According to the forecast of the National Center for Hydro-Meteorological Forecasting, in the coming time, the Northeast region, Hoa Binh and Thanh Hoa are likely to have moderate rain, heavy rain and some places have very heavy rain. The province is at risk of flash floods, landslides and flooding, affecting agricultural production and people's lives.

To proactively respond to the developments of heavy rain, the risk of flash floods, landslides, and flooding, the Department of Agriculture and Rural Development has issued Official Dispatch No. 4753/SNN&PTNT-TT&BVTV requesting the People's Committees of districts, towns, and cities to focus on directing the following contents:
Focus on directing and guiding farmers to take advantage of favorable weather to mobilize human resources and machinery to quickly harvest crops, especially rice and corn that are 80% or more ripe, and other crops that are ready for harvest with the motto "green at home is better than ripe in the fields"; especially in low-lying areas at risk of flooding to limit damage caused by heavy rains and storms.
Check the water level on the field surface. For rice areas that are 80% or more ripe and rice areas that are not yet ready for harvest in low-lying areas at risk of flooding, it is necessary to drain the buffer water on the field surface, the buffer water on the main river system and the internal canals. For rice areas that are not yet ready for harvest in areas that are not at risk of flooding, it is necessary to maintain the water on the field surface for the plants to grow well.

Areas at risk of flooding need to be repaired, maintained, dredged, and cleared of drainage systems to be ready to drain when heavy rain causes flooding. Urgently drain surface water from fields; buffer water on the main river system and intra-field canals, raise the banks of areas, plot banks, and drainage canal banks to ensure quick drainage.
Closely monitor weather developments, assign staff to stay close to the base, closely monitor production, regularly monitor weather developments to proactively respond to adverse weather impacts. At the same time, strengthen propaganda and training for farmers on technical measures, care, and production recovery to minimize damage caused by unusual weather.
