Government adds 800 billion VND to build new Phong Chau bridge

On November 15, Permanent Deputy Prime Minister Nguyen Hoa Binh signed a decision to supplement capital from the 2024 central budget reserve for the Ministry of Transport to implement the investment project to build the new Phong Chau bridge on National Highway 32C, Phu Tho province.


Specifically, an additional VND 800 billion from the central budget reserve in 2024 will be allocated to the Ministry of Transport to implement the investment project to build the new Phong Chau bridge on National Highway 32C, Phu Tho province.

The Deputy Prime Minister requested that based on the above allocated capital level, the Minister of Transport arrange additional capital from the 2024 central budget reserve for the project.

At the same time, the Minister of Transport is assigned to direct relevant agencies and units to urgently complete investment procedures and assign capital plans in accordance with the provisions of the Law on Public Investment and relevant specialized legal regulations.

The Ministry is responsible for directing relevant agencies and units to use the assigned central budget reserve capital in 2024 to ensure efficiency, quality, and for the right purposes and users; implement projects in accordance with legal regulations; and prevent loss, waste, corruption, and negativity.

The Deputy Prime Minister requested the Minister of Transport to direct, inspect, and urge the acceleration of implementation progress, ensuring that the project is completed by December 31, 2025 at the latest, and take responsibility as the head for the results of capital disbursement and project progress.

The implementation and disbursement time of the 2024 central budget reserve fund will be supplemented no later than December 31, 2025 in accordance with legal regulations.

In case of not being fully used, the remaining central budget reserve capital for 2024 will be canceled.

According to a report from Phu Tho province, the construction site of the new Phong Chau bridge is expected to be at the old Phong Chau bridge location (km18+300 National Highway 32C).

According to the design plan, the total length of the route is about 1km, of which the bridge is about 393m long, and the approach and connection roads are about 600m long.

The bridge structure is made of reinforced concrete and prestressed reinforced concrete, constructed using the balanced cantilever method.

The total width of the bridge is 21.5 m, including: 4 motor vehicle lanes, 2 non-motor vehicle lanes, median strip, safety strip and bridge railing; span diagram (90+135+90)+(33+33) m.

The approach and connection roads are upgraded and expanded to the standard of a grade III plain road (design speed 80 km/h). The total estimated investment is about 865 billion VND.

Earlier, on the morning of September 9, due to prolonged rain and flooding, two spans of Phong Chau Bridge across the Red River connecting Lam Thao and Tam Nong districts in Phu Tho province collapsed and fell into the river. There were about 13 victims in this bridge collapse. Of these, 3 victims were lucky to be rescued because they were able to cling to the bridge railing.
