Tuyen Quang province currently has over 440 thousand hectares of forestry land, of which over 46 thousand hectares are special-use forests, nearly 121 thousand hectares are protective forests, and nearly 273 thousand hectares are production forests. The large area of bamboo forests with over 13 thousand hectares is also at risk of forest fires.
To proactively implement measures to protect forests, prevent and fight forest fires in the province, the Tuyen Quang Provincial Forest Protection Department has directed its subordinate Forest Protection Sub-Departments to strengthen propaganda work, sign commitments to protect forests and prevent and fight forest fires to all people in the area, and at the same time organize inspections of forest fire prevention and fighting safety before and during the dry season according to the provisions of Point c, Clause 3, Article 50 of Decree No. 156/2019/ND-CP dated November 16, 2018 of the Government detailing a number of articles of the Forestry Law.
Assign staff to regularly monitor information on forest fire forecasts and warnings on the Forest Protection Department's website: kiemlam.org.vn; the National Center for Hydro-Meteorological Forecasting website: nchmf.gov.vn and the Forest Protection Sub-Department's early warning software for suspected forest fires, to promptly notify forest owners to temporarily stop vegetation treatment activities using fire on dry, hot, sunny days with a high risk of forest fires.
Proactively inform the Mobile Forest Ranger Team and PCCCR of suspected forest fires in the area to unify inspection, verification and reporting according to regulations. The local forest rangers proactively advise local Party committees and authorities to promptly adjust and add high-risk forest areas to the PCCCR plan that has been developed, arrange forces to be on duty 24/24 hours, and at the same time review and consolidate the mass groups and teams to protect forests and PCCCR.
When a forest fire occurs in the area, it is necessary to immediately report to the leaders of the Forest Protection Department, and at the same time advise the local authorities to mobilize forces to participate in forest fire fighting according to the 4-on-the-spot motto "On-the-spot forces, on-the-spot means, on-the-spot logistics, on-the-spot command", to prevent large fires from occurring. Actively coordinate with relevant agencies to investigate and verify the cause of the forest fire and prepare a file for strict handling according to the provisions of law.
The Mobile Forest Ranger and Forest Fire Prevention and Fighting Team closely coordinates with the Forest Ranger Districts to verify suspected forest fire locations in the province, while strengthening patrols and inspections of forests bordering other provinces and natural forests with many rare and valuable forest products, to promptly detect and prevent violations of forestry laws.
Forest Protection Departments maintain the assignment of staff to ensure 24/7 forest fire response forces on hot, dry, and arid days; proactively propose to the Forest Protection Department and the District People's Committees measures and solutions for effective forest management, protection, and fire prevention and control, in order to minimize damage caused by forest fires.
When a forest fire occurs, it is necessary to proactively report and propose to the leaders of the Forestry Sub-Department and the Head of the Steering Committee for the implementation of the sustainable forestry development program for the period 2021-2030 at the district level on the plan to mobilize forces, the plan to coordinate with neighboring districts, cities and forest owners to promptly deploy forest fire fighting to ensure effectiveness.
For many years, Ham Yen district has not had any forest fires. According to comrade Vuong Van Ninh, Head of Ham Yen District Forest Protection Department, the experience to do a good job in forest fire prevention and control is to strengthen propaganda and guidance to each household and each person on forest fire prevention and control measures.
In many communes and villages with a large number of ethnic minorities and low educational levels, forest rangers directly go to each household to provide guidance and propaganda using the "hand-holding" method. In recent years, the district's forest rangers have also advised on the effective implementation of the forest protection contract policy, with areas allocated to households, individuals and communities in key forest communes for protection.
In Tan Trao commune, Son Duong district, there are more than 2,200 hectares of forest. As a locality located in a level IV forest fire warning area (dangerous level), to prevent and protect the forest, the People's Committee of the commune has directed the local Forest Rangers and the commune's departments to step up propaganda to the people not to use fire in the forest on hot sunny days, not to burn the ground cover; integrate into village meetings to propagate the Law on Fire Prevention and Fighting and documents on forest fire prevention and fighting.
In addition, the commune has established forest fire prevention and fighting teams in each village together with local forest rangers, regularly patrolling the forest, on duty 24/7 to promptly respond when forest fires occur. Weather forecast information is broadcast by the commune on the village loudspeakers so that people can proactively plan their farming.
Yen Son Forestry Company Limited is one of the units with a large forest plantation area of 1,777.85 ha of production forest, including tree species such as: Acacia mangium (850.45 ha); Acacia hybrid (229.70 ha); Acacia hybrid (73.20 ha); Eucalyptus tissue (105.0 ha); Eucalyptus shoot regeneration (13.3 ha); Grease (396.0 ha); Grease shoot regeneration (26.7 ha); Bodhi (83.5 ha) ...; Over the years, the Company has always focused on forest protection, fire prevention and fighting.
Mr. Tran Xuan Quang, Director of Yen Son Forestry Company Limited, said: The Company has organized a PCCCR force including a Steering Committee and 07 grassroots PCCCR teams at the Company's forest planting teams. Every year, according to the established plan, the Company's PCCCR Steering Committee regularly coordinates with functional agencies such as: Forest rangers, Police, Army, and local authorities to organize training sessions and drills for cadres, employees and households contracted to plant forests in the area.
In addition, the Company also pays special attention to the construction and maintenance of fire prevention works, such as fire-break lines; existing ponds, lakes, rivers and streams in the area as a basis for fire fighting plans in case of forest fires. At the same time, in conjunction with local authorities and local forest rangers, the Company promotes awareness and knowledge of forest fire prevention and fighting for local people, especially households living near forests.
Comrade Duong Van Xy, Deputy Head of the Tuyen Quang Provincial Forest Protection Department affirmed: In the coming time, the Tuyen Quang Provincial Forest Protection Force will continue to strengthen coordination with authorities at all levels to strengthen propaganda, dissemination and legal education in many forms, focusing on border residential areas and forests with many precious and rare forest products, in order to limit violations of the Law on Forest Protection and Development.
In addition, the Forest Protection Force of Tuyen Quang province continues to publicize the hotline number and suggestion box; propagate and mobilize people to promote a sense of responsibility, actively participate in denouncing violations; organize and mobilize people to sign a commitment to protect forests.
In addition, Tuyen Quang Forest Rangers also focused on promoting measures to prevent, stop, and combat violations of the law on forest protection; effectively implementing forest product management in exploitation, trading, transportation, storage, and processing; focusing on mobile forest rangers and coordinating with functional forces such as the police, market management, etc. to promptly deploy activities and measures to support localities in the province in the fight against and prevention of illegal exploitation, trading, and transportation of forest products.
