President To Lam attends the 70th Anniversary of the Traditional Day of the People's Public Security Technical Force

On the morning of June 26, in Hanoi, the People's Public Security Technical Force held a ceremony to celebrate the 70th anniversary of its traditional day (July 1, 1954 - July 1, 2024) and received the Second Class Military Exploit Order. President To Lam attended and delivered a speech.

Also attending were members of the Party Central Committee: Minister of Public Security, Senior Lieutenant General Luong Tam Quang; Head of the Office of the President Le Khanh Hai; Head of the National Assembly's Committee for National Defense and Security, Lieutenant General Le Tan Toi; Deputy Minister of Public Security, Lieutenant General Le Quoc Hung; along with former leaders of the Ministry of Public Security and representatives of leaders of central and Hanoi departments, ministries and branches. In his speech at the ceremony, Lieutenant General Tran Viet Kieu, Director of the Technical Department, said that on July 1, 1954, in Dung village (Cong Da commune, Yen Son district, Tuyen Quang province), Minister of Home Affairs Tran Quoc Hoan announced the establishment of a working unit under the Party Central Office with the code name "MATH" (the predecessor of the Technical Force) with the first 5 officers, marking a historical milestone for the birth of the Technical Force of the People's Public Security. Since its early days, in difficult conditions in all aspects, the Technical Force has strived, worked side by side with the reconnaissance forces in the People's Public Security to fight hundreds of special cases, contributing to the dismantling and neutralization of many espionage and reactionary organizations.

In January 1980, in response to the urgent requirements of the situation, Minister of the Interior Tran Quoc Hoan issued a directive on strengthening the work of document inspection in the new situation, in which the work of document inspection was transferred to the local departments and Public Security Services. Since then, technical and professional work has been formed and developed in terms of measures, forces and means under the guidance of professional expertise and regular inspection, supervision and assistance of the Technical and Professional Department, becoming an extremely important and effective working measure of the Public Security of provinces and cities, contributing to ensuring political security and social order and safety in the locality. In a short time, the Technical and Professional forces from the Central to the localities have grown increasingly strong in terms of organization, human resources and means. In recognition of the great contributions and outstanding achievements, the Party, the State and the leaders of the Ministry of Public Security have awarded the title of Hero of the People's Armed Forces 13 times; Twice awarded the Ho Chi Minh Medal and many other noble awards to the collectives and individuals of the Technical Force. At the 70th Anniversary Ceremony, President To Lam, on behalf of the Party and State, awarded the Second Class Feat of Arms Order to the Technical Force, an award recognizing the unit's outstanding achievements and contributions.

At the ceremony, President To Lam stated that after 70 years of building, fighting and growing under the leadership of the Party and the State, directly by the Party Committee of the Central Agency and the Ministry of Public Security, the Technical and Professional Forces have constantly strived to overcome numerous difficulties and challenges, gradually growing and becoming stronger in all aspects, achieving many feats and outstanding achievements in the cause of protecting national security, ensuring social order and safety, contributing significantly to the heroic and glorious tradition of the People's Public Security Forces in the fierce and challenging battles for national security, for the peaceful and happy life of the people. Warmly praising and congratulating the feats, achievements and silent but extremely great contributions of the Technical Force, the President affirmed that the Party, the State, the Central Public Security Party Committee and the Ministry of Public Security always acknowledge and appreciate the great dedication and outstanding achievements and feats of the Technical Force of the People's Public Security during 70 years of construction, fighting and growing. Facing many difficulties and challenges, as well as increasingly greater requirements and tasks for the People's Public Security Force in general and the Technical Force in particular, the President hoped that the unit would continue to promote its glorious heroic tradition and valuable achievements and experiences over 70 years of construction, fighting and growing, and constantly strive to excellently complete all tasks entrusted by the Party, State and people.

In the context of the world and regional situation continuing to have complicated developments, all kinds of subjects thoroughly exploiting scientific and technological achievements to increase activities to sabotage the task of protecting national security and ensuring social order and safety, the President requested the Technical and Professional Forces to effectively implement the Party's viewpoints and policies on building the People's Public Security Force, including building a truly clean, strong, disciplined, and elite Technical and Professional Force, by 2025 advancing to modernity, meeting the requirements of tasks in the new situation; strongly innovating technical and professional work, closely combining modern equipment of means, equipment, and infrastructure systems with the arrangement and implementation of technical and professional measures, improving the capacity and qualifications of the staff. The President also requested to strengthen international cooperation in substance and depth, ensure a firm grasp of the situation related to security and order from an early and remote location, and detect all plots and activities aimed at violating Vietnam's national security; continue to promote the important role of technical and professional measures in protecting national security and ensuring social order and safety; at the same time, proactively grasp and closely forecast the situation, promptly advise on measures and solutions to prevent and stop plots and activities that violate security and order, and avoid being surprised in any situation; improve the effectiveness of applying scientific and technological achievements in the implementation of techniques and activities, and expand the capacity for self-reliance, autonomy, and self-strengthening of professional measures in the People's Public Security.

Along with that, it is necessary to do well the work of political and ideological education, internal security, cadre management, regularly foster political qualities, revolutionary ethics associated with caring for the material and spiritual life of cadres and soldiers, activities to repay gratitude, and show gratitude to previous generations so that each cadre and soldier of technical and professional forces can fully understand and implement the 6 teachings of Uncle Ho to the People's Public Security, maintain the qualities of "having a warm heart, a cool head, steady feet and clean hands, respecting honor because honor is the most sacred and noble thing", always worthy of the trust of the Party, State and people. The President expressed his belief that the People's Public Security Technical Force will continue to be united, unified, resourceful, creative, overcome all difficulties and challenges, achieve many new feats and achievements, excellently complete all assigned tasks, be worthy of the absolute trust and loyalty of the Party, State and people, and contribute to the successful implementation of the task of building and defending the Socialist Republic of Vietnam.
