President To Lam chaired the official welcoming ceremony for Russian President Vladimir Vladimirovich Putin on a state visit to Vietnam.

At the invitation of General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong, President of the Russian Federation Vladimir Putin arrived in Hanoi, starting a State visit to the Socialist Republic of Vietnam from June 19-20, 2024.

At noon on June 20, the official welcoming ceremony for Russian President Vladimir Putin was solemnly held at the Presidential Palace according to the highest protocol for welcoming a Head of State. President To Lam presided over the welcoming ceremony.

A large number of children and people in the capital waved the flags of the two countries to welcome President Vladimir Putin and the high-ranking delegation of the Russian Federation.

This is the fifth time President Vladimir Putin has visited Vietnam as head of state. The Russian President's state visit to Vietnam this time takes place on the occasion of the two countries celebrating the 30th anniversary of the signing of the Treaty on the Fundamental Principles of Vietnam-Russia Friendship (1994-2024) and towards the 75th anniversary of the establishment of diplomatic relations between the two countries in 2025.

The motorcade escorting President Vladimir Putin entered the Presidential Palace. President To Lam warmly welcomed President Vladimir Putin leading the high-ranking delegation of the Russian Federation.

Amidst the welcoming music, President To Lam invited President Vladimir Putin to step up to the podium. The military band played the national anthems of both countries. Showing the importance of the visit, during the welcoming ceremony, 21 majestic cannon salutes were fired to welcome President Vladimir Putin on a state visit to Vietnam.

After listening to the national anthems of the two countries, President To Lam and President Vladimir Putin reviewed the Guard of Honor of the Vietnam People's Army. Next, the two leaders introduced the members of the high-ranking delegations of the two countries attending the welcoming ceremony.

President Vladimir Putin's visit took place in the context of the Vietnam - Russian Federation relationship developing very well, rapidly and comprehensively; it is a model of mutually beneficial and equal cooperation, in line with the interests for peace, cooperation and development of the region and the world.

The relationship between the two countries entered a new stage of development after the signing of the Treaty on Basic Principles of Vietnam-Russian Federation Friendship Relations on June 16, 1994. Up to now, the leaders of the two countries have always affirmed that this Treaty is a historical document of great significance, symbolizing the beginning of a new stage in the development of multifaceted cooperation between Vietnam and the Russian Federation, creating the premise for bringing the relationship between the two countries to a Strategic Partnership in 2001 and a Comprehensive Strategic Partnership in 2012. These are very important milestones, marking a new step of development in the relationship between the two countries.

Over the past 30 years, generations of leaders and people of the two countries have made constant efforts to foster a strong friendship, consolidate and promote comprehensive bilateral cooperation in all fields, for the benefit of the people of the two countries, contributing to peace, cooperation and development in the region and the world.

Economic and trade cooperation between the two countries has developed dynamically in recent times. The growth rate of bilateral trade turnover between Vietnam and the Russian Federation has increased rapidly, especially since the Free Trade Agreement between Vietnam and the Eurasian Economic Union officially took effect in October 2016. Vietnam is currently Russia's largest trading partner in Southeast Asia. The Russian Federation is one of Vietnam's top 5 trading partners in Europe. The two-way trade turnover between Vietnam and Russia in 2023 reached 3.63 billion USD and in the first 5 months of 2024 reached 1.96 billion USD. The two countries also have investment projects in each other, including important fields and Russia's strengths such as energy, science and technology, education and training, etc. In addition, Vietnam and Russia also have many forms of cooperation in the fields of defense and security.

This State visit by President Vladimir Putin is of great significance, further deepening the Vietnam-Russia Comprehensive Strategic Partnership in all fields, especially in the context of the two countries' efforts to realize the Joint Statement on the Vision of the Comprehensive Strategic Partnership to 2030.

After the welcoming ceremony, the two leaders led high-ranking delegations of the two countries to hold talks, evaluate the results of cooperation between the two countries in recent times and propose directions for cooperation in the future.
