Electricity generation price framework for 2023
The 2023 electricity generation price framework applicable to the negotiation of electricity purchase and sale contract prices for power plants as stipulated in point a, clause 2, Article 1 of Circular 57/2014/TT-BCT dated December 19, 2014, issued by the Minister of Industry and Trade, which regulates the method and procedures for developing and promulgating the electricity generation price framework, is prescribed as follows:
(1) The electricity generation price range for coal-fired thermal power plants is 0 - 1,559.70 VND/kWh (excluding value added tax).
In there:
- The ceiling price for electricity generation applicable to coal-fired thermal power plants (excluding value-added tax) is set at a maximum of VND 1,559.70/kWh.
- The parameters used to calculate the ceiling price of the electricity generation price framework applied to coal-fired power plants in 2023 include:
+ Net power output is 2x600 MW;
+ The net heat consumption rate at 85% load is 2,411.39 kcal/kWh;
+ Coal calorific value (HHV) is 5,280 kcal/kg; Coal price (excluding value-added tax and transportation costs) is 1,808,000 VND/ton;
+ Exchange rate: 24,885 VND/USD.
(2) The electricity generation price range for hydropower plants is 0 - 1,110 VND/kWh (excluding water resource tax, forest environmental service fee, water resource exploitation right fee and value-added tax).
Accordingly, the annually approved electricity price framework serves as the basis for Vietnam Electricity Group and power generation units to negotiate electricity purchase and sale prices, in compliance with legal regulations on methods for determining electricity generation prices issued by the Ministry of Industry and Trade, and to manage construction investment costs in accordance with legal regulations on construction.
Decision 2503/QD-BCT takes effect from September 28, 2023.
