(Dan Tri) - Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that Vietnam's gender equality index in 2023 ranked 72/146 countries, up 11 places compared to 2022.
On the morning of May 22, authorized by the Prime Minister, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung reported on the results of implementing national goals on gender equality in 2023. 11/20 targets achieved and exceeded the 2025 target. With the direction of the Government, Minister Dao Ngoc Dung said that 100% of ministries, branches and localities have developed plans and implemented gender equality work in 2023. Thanks to that, by the end of 2023, 11/20 targets achieved and exceeded the targets of the Strategy to 2025; 3/20 targets were partially achieved, 2 targets were close to the target set for 2030, of which 12 targets achieved better results than in 2022. The Minister of Labor, War Invalids and Social Affairs emphasized that gender equality in the fields of politics, economics, labor, employment, education and training, social security and information and communication continued to be bright spots, with much progress compared to 2022. The Minister also frankly acknowledged that 4 targets were still a certain distance from the target set for 2025. In particular, the sex ratio at birth still tended to increase. The pilot implementation of medical facilities providing pilot health care services for homosexuals, bisexuals and transgender people still encountered difficulties.

Assessing the overall results achieved, the Government's report summarized 8 results and achievements in gender equality work in 2023, emphasizing a number of points. Firstly, Minister Dao Ngoc Dung stated that the field of gender equality has increasingly received attention, care and direction from the leaders of the Party, State, National Assembly, Government and Prime Minister and local ministries and branches. Secondly, the system of legal documents and policies continues to be improved towards ensuring the principle of gender equality. The National Assembly and the Government focus on examining the integration of gender equality issues in laws, ordinances and sub-law documents, seriously monitoring and evaluating the implementation of legal documents and policies on gender equality. Thirdly, communication work on gender equality continues to be strengthened, with the participation of Party committees, authorities and people on gender equality implementation. Fourthly, coordination between levels, sectors, state management agencies and socio-political organizations, social organizations, solutions to promote gender equality and prevent and respond to gender-based violence are more harmonious and effective. Fifthly, models to promote gender equality, prevent and respond to gender-based violence are gradually developing in quantity and improving in quality. Sixthly, statistical work on gender equality in general and national goals, targets and strategies on gender equality are increasingly being implemented more seriously. Seventhly, funding sources for gender equality work and national target programs are deployed and arranged in a timely manner. Eighthly, gender equality work in general and the implementation of the national strategic goals for 2021-2030 have made much progress. By the end of 2023, 55% of targets had been achieved and exceeded by 2025, 25 targets had been partially achieved and approached the set targets, of which 12 targets had achieved better results than in 2022. According to the Minister, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) in Vietnam, the Vietnamese Government has always maintained the momentum to promote gender equality and achieved 4 outstanding achievements in the past time. With those efforts, Vietnam's gender equality ranking in 2023 ranked 72/146 countries, up 11 places compared to 2022. On April 9, 2024, the United Nations Economic and Social Council elected Vietnam to the Executive Board of the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) for the 2025-2027 term. 9 solutions Minister Dao Ngoc Dung also pointed out the shortcomings such as the state management apparatus for gender equality at all levels is still limited. The staff is rotated and unstable, affecting the implementation of this work. In addition, the regular funding source for gender equality work in general and for the implementation of the Strategy and specific programs on gender equality is still modest, many ministries, branches and localities have not yet arranged a separate budget line....

Faced with the above reality, according to the Minister, the Government has proposed 9 solutions. Firstly, strengthen the capacity of the state management apparatus on gender equality at all levels, focusing on arranging enough specialized staff to do gender equality work. Secondly, continue to research and perfect the system of policies and laws on gender equality and prevention and response to gender-based violence; research, develop and perfect the dossier proposing the development of the Law on Gender Equality (amended); coordinate to perfect the draft Law on Gender Transition to submit to the National Assembly for consideration and approval. Thirdly, improve the quality of gender mainstreaming work in the development of legal documents, continue to develop and promulgate guiding documents, and improve the capacity of gender mainstreaming for staff. Fourthly, continue to build and replicate effective models of promoting gender equality and preventing and responding to gender-based violence, especially national target programs. Fifth, review, adjust, amend and supplement the goals and targets if necessary. Identify emerging gender issues to have appropriate and effective solutions. Sixth, build and integrate the Gender Statistical Database into the National Statistical Database; improve the quality of statistics and reporting on gender equality. Seventh, focus on communication work, especially the application of information technology and digital transformation in communication on gender equality, prevention and response to gender-based violence. Eighth, strengthen inspection, supervision and monitoring of the implementation of policies and laws on gender equality. Ninth, continue to promote international cooperation and integration on gender equality; perform well the role of Member of the Executive Board of the United Nations Entity for Gender Equality and the Empowerment of Women for the 2025-2027 term.
