The project to upgrade Tho Tang road (TL304) to Vinh Son (central axis road of Vinh Tuong district DH15B) has been under construction for nearly 2 years. However, only 1 lane has been put into use, causing difficulties for people in traveling.

On the afternoon of November 12, at the construction site of the Tho Tang (TL304) to Vinh Son road upgrade (central axis road of Vinh Tuong district DH15B), Giao thong Newspaper reporters recorded the unfinished construction status along the entire route.
The route is nearly 2km long and will start construction in 2023, starting at the roundabout of Vinh Tuong district's central axis road and ending at the intersection with Nguyen Thai Hoc Street (Tho Tang town, Vinh Tuong, Vinh Phuc ).
The route often has high traffic density.
Currently, there is only one lane in use on the route, making it difficult for vehicles to travel in both directions. At the beginning of the route, at the intersection with Nguyen Thai Hoc Street (Tho Tang Town, Vinh Tuong, Vinh Phuc), there are many businesses on both sides of the road, selling rice, animal feed and agricultural products.
Many trucks and three-wheeled vehicles stop on the side of the road to load and unload goods, making the intersection at the end of the route even more crowded and congested.
Ms. Nguyen Thi H (born in 1968), a water seller on this road, said: "The road has been stopped for nearly a year now for unknown reasons. Currently, we only have one lane to travel. Moreover, this road has a lot of trucks, the high traffic density makes it even more difficult for people to travel."
MH business said: "The traffic volume at this intersection is very high in the early morning and during rush hour. Due to the need for trucks to stop for a long time to load and unload goods, along with the large number of people traveling, this area is often congested. Our businesses are also affected because there is no place to load and unload goods."
Businesses often park their vehicles along the roadside to import goods, making the road even narrower.
The investor ran out of capital, the contractor stopped construction.
According to the information received by PV, the project to upgrade Tho Tang road (TL304) to Vinh Son (central axis road of Vinh Tuong district DH15B) has a length of 1.8km and a total investment of 140 billion VND. The investor is the Vinh Tuong district Construction Investment Project Management Board and Tuan Dat Import Export Company Limited is the unit responsible for the construction.
Currently, only the first 50m of the route has been paved. Only the base has been paved along the remaining length of the route. Notably, many concrete components of the project are scattered on both sides of the road.
There are no construction warning signs along the entire route, posing a potential traffic safety risk.

Mr. Nguyen Van V (born in 1973, residing in Tho Tang town, Vinh Tuong district) said: "The part of the road that has not been paved with asphalt is still used by trucks. Currently, the construction unit has stopped, so we are very worried about the quality of the project when vehicles run on the unfinished part of the road.
Furthermore, the newly paved sections are very dusty. Every time a truck passes by, the dust swirls up, affecting other road users.

Regarding the above issue, a representative of the Vinh Tuong District Construction Project Management Board, the project investor, said: "The project to upgrade Tho Tang to Vinh Son road has run out of capital, so the power line relocation package cannot be implemented. In addition, there are still land issues at some residential land households at the beginning of the route because the compensation plan has not been agreed upon, although we have mobilized many times.
The project is funded by the central government, but has now exceeded its budget due to the need to move power lines and clear the site. However, due to the inability to adjust the funding source, construction has not continued. Since the beginning of this year, we have reported this issue four times, but it has not been resolved yet.
Regarding the signs and ropes warning of the construction site, the unit had previously arranged them fully, however, because people still entered the area, they lifted and threw away the ropes.
A representative of Tuan Dat Import-Export Company Limited, the project's construction unit, added: "We have basically completed the sections where the site has been handed over. As for the sections of the base rock strip that are still stuck with the site, the unit has agreed with the people to only complete the foundation and not lay asphalt.
Regarding traffic safety measures, we will soon barricade the road and re-install construction warning signs."
