President To Lam warmly welcomed and expressed his pleasure to meet President Vladimir Putin and the high-ranking delegation of the Russian Federation on a state visit to Vietnam, an event of special significance, right on the occasion of the 30th anniversary of the signing of the Treaty on the fundamental principles of the Vietnam-Russia friendship (1994-2024). President To Lam thanked President Vladimir Putin for his congratulations on the occasion of his election as President.
The President congratulated the Russian people on the important achievements under the leadership of President Vladimir Putin, and congratulated the President on winning the high trust of the Russian people in the presidential election in March 2024.
President To Lam affirmed that the Vietnamese people always appreciate the wholehearted support and assistance that the Russian people have given Vietnam in the past struggle for national independence and reunification and in the cause of national construction and defense today.
Implementing a foreign policy of independence, self-reliance, peace, friendship and cooperation, Vietnam considers Russia one of its top important partners, wishing to deepen the comprehensive strategic partnership between Vietnam and Russia, for the benefit of the people of the two countries, for peace, cooperation and development in the region and the world.
President Vladimir Putin expressed his pleasure in visiting Vietnam for the fifth time and sincerely thanked President To Lam and the Vietnamese people for their warm and warm welcome. The President affirmed that the Russian Federation always attaches importance to the traditional friendship and multifaceted cooperation with Vietnam in its Look East foreign policy.
Promoting the positive developments in the bilateral cooperation in recent years, especially the achievements of 30 years of implementing the Treaty on the basic principles of the Vietnam - Russia friendship: Maintaining regular exchanges and contacts through Party, Government, National Assembly channels, positive trade growth thanks to the effective implementation of the Intergovernmental Committee mechanism, Vietnam - EAEU FTA; closely coordinating in multilateral forums, President Vladimir Putin affirmed that strengthening the Comprehensive Strategic Partnership with Vietnam is a top priority in the Asia - Pacific region, hoping that the visit will promote the development of multi-faceted cooperation between the two countries for mutual benefit and the Comprehensive Strategic Partnership between the two countries.

In an atmosphere of friendship, trust and mutual understanding, the two sides exchanged directions and measures to promote cooperation in all areas of substantive and effective development, aiming to deepen the comprehensive strategic partnership between the two countries.
The two leaders expressed their satisfaction with the excellent political relations with high trust between the two countries; in recent times, the two sides have exchanged many high-level delegations and all levels, creating momentum to promote bilateral cooperation. The two sides agreed to increase political exchanges and dialogues at all levels, especially at the high and highest levels, through all channels of the Party, State, and National Assembly, and to educate the younger generation about the traditional friendship, in order to continuously consolidate and promote political trust, creating a favorable foundation to enhance bilateral cooperation in all fields.
The two leaders highly appreciated the active cooperation between the two countries in the fields of education - training, culture, science and technology, etc. To contribute to enhancing understanding and friendly relations, the two sides agreed to improve the effectiveness of cooperation between twinned localities; enhance youth exchange activities, expand cooperation and aviation connection to promote tourism.
Regarding education and training, President Vladimir Putin agreed with President To Lam's proposal that Russia increase scholarships for Vietnamese students to study and research, especially in the fields of basic sciences and culture and arts, which are Russia's strengths.
The two sides agreed to facilitate tourism through negotiations and signing agreements on simplifying visa procedures for Vietnamese citizens; promote labor cooperation through negotiations and signing agreements on vocational training and labor.
The two sides wish to promote cooperation in the field of defense and security, especially cooperation in responding to non-traditional security challenges and closely coordinate at multilateral defense and security forums, especially ASEAN-led mechanisms such as the ASEAN Regional Forum (ARF), the East Asia Summit (EAS), and the ASEAN Defense Ministers Meeting Plus (ADMM+), in accordance with the principles and regulations of international law. Vietnam is ready to promote its role as a bridge between Russia and ASEAN, making active and responsible contributions to ensuring peace, stability and development in the Asia-Pacific region and the world.
The two leaders discussed a number of international and regional issues of mutual concern; supported the building of a democratic and fair international relations system based on international law and the United Nations Charter, especially non-threat and non-use of force, non-interference in internal affairs, and settlement of disputes by peaceful means.
The two sides affirmed to continue to coordinate closely at multilateral forums, especially the United Nations, APEC, within the framework of ASEAN-Russia cooperation, ASEAN-SCO, ASEAN-EAEU; support ASEAN's central role in the regional structure in Asia-Pacific; continue to strengthen the ASEAN-Russia strategic partnership for the benefit of the two countries, for peace, stability and development in the region and the world. President Vladimir Putin affirmed that Russia supports Vietnam in successfully organizing APEC Year 2027.
Regarding the East Sea, the two sides support the assurance of security, safety, and freedom of navigation and aviation; refrain from using force or threatening to use force; peacefully resolve disputes in accordance with the principles of the United Nations Charter and international law, especially the 1982 UNCLOS; support the full and effective implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and the early conclusion of the Code of Conduct in the East Sea (COC).
Regarding the conflict in Ukraine, the President reaffirmed Vietnam's stance in support of resolving disputes by peaceful means in accordance with international law and the United Nations Charter, taking into account the legitimate interests of the parties concerned; and is ready to participate in international mediation efforts with the participation of the parties concerned to seek a sustainable peaceful solution to the Ukraine issue.
The two sides expressed their delight at the fact that the two countries will have many activities to celebrate major holidays of the two countries, especially the 75th anniversary of diplomatic relations and the 50th anniversary of Vietnam's national reunification. President Vladimir Putin respectfully invited President To Lam to attend the 80th anniversary of Russia's victory over fascism in the Great Patriotic War. President To Lam happily accepted the invitation.
At the end of the talks, President To Lam and Russian President Vladimir Putin witnessed the exchange of a series of bilateral cooperation documents in the fields of education and training, transportation, justice, customs, finance, science and technology, including the Intergovernmental Agreement on cooperation in the field of higher education.
