On the morning of September 18, the Ho Chi Minh City People's Council's monitoring delegation supervised the state management of labor and employment in Thu Duc City for the period 2020 - 2025. Attending the monitoring session were comrades: Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the Ho Chi Minh City People's Council; Huynh Thanh Nhan, Vice Chairman of the Ho Chi Minh City People's Council; Dang Quoc Toan, Chief of Office of the Ho Chi Minh City People's Committee.
Need a solution to connect supply and demand
At the monitoring session, delegates raised questions about many related issues, including: the low number of social insurance participants in Thu Duc City; vocational training for people whose land was recovered to implement projects; career guidance education at general schools; student orientation; and Thu Duc City's investment in vocational schools.
Concluding the monitoring session, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le highly appreciated the efforts and endeavors of the Thu Duc City People's Committee in state management of labor and employment. She suggested that in the coming time, the Thu Duc City People's Committee should continue to focus on vocational training for the workforce, especially migrant workers, who currently account for more than 50% of the total workforce in the locality, in order to build a high-quality human resource.
Although the annual vocational training in Thu Duc City has achieved the set targets, the rate of trained workers with certificates and job referrals is still low. At the same time, the rate of untrained workers is still high. Therefore, he suggested that Thu Duc City should further strengthen vocational training and pay attention to housing issues for workers. In addition, Thu Duc City needs to have a long-term plan and strategy for training and developing high-quality human resources.
In addition, he emphasized that Thu Duc City needs to play a good role in connecting the government, businesses, training institutions and the labor market, in order to create a connection between supply and demand. This will help training meet social needs, not only providing human resources for the locality but also for neighboring areas.
Regarding the issue of job exchanges, Ms. Nguyen Thi Le assessed that the current efficiency is not high and suggested that Thu Duc City study more effective job introduction models to create better information connections between people and businesses. Thu Duc City needs to coordinate with the Management Board of Export Processing Zones - Industrial Parks and High-Tech Parks to connect businesses with training facilities and workers, ensuring timely and accurate provision of labor market information to businesses.
Faced with the high level of social insurance debt of enterprises in the area, comrade Nguyen Thi Le requested Thu Duc City to continue to strengthen propaganda work, raising awareness of employers about the responsibility of paying social insurance. At the same time, it is necessary to step up inspection and supervision of enterprises' evasion or delay in paying social insurance, in order to prevent hot spots, collective complaints or labor disputes.
In addition, Thu Duc City needs to pay attention to supporting workers in terms of material things and encourage them to limit the withdrawal of social insurance at one time. He also suggested that Thu Duc City needs to have solutions to encourage and support workers, especially freelance workers, to participate in voluntary social insurance to ensure long-term social security.
88% of workers are trained
Previously, reporting at the monitoring session, Vice Chairman of Thu Duc City People's Committee Nguyen Ky Phung said that by 2024, Thu Duc City will have over 52,290 operating enterprises, employing 297,458 workers, with a total registered capital of over VND 746,511 billion.
In the period of 2020 - 2025, Thu Duc City created new jobs for 21,154 workers. The rate of working workers who have received vocational training with certificates or certificates by June 30, 2024 is more than 261,600 people, reaching 88% of the total number of workers working in Thu Duc City. The unemployment rate remains below 3%. To date, Thu Duc City has supported loans for poverty reduction, job creation, and student loans... for 21,420 households with a total amount of more than 1,200 billion VND.
The Vice Chairman of the Thu Duc City People's Committee pointed out some difficulties in the management of labor and employment, such as vocational training support policies that have not yet met the needs of businesses. The cost of vocational training support is low compared to the average tuition fees of training occupations. The work of directing students after graduating from high school to vocational training is still limited, due to the mentality of parents still valuing degrees.
In addition, the situation of enterprises owing social insurance has become complicated, especially after the Covid-19 pandemic, many enterprises with large numbers of employees have long-term debts, affecting the rights to pay and enjoy social insurance, health insurance, and unemployment insurance. The situation of labor cuts is increasing; the number of people receiving one-time social insurance benefits is also increasing.
