National Assembly Chairman hopes overseas Vietnamese will contribute to innovation in law-making thinking

Speaking at the meeting, National Assembly Chairman Tran Thanh Man emphasized that the overseas Vietnamese community currently living in over 130 countries with 6 million Vietnamese people is a strength, a bridge between countries for Vietnam. In 2024, contributing 16 billion USD in remittances to the country, is an important and inseparable force for Vietnam. Therefore, the Politburo has issued many documents from Resolutions, Directives, Conclusions, all of which emphasize creating favorable conditions for overseas Vietnamese to return to live and do business by simplifying procedures. Thereby, mobilizing the strength of the overseas Vietnamese community to build the homeland and the country.

According to the National Assembly Chairman, the National Assembly recently met and passed laws to facilitate domestic and foreign investors such as amending the Law on Public Investment, 1 law amending 4 laws on investment, 1 law amending 9 laws on finance and budget, and deciding to invest in the North-South high-speed railway with about 67 billion USD, deciding to start the nuclear power project in Ninh Thuan, and phase 2 of expanding Long Thanh airport to have an international airport of regional and international stature.

In addition, at the sessions of the 15th National Assembly, the National Assembly has created favorable conditions for overseas Vietnamese to return to the country to live, do business, and the rights of overseas Vietnamese, including the amended Land Law, Housing Law, Identity Law, and Real Estate Business Law. "The National Assembly completes institutions and builds laws that take into account the interests of the overseas Vietnamese community," the National Assembly Chairman stated.

The National Assembly Chairman also stated that when going on business trips abroad, Party and State leaders always request that the host country pay attention to Vietnamese people living abroad, such as granting them citizenship and ensuring that their children can study.

Emphasizing that 2025 is the final year of implementing the 5-year socio-economic plan for 2021-2025, the final year of implementing the Resolution of the 13th National Party Congress, the year of preparing for Party Congresses at all levels towards the 14th National Party Congress, preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, requiring the Party, State, National Assembly, and Government to make breakthroughs and accelerate to develop the country.

The National Assembly Chairman said that in 2025, the National Assembly approved a GDP growth rate of 6.5-7%, striving to reach 7-7.5%, but now it is about to submit to the Central Government to strive to reach 8%. Only places with double-digit growth conditions to enter the 2026-2030 period can ensure double-digit growth to stand shoulder to shoulder with countries in the region. This is the high determination of the Party and State.

Regarding the recent issuance of Resolution 57 by the Politburo on breakthroughs in science and technology development, innovation, and digital transformation, which identifies that Vietnam will develop in the next 10-20 years from education, training, science and technology to develop the country, the National Assembly Chairman hopes that with the wisdom and experience of the overseas Vietnamese community, they will continue to contribute to building the homeland, especially building legal institutions, innovating thinking in law-making, especially laws related to overseas Vietnamese.

In addition, the National Assembly Chairman noted that the community continues to be a bridge between foreign countries and our country. In many countries around the world, the Vietnamese community is very united in the host country, promoting its strength. This bridge needs to continue to be expanded to contribute to building the homeland. Contributions are not only in money and projects but also in many ways such as science and technology, technology transfer to develop the country.

The National Assembly Chairman suggested that with the intelligence and enthusiasm of the delegates, closely follow the Party's guidelines and policies, the State's laws and policies to continue to contribute to the development of the country according to the goals and resolutions of the Party, the National Assembly, and the Government. The Party, the State and the people really need the 6 million Vietnamese people abroad to contribute to the construction of the homeland, preserve the national cultural identity, go abroad but still maintain the national cultural identity such as the Vietnamese language, writing, and speech.
