Prime Minister requests review of Provincial Planning for the period 2021 - 2030
Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 46/CD-TTg dated May 9, 2024 of the Prime Minister requesting relevant ministries, branches and localities to review the approved Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Amending the conditions for granting licenses to use foreign digital certificates in Vietnam
The Government issued Decree No. 48/2024/ND-CP amending and supplementing a number of articles of Decree No. 130/2018/ND-CP dated September 27, 2018 of the Government detailing the implementation of the Law on Electronic Transactions on digital signatures and digital signature certification services.
Regarding foreign digital certificates and digital signatures in Vietnam, the Decree amends and supplements Point b, Clause 1, Article 46 on conditions for granting licenses to use as follows:
For subscribers using foreign digital certificates in Vietnam, they must have one of the following documents or an electronic identification account to authenticate the information on the digital certificate:
Business registration certificate, investment certificate, establishment decision, decision defining functions, tasks, and powers for organizations; identity card, citizen identification card, passport for individuals; Level 2 electronic identification account for individuals; organization's electronic identification account for organizations...

The Government issued Decree No. 49/2024/ND-CP dated May 10, 2024 regulating grassroots information activities, which clearly states: The State ensures necessary resources for grassroots information activities.
The Decree regulates grassroots information activities according to 8 types:
1- Commune radio station;
2- Public bulletin board;
3- Basic information bulletin;
4- Non-business documents serving basic information activities;
5- Direct propaganda through grassroots propagandists;
6- Propaganda on portal or website;
7- Propaganda via social networks and Internet messaging applications;
8- Propaganda via telecommunication messages.
Simplifying 12 administrative procedures under the management of the State Bank of Vietnam
Deputy Prime Minister Tran Luu Quang signed Decision No. 381/QD-TTg dated May 7, 2024 approving a plan to reduce and simplify regulations related to business activities under the management scope of the State Bank of Vietnam.
Decision No. 381/QD-TTg cuts and simplifies 12 administrative procedures in the following 4 business groups: Business activities of commercial banks; business activities of non-bank credit institutions; business activities of cooperative banks, people's credit funds, microfinance institutions; and overseas investment activities.
Approval of the Plan for protection and exploitation of aquatic resources
Deputy Prime Minister Tran Luu Quang signed Decision No. 389/QD-TTg dated May 9, 2024 approving the Planning for protection and exploitation of aquatic resources for the 2021-2030 period, with a vision to 2050.
The general goal by 2030 is to protect, conserve and develop aquatic resources in all types of water bodies and conserve marine biodiversity, contributing to the implementation of the objectives of Resolution No. 36-NQ/TW dated October 22, 2018 of the 12th Party Central Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; develop sustainable and responsible fisheries exploitation, in line with international integration requirements; protect the environment, adapt to climate change, proactively prevent and combat natural disasters; contribute to improving the material and spiritual life of the people, ensuring social security, protecting sovereignty, sovereign rights, jurisdiction, security, order and national interests on rivers and seas of Vietnam.
