In the 2024-2025 school year, Ho Chi Minh City will reduce tuition fees for students of all levels and exempt tuition fees for 5-year-old children. Tuition fees are divided into 2 groups as follows:
Group 1: students studying at schools in Thu Duc city and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.
Group 2: students studying at schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio districts.

The Department requires that from the beginning of the school year, public educational institutions, based on the actual situation, material conditions and students' needs, proactively develop revenue and expenditure estimates for each revenue item. How to ensure the principle of sufficient revenue and sufficient expenditure and use revenues for the right purposes; publicly disclose the revenue and expenditure plan for each revenue item to parents before implementation. The revenue level must be commensurate with the quality of educational and training services. The increase in revenue for the 2024-2025 school year (if any) shall not exceed 15% compared to the revenue level implemented in the 2023-2024 school year.
Regarding the school program, the document of the Department of Education and Training of Ho Chi Minh City clearly states that public educational institutions directly decide on educational activities in the school program. However, it is necessary to go through the school council on activities, implemented grade levels, content framework, methods, forms of organization, implementation plan as well as coordinating organizations and units.
