Performing duties and powers as prescribed by the Constitution and Law, at the request of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy and the Head of the Office of the President, on February 6, President Vo Van Thuong signed a decision to commute the death penalty to life imprisonment for 5 convicts who submitted clemency petitions to the President.
The President's commutation of the death penalty from the legally effective verdict to life imprisonment for the convicts demonstrates the lenient and humane policy of our Party and State towards those who have committed particularly serious crimes; opening up for them a way to live, repent, reform, and have the opportunity to return to their families, communities, and society.
Previously, on December 27, 2023, President Vo Van Thuong signed a decision to commute the death penalty to life imprisonment for 18 convicts who submitted clemency petitions to the President. In August 2023, President Vo Van Thuong also issued a decision to commute the death penalty to life imprisonment for 11 convicts.
In 2022, the President twice decided to commute the death sentence to life imprisonment for 31 cases, including 4 foreigners.
