On the morning of February 4, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the construction of nuclear power plants, chaired the second meeting.
Speaking at the opening session, Prime Minister Pham Minh Chinh emphasized that green and sustainable development are the goals set by the Party and the State, especially when the climate change situation in recent years has been very extreme.
Nuclear power is necessary to meet electricity needs.
Our country is one of the countries greatly affected by climate change, as shown by storm No. 3 (Yagi), in addition to subsidence, landslides, drought, saltwater intrusion, water shortages, etc.
Therefore, these are urgent requirements of development, requiring us to focus on leadership and direction to reduce the impact of climate change on our country in particular and the world in general.
In 2025, the central government decided to achieve a growth rate of at least 8%, creating the premise, momentum, and motivation for the 2026-2030 period to achieve double-digit growth, so the requirement for electricity growth must ensure at least 12-16%.
In 2024, growth will reach more than 7%, but electricity growth has reached 12-13%. Electricity growth is an urgent requirement today. The development of artificial intelligence (AI), cloud computing, and the Internet of Things based on database platforms... requires stability in energy growth.
Therefore, he believes that rapid and sustainable energy development is an urgent requirement for the country. Among these, nuclear power development is one of the solutions that must be done; the world is currently following this trend.
To carry out the above tasks, the head of the Government assigned ministries, branches and localities based on their functions and tasks. Urgently review and make detailed plans for implementation: it is necessary to clarify who will do it, what is the progress, what are the products?
The locality is Ninh Thuan province, focusing on investing in developing synchronous infrastructure to serve the nuclear power project, urgently implementing site clearance and resettlement work to ensure the overall progress of the project.
To implement the 5-year plan to complete the project, the Prime Minister requested further discussion on the proposals of ministries and branches, and the obstacles that need to be directed to be resolved. A specific roadmap should be given to complete the construction of one or two factories.
Along with that are issues such as technology transfer, human resource preparation, calculating additional focused training by industry and product; human resources including engineers, construction workers, skilled workers, etc.
Clarify capital sources, investors and implementation roadmap
In addition, the Prime Minister also said that it is necessary to discuss the capital issue further. In addition to EVN, there are other corporations that are also investing in energy such as Petrovietnam, TKV... In the spirit of only discussing, how to do it, who will do it, how long it will take to complete, what money is needed, what mechanism is needed, what roadmap is proposed... need to be discussed clearly to closely follow the roadmap with specific tasks, from there urging implementation.
From experience in implementing the 500kV Line 3 Quang Trach - Pho Noi project, he said that it is necessary to mobilize the entire political system to participate, closely follow the progress and quality to complete the project according to the set goals.
The specialized support team needs to clearly assign 5 tasks: "clear people, clear work, clear responsibility, clear progress, clear products"; the plan must produce the product, which is a nuclear reactor, in how many years, then calculate back in time, each time point must complete specific tasks, not general ones.
With the idea of attacking with specific programs and plans, mobilizing capital, human resources, transferring technology, working with whom, how to work... The Prime Minister requested to end the situation of ministries and branches giving "circular" and general answers when implementing this project, and to increase discipline and administrative discipline.
He affirmed that building a nuclear power plant is a big, difficult, sensitive issue, of great national significance, so the sense of responsibility of each individual and collective here is very high, must put the interests of the nation and people above all, have specific products.
