international issues of mutual concern.

Ms. Le Thu Ha - Vice Chairwoman of the National Assembly's Foreign Affairs Committee said that during this visit of National Assembly Chairman Vuong Dinh Hue, the two sides will re-sign the Cooperation Agreement with new, deeper, more comprehensive and more specific contents, suitable to the current new context and situation.

Accordingly, the two sides will increase high-level and all-level contacts between National Assembly Committees, National Assembly deputies, National Assembly delegations, and between the two friendship parliamentary groups to exchange professional experience in the fields of legislation, supervision, and decision-making on important national issues.

The two sides also agreed to continue promoting the role of the two countries' legislative bodies to promote bilateral relations in supervising and encouraging ministries, branches, localities and enterprises to actively and effectively implement signed treaties and agreements; increase information exchange and share experiences in effectively organizing the activities of the National Assembly.

The official visit to Indonesia by the high-ranking delegation of the National Assembly of Vietnam led by National Assembly Chairman Vuong Dinh Hue aims to continue implementing the foreign policy set out by the 13th National Party Congress, proactively and actively consolidating and expanding the foundation of political relations, promoting effective and substantive cooperation between Vietnam and Indonesia in all fields, on all channels: Party, National Assembly, Government and people-to-people exchange, enhancing trust with partner countries and traditional friends to open up new opportunities for economic and trade cooperation, and promoting cooperation in international forums.

Comprehensive international integration, raising the level of multilateral diplomacy

After the official visit to Indonesia, the National Assembly Chairman and the high-ranking delegation of the National Assembly of Vietnam attended AIPA-44. The main theme of AIPA-44 is: “Proactively adapting parliaments for a stable and prosperous ASEAN” which is linked and consistent with the common theme of ASEAN this year, “One ASEAN in stature: The heart of growth”; in which the adaptability of ASEAN parliaments is highlighted in the context of many regional and international fluctuations, emphasizing dialogue and consultation, enhancing coordination between the legislative and executive channels, contributing to strengthening solidarity and the central role of ASEAN.

It is expected that National Assembly Chairman Vuong Dinh Hue will attend the opening ceremony and deliver an important speech at the first plenary session.

In addition to the activities of the National Assembly Chairman, at AIPA-44, the Vietnamese National Assembly proactively proposed 3 draft resolution initiatives, namely: Draft resolution on digital transformation led by and for women; Draft "Promoting innovation, transfer, application and development of science and technology to serve growth and sustainable development"; Draft resolution on "Promoting the application of ASEAN guidelines on responsible investment in the fields of food, agriculture and forestry".

Ms. Le Thu Ha, Vice Chairwoman of the Foreign Affairs Committee, said that these are very important draft resolutions that can help ASEAN exploit its advantages in science, technology, and innovation to serve economic recovery and development. At the same time, it can also fully exploit the potential to develop the fields of agriculture, food and forestry. These are some of the important pillars of the ASEAN economic community.

"In addition to these three draft resolutions, Vietnam also actively participated and contributed opinions to other draft resolutions of the Economic Committee, Social Committee, and Political Committee at the Conference of Young Women Parliamentarians and will co-sponsor with other countries the draft resolutions at these committees," Ms. Le Thu Ha emphasized.

The participation of National Assembly Chairman Vuong Dinh Hue in the 44th AIPA General Assembly in Indonesia aims to continue implementing the policy of proactively and actively integrating comprehensively and extensively into the world, raising the level of multilateral diplomacy; promoting priorities, enhancing the role and position of Vietnam and the National Assembly in regional and international parliamentary cooperation mechanisms, thereby contributing to promoting the common diplomatic efforts of the Party and State for the national and ethnic interests.

The event also affirmed the role of the Vietnamese National Assembly, proactively and actively contributing substantially to the content of AIPA; together with AIPA member parliaments, strengthening solidarity and the central role of ASEAN, promoting relations between AIPA and partners, contributing to the process of building the ASEAN Community; promoting the responsibility and voice of AIPA for peace, stability and development.
