On the morning of August 1, the Provincial People's Committee held a meeting to listen to and give opinions on the socio-economic situation in July and 7 months, key tasks in August 2024; the implementation of the land use fee collection plan in 2024 and the budget collection results in the first 7 months of 2024, tasks and solutions in the coming time. Comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the meeting. Attending the meeting were members of the Provincial Party Standing Committee, leaders of the Provincial People's Committee and departments, branches, districts and cities.

To date, localities have cultivated 73,360 hectares of winter-spring rice, reaching 97.2% of the plan. Livestock, aquaculture and fisheries activities have developed stably. The industrial production index in the first 7 months is estimated to increase by 10.4% over the same period in 2023, the industrial production value is estimated at nearly VND 52,300 billion, up 7.3% over the same period in 2023. Total retail sales and consumer service revenue in the first 7 months is estimated at nearly VND 45,700 billion, up 16.3% over the same period in 2023; export turnover increased by 8.8% and import turnover increased by 3.6% over the same period in 2023. Since the beginning of the year, the province has focused on reviewing and promptly removing difficulties and obstacles in investment, production and business activities of enterprises, especially large projects. Financial management, budget revenue and expenditure are directed resolutely. Total state budget revenue in 7 months is estimated at over VND 15,200 billion, reaching 78.1% of the estimate, up 5.4% over the same period in 2023; of which domestic revenue is estimated at over VND 4,980 billion, reaching 57.9% of the estimate, up 26.1% over the same period in 2023; land use fee collection is estimated at over VND 2,700 billion, reaching 73.6% of the estimate, up 160.9% over the same period in 2023. Total local budget expenditure is estimated at over VND 9,500 billion, reaching 53% of the estimate, up 4% over the same period in 2023. Investment promotion and attraction work is directed to be implemented effectively. By July 19, the province's investment capital attraction reached nearly 11,000 billion VND, 1.2 times higher than the same period in 2023, of which foreign direct investment reached nearly 270 million USD, 3 times higher than the same period in 2023. Cultural, physical training, sports, information, propaganda and visual agitation activities were maintained, meeting people's needs; the work of preventing and combating summer diseases and diphtheria was strengthened and implemented. Administrative reform continued to receive attention and was seriously implemented according to the set plan. National defense and military work was strengthened; political security was maintained; social order and safety, traffic safety were ensured, especially during holidays, Tet and important events.

In his concluding remarks, Comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee highly appreciated the efforts of departments, branches, localities and units; at the same time, requested departments, branches, localities and units to continue to thoroughly grasp and seriously implement the directions of the Central Government and the province; proactively implement assigned tasks according to the working program of the Provincial Party Committee and the Provincial People's Committee; accelerate the progress of key projects, especially the investment project to build the Ninh Binh - Hai Phong expressway (CT.08), the section through Nam Dinh - Thai Binh province; resolutely carry out site clearance work to implement key works and projects; the tax sector focuses on coordinating with departments, branches and localities to strictly manage revenue sources, especially newly generated revenue sources, resolutely apply measures to recover tax debts according to the provisions of law; continue to effectively implement the contents and tasks after the investment promotion conferences, trade promotion, and dialogues with enterprises; Speed up the progress of investment in infrastructure construction of industrial zones, clusters and key connecting traffic routes to increase investment attraction; the agricultural sector and localities focus on caring for and protecting the winter-spring rice crop, and proactively coordinate to remove difficulties in implementing mechanisms and policies to support agricultural and rural development.

The comrade assigned the Provincial People's Committee Office to issue a notice of the meeting's conclusion as a basis for departments, branches, districts and cities to implement and ensure the successful completion of the set goals and tasks for 2024.
