On September 20, 2024, the Provincial People's Committee issued Document No. 2748/UBND-KTTC on urgently implementing measures to support people to overcome damage and restore production and business after storm No. 3.
Storm No. 3 (Yagi) is the strongest storm in the past 30 years in the East Sea and in the past 70 years on land, with many unprecedented characteristics, a super storm with very strong intensity, great destruction; the time of destruction on land and the long duration of the storm have caused serious damage to many people, organizations, units and businesses, especially in Quang Ninh province, which is directly affected by the storm and the post-storm circulation. According to preliminary statistics as of September 16, 2024, the damage to people and property in Quang Ninh province is very large.
Regarding policy credit, according to the preliminary assessment of localities, up to now, there are about 12,700 customers borrowing from the Vietnam Bank for Social Policies (VBSP) suffering losses with a total outstanding debt of VND 741 billion. In order to promptly implement support measures and remove difficulties for poor households and policy beneficiaries borrowing from the VBSP affected by storm No. 3 and post-storm floods, promptly overcome the consequences of natural disasters, quickly restore production and business, stabilize life, at the request of the Provincial VBSP in Document No. 664/NHCS-KHTD dated September 17, 2024, the Chairman of the People's Committee assigned the Quang Ninh Provincial VBSP Branch: Implement additional loans to restore production and business according to instruction No. 4710/NHCS-TDNN dated November 24, 2016 of the General Director of the VBSP for poor households, near-poor households, and households newly escaped poverty (according to the Central multidimensional poverty standard); interest on loans for customers affected by storm No. 3 and post-storm floods has not been collected until December 31, 2024 according to Official Dispatch No. 5724/NHCS-KTTC dated September 12, 2024 of the General Director of the Vietnam Bank for Social Policies on support to overcome the consequences of storm No. 3 and post-storm floods.

At the same time, coordinate with sectors, localities, and socio-political organizations assigned to review and compile a list of loan customers at risk due to objective reasons to determine the level of damage of loan customers at the Social Policy Bank to submit to competent authorities for consideration of handling debt at risk due to objective reasons according to the following handling measures: Implement debt rescheduling (extending the repayment period committed in the credit contract) according to the provisions of Section 1, Article 6 of Decision 50/2010/QD-TTg dated July 28, 2010 on promulgating the mechanism for handling risky debt at the Social Policy Bank; Implement debt rescheduling (not yet collecting debts from customers and not calculating loan interest arising during the debt rescheduling period) when there is a decision from a competent authority as prescribed in Clause 2, Article 6 of Decision 50/2010/QD-TTg dated July 28, 2010 on promulgating the mechanism for handling risky debts at the Vietnam Bank for Social Policies; Complete the risk handling proposal dossier and submit it to the competent authority for consideration and handling according to regulations before October 15, 2024; Report to the Central Bank for Social Policies, the Provincial Party Committee, the People's Council, and the Provincial People's Committee to arrange funds, ensure sufficient capital for lending to the poor and policy beneficiaries, in which priority is given to capital for people affected by storm No. 3 and post-storm floods to restore production and business development, and stabilize livelihoods.
The Department of Labor, War Invalids and Social Affairs shall coordinate with the branches of the Vietnam Bank for Social Policies and the People's Committees of localities to review the demand for loans to develop production and business of households and workers, to be completed before October 5, 2024. At the same time, coordinate with the Department of Finance and the provincial Vietnam Bank for Social Policies to propose and advise the Provincial People's Committee to arrange capital to support loans.
Departments, branches and sectors, according to their assigned functions and tasks, direct their subordinate units to actively and proactively coordinate with relevant agencies to review and grasp the situation of damage to capital and property of the people, synthesize reports, coordinate and advise on urgent plans and solutions to propose to the Provincial People's Committee to support the damaged people, and promptly arrange budget funds to support policy beneficiaries to borrow capital to restore production and business after the storm. Strengthen inspection and supervision to ensure the right subjects, use capital for the right purposes, and bring about practical results.
People's Committees of districts, towns and cities direct departments, offices, specialized agencies, People's Committees of communes, wards and towns to: Closely coordinate with the Vietnam Bank for Social Policies in reviewing and making a list of poor households and policy beneficiaries who have suffered losses from loans at the Vietnam Bank for Social Policies, determining the extent of losses after storms and floods to apply measures to handle risky debts according to regulations. Complete the risk handling proposal dossier and submit it to competent authorities for consideration and handling according to regulations before October 15, 2024; review the capital demand for loans to restore production and business development of people, including customers who have suffered losses from loans and households and workers who need loans to restore production and business.
The Provincial People's Committee also requested the Provincial Fatherland Front and socio-political organizations at all levels to strengthen propaganda work so that people know about current policies being implemented to support customers who have suffered losses; coordinate to review and determine the extent of damage to households and workers who have borrowed capital from the Vietnam Bank for Social Policies who have suffered losses due to storms and floods; help members and people recover after storms, restore production and business, and strengthen supervision of members in using capital to ensure proper purposes and effectiveness.
