Speaking with Tien Phong before the National Assembly voted to approve the above contents, some delegates said that in order for the new apparatus to operate effectively and efficiently, the role of the heads of ministries, branches and agencies is very important, especially in "resolving" difficulties and problems that may arise after the new apparatus officially comes into operation.

Some Ministers receive new assignments

According to the agenda of the session, on the morning of February 18, the National Assembly voted to pass the Resolution on the organizational structure of the Government and the Resolution on the number of Government members for the 15th National Assembly term. Along with that, the National Assembly will also discuss and vote to pass the Resolution on the organization of National Assembly agencies and the Resolution on the number of members of the Standing Committee of the 15th National Assembly.

In the previous report to the National Assembly Standing Committee, the Government proposed that the National Assembly consider deciding on the organizational structure of the Government for the 15th National Assembly term, including 14 ministries and 3 ministerial-level agencies, a reduction of 5 ministries, branches and 3 agencies compared to the present. In the National Assembly bloc, in the 42nd session of the National Assembly Standing Committee, Chairman of the Law Committee Hoang Thanh Tung said that after the reorganization, the number of specialized agencies of the National Assembly, including the Ethnic Council and 7 committees, will be reduced by 2 units compared to the present.

Along with deciding on the organizational structure, the National Assembly considered personnel work. Currently, the National Assembly Standing Committee has 18 members, including: National Assembly Chairman Tran Thanh Man, 4 National Assembly Vice Chairmen: Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, Nguyen Thi Thanh and the Chairman of the Ethnic Council, Chairmen of the National Assembly Committees and agencies. Meanwhile, the Government for the 2021-2026 term has 27 members, including: Prime Minister Pham Minh Chinh, 5 Deputy Prime Ministers: Nguyen Hoa Binh (Standing Member); Tran Hong Ha; Le Thanh Long; Ho Duc Phoc; Bui Thanh Son (also Minister of Foreign Affairs) and ministers and heads of sectors.

In recent times, along with the streamlining of the organizational apparatus and the arrangement of personnel work, a number of ministers and heads of sectors have been transferred and appointed to new positions. Specifically: Regarding the merger of the Ministry of Transport with the Ministry of Construction into the Ministry of Construction; currently, Minister of Construction Nguyen Thanh Nghi has been assigned by the Politburo to hold the position of Standing Deputy Secretary of the Ho Chi Minh City Party Committee, and the current Minister of Transport is Mr. Tran Hong Minh.

With the Ministry of Science and Technology merged with the Ministry of Information and Communications; the current Minister of Information and Communications is Mr. Nguyen Manh Hung, and the Minister of Science and Technology Huynh Thanh Dat has just been assigned and appointed by the Politburo to hold the position of Deputy Head of the Central Propaganda and Mass Mobilization Commission.

Regarding the Ministry of Ethnic Minorities and Religions, which was established on the basis of the Ethnic Minorities Committee and received the functions, tasks, and organization of the state management apparatus on religion from the Ministry of Home Affairs; according to the decision of the competent authority, Mr. Hau A Lenh, Minister and Chairman of the Ethnic Minorities Committee, was transferred and assigned to hold the position of Secretary of the Ha Giang Provincial Party Committee. Meanwhile, the Ministry of Home Affairs was established on the basis of merging with the Ministry of Labor, War Invalids and Social Affairs to perform the functions and tasks of the current Ministry of Home Affairs and the function of state management on labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, and gender equality. Currently, the Minister of Home Affairs is Ms. Pham Thi Thanh Tra, and the Minister of Labor, War Invalids and Social Affairs is Mr. Dao Ngoc Dung.

Regarding the Ministry of Finance, which was established on the basis of the merger between the Ministry of Finance and the Ministry of Planning and Investment; the current Minister of Finance is Mr. Nguyen Van Thang, and the person holding the position of Minister of Planning and Investment is Mr. Nguyen Chi Dung. Or the establishment of the Ministry of Agriculture and Environment, the current Minister of Natural Resources and Environment is Mr. Do Duc Duy, and the person holding the position of Minister of Agriculture and Rural Development is Mr. Le Minh Hoan.

Speaking with Tien Phong, delegate Tran Huu Hau (Tay Ninh delegation), Deputy General Secretary of the Vietnam Cashew Association, expressed his hope that streamlining the organizational structure will help reduce administrative procedures, helping to speed up work progress and make it easier to resolve issues. As a former local leader, Mr. Hau said that there were issues where just asking for full opinions from agencies and units took a lot of time. “Fearing mistakes and responsibility, we kept looking at this unit and that unit; subordinates looked at superiors, superiors looked at subordinates; superiors kept wanting subordinates to submit, and subordinates kept wanting superiors to have direction, so departments and branches looked at each other, work was very slow,” said Mr. Hau.

Therefore, according to Mr. Hau, reforming the organizational apparatus is urgent to create new momentum for development. However, the important issue raised by Mr. Hau is the operation of ministries, branches, agencies and units after coming into operation. “After the merger, the workload of ministries and branches will increase, and at the same time, certain difficulties, obstacles and shortcomings may arise in the beginning. In that context, it requires the leader to be truly capable, courageous, impartial and objective to solve arising problems, helping the apparatus operate effectively and efficiently,” said Mr. Hau.

"Previously, 10 people carried 200 kg, so the question now is: Can 5 people carry that weight? If we choose 5 people who are really "healthy" and capable, they can absolutely carry it," said Mr. An.

However, the Standing Member of the National Defense and Security Committee also acknowledged that in the transition period from the old apparatus to the new apparatus, problems and shortcomings may arise. “It is not true that once a house is built, it can be moved in immediately, everything needs time to be arranged and adjusted. However, the most important issue is the fastest arrangement time, without affecting the people and businesses,” said Mr. An. To achieve this, according to Mr. An, the most important issue is to select competent, dedicated and suitable personnel for the new apparatus.

Previously, when discussing the draft Law on Government Organization (amended), the Law on Local Government Organization (amended) and the draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus, General Secretary To Lam stated that the reorganization and streamlining of the apparatus is a very correct policy, not only to "save money" but most importantly to improve the efficiency, effectiveness and efficiency of the state apparatus, and develop the country. The General Secretary emphasized that in the reorganization and streamlining of the apparatus, it is necessary to correctly identify the functions and tasks, to determine the model of the apparatus organization, the system of legal regulations and the arrangement of cadres. Accordingly, the model of the basic apparatus organization arrangement is agreed upon from the Central to the local level, the National Assembly and the Government. And once agreed upon, the arrangement of cadres is to improve the effectiveness, efficiency and law enforcement in accordance with regulations.
