Waiting for conversion of 200 hectares of forest land, fishermen have not been able to settle down for 15 years

At Khe Mu resettlement area, Thanh Thuy commune (Thanh Chuong district, Nghe An), some items in the area have been damaged, the cultural house and kindergarten have deteriorated, and many long cracks have appeared. This area has become a place for people to graze and keep cattle.

More than a year ago, VietNamNet reported on this project, but until now people still cannot move in.

Waiting wearily to reach the shore

Speaking to reporters, Mr. Tran Van Tam (born in 1970, residing in Thanh Ha commune, Thanh Chuong district) said that his family was eligible for resettlement but so far there has been no response from the local authorities. He had to rent a house on the shore to live temporarily.

Mr. Truong Van Cuong (born in 1962) and his wife, Mrs. Nguyen Thi Nam (born in 1963), residing in Minh Duc village, Vo Liet commune, have also spent decades drifting on the river. The couple has 3 sons and 2 daughters, of whom 2 are married.

“The project started when my children were still in school, and now they are grown up, married, and working far away. The life of a fisherman and making a living on the river is difficult in many ways. We cannot live on the old boat forever, especially during the rainy and stormy season, so the family has to build a temporary house on the banks of the Lam River,” said Mrs. Nam.

Some locals said that in recent years, the local government has organized tours for people to the resettlement area. Many people have hoped and wished to soon be able to settle down on land and live a stable life.

In fact, some fishing households in this project have moved ashore and built temporary houses near the Lam River to live in for many years.

There are still many problems

The above project was approved by the People's Committee of Nghe An province in 2009, with Nghe An Rural Development Department as the investor, with initial capital of 79 billion VND. After several planning adjustments, the capital increased to nearly 84 billion VND.

The project scale includes 2 resettlement areas, in Thanh Thuy commune and Thanh Lam commune (Thanh Chuong district), bringing 165 fishing households to live, including 120 households in Khe Mu resettlement area and 45 households in Trieu Duong resettlement area (Thanh Lam commune). Currently, households in Trieu Duong have been allowed to live.

Mr. Le Van Luong - Head of Nghe An Rural Development Department said that Khe Mu resettlement area was handed over to Thanh Thuy Commune People's Committee for protection from August 2023. Up to now, this area is still stuck with the item of dividing production land plots for people.

"We will complete some other items such as building fences and playgrounds by the end of this year," said Mr. Luong.

Mr. Le Dinh Thanh, Vice Chairman of Thanh Chuong District People's Committee, affirmed that the investor has only built a number of items such as a cultural house, a kindergarten, roads, and an electrical system. The above items have just been handed over to the Commune People's Committee for protection, and are not yet in good condition for people to live in.

“The purpose of the project is to bring people in to live here, but that has not been done yet. If we want people to live here, we need land for farming and raising livestock,” Mr. Thanh said.

Mr. Thanh also pointed out the current problem of the project is that more than 200 hectares of forestry land cannot be converted to agricultural land to be divided among households.

“We are compiling statistics and adjusting the planning to submit to the Nghe An Provincial People's Committee to request the conversion of forest land into production land. The conversion of 200 hectares of forest land must be approved by the Provincial People's Council,” Mr. Thanh said.

It is expected that in early October 2024, the People's Committee of Thanh Chuong district will submit a document to the People's Committee of Nghe An province to request the conversion of the above-mentioned forest land area. However, the leaders of Thanh Chuong district are not clear about when this will be completed.

Most recently, Mr. Nguyen Van De, Vice Chairman of Nghe An Provincial People's Committee, issued a document directing relevant departments, branches and localities to remove difficulties and promptly hand over land according to the schedule of the Khe Mu resettlement project.

Going against the current, 38 households from the West left their hometowns to make a living by working in a hydroelectric reservoir. After 10 years, their initial dream has faded over time. Now, they only hope to go ashore to make a living.
