On the morning of July 13, President To Lam held talks with Cambodian Prime Minister Hun Manet within the framework of his State visit to the Kingdom of Cambodia.
President To Lam expressed his delight at his first state visit to Cambodia in his new position and respectfully conveyed the regards and best wishes of General Secretary Nguyen Phu Trong and senior leaders of Vietnam to Prime Minister Hun Manet. The President congratulated the Cambodian people on their great and proud achievements and believed that Cambodia would achieve its goal of becoming an upper-middle-income country by 2030 and a high-income country by 2050, with people's lives increasingly improving and Cambodia's role and position increasingly enhanced in the region and the world.
Prime Minister Hun Manet appreciated President To Lam's visit to Cambodia shortly after taking office, demonstrating the respect of the Party, State of Vietnam and the President himself for the country and people of Cambodia. On this occasion, Prime Minister Hun Manet congratulated the great achievements that the Vietnamese people have achieved under the leadership of the Communist Party of Vietnam headed by General Secretary Nguyen Phu Trong. Prime Minister Hun Manet expressed his belief that Vietnam will continue to achieve even greater achievements, develop more and more prosperously, and become a bright spot in the region and the world.

Vietnam is one of Cambodia's major trade partners, in the first quarter of 2024 alone, trade turnover ranked second, accounting for 22.2% of Cambodia's total export turnover and believed that trade between the two countries will soon reach the target of 20 billion USD.
Discussing in depth the directions and solutions to promote bilateral relations in the coming time, the two leaders reached high consensus on major orientations, notably continuing to maintain and strengthen political trust; emphasizing that the two countries need to cooperate closely to preserve and promote solidarity between the two countries; increasing regular exchanges of visits and contacts at high and all levels through all channels; effectively implementing signed commitments, agreements, treaties and cooperation mechanisms; strengthening connections, coordinating propaganda and education to all classes of people, especially the young generation, about the solidarity and close relationship between the two countries. The two sides agreed to soon arrange for a delegation of young Cambodian leaders to visit and conduct field trips in Vietnam.
The two sides pledged to continue deepening the pillar of defense and security cooperation, emphasizing the principle of not allowing hostile forces to use one country's territory to sabotage the other; to cooperate more closely in preventing high-tech and cross-border crimes, to continue building a border of peace, stability, cooperation and sustainable development; and to support each other in training officials and improving law enforcement capacity.

Regarding the connection between the two economies, the two sides agreed to accelerate the implementation of signed agreements such as the Memorandum of Understanding on the development and connection of Vietnam - Cambodia border trade infrastructure, the Agreement on promoting bilateral trade for the period 2025-2026; resolutely speed up traffic connections, border gate pairs, actively coordinate with Laos to effectively implement the "One journey, three destinations" tourism packages through Cambodia - Laos - Vietnam; effectively exploit the newly opened direct flight route Hanoi - Phnom Penh - Hanoi of Vietnam Airlines; further promote people-to-people exchanges, especially between the youth of the two countries, as well as cultural and artistic activities, press information, sports, and organize Cultural Days/Weeks in each country.
Thanking President To Lam for affirming that Vietnam encourages businesses to increase investment in Cambodia, Prime Minister Hun Manet pledged to continue creating favorable conditions for Vietnamese businesses and supporting and protecting Vietnamese investors, which is also an important goal of the Cambodian Government to strengthen connectivity between the private sectors of the two countries.
Appreciating the importance of human resource development cooperation, the two leaders agreed to further strengthen cooperation in this important field, including Vietnam continuing to provide scholarships for Cambodian students to study in Vietnam. In addition to supporting each other to improve the capacity of officials, the two sides will also pay more attention to attracting students from both countries to study in each country in groups of fields suitable for new development trends such as digital transformation, application of science and technology, etc.
The two sides agreed to coordinate to effectively implement treaties, agreements and arrangements related to the border that the two countries have signed; continue to negotiate and find fair and reasonable solutions to promote the settlement of areas where border demarcation and marker planting have not been completed in the coming time; strengthen cooperation to prevent human trafficking and drug trafficking across the border, ensuring security and safety for people in border provinces. The two leaders agreed that the two sides will continue to coordinate to resolve arising issues in the spirit of solidarity and friendship, focusing on building and developing the border gate system, ensuring smooth traffic connection on both sides of the border to promote socio-economic development of the two countries in general and border localities in particular, and effectively participate in regional and regional linkage initiatives.
On this occasion, President To Lam thanked and appreciated Cambodia for granting citizenship to three people of Vietnamese origin, creating a premise for the two sides to continue to coordinate in resolving subsequent cases. The President hoped that the Cambodian side would continue to pay attention and create favorable conditions for the Vietnamese community to feel secure and integrate into local life, continuing to be a bridge of friendship between the two countries.
Regarding regional and international cooperation, the two sides agreed to support Laos in fulfilling its role as ASEAN Chair 2024 and AIPA 2024; promote cooperation in the Cambodia-Laos-Vietnam Development Triangle and the Greater Mekong Subregion; cooperate in managing and sustainably using Mekong River water resources for the benefit of the people in the basin, for the future of future generations and solidarity among riparian countries, in the spirit of mutual respect, understanding, equal cooperation and mutual benefit.
On this occasion, Vietnam News Agency and Cambodia National News Agency signed a cooperation agreement in the field of information and communication to meet the current development needs of the press in the digital age; contributing to strengthening the good neighborly relationship and traditional friendship.
