For coaches and athletes, especially high-performance athletes, a complete and appropriate nutritional regimen has a positive impact on competition performance. Thereby, it contributes significantly to the overall achievements of Thanh Hoa sports.

Clearly identifying that, on April 13, 2022, the Provincial People's Council issued Resolution No. 215/2022/NQ-HDND on Regulations on special nutritional regimes for coaches and high-performance athletes of the Thanh Hoa provincial gifted team and teams of districts, towns and cities. Based on Resolution No. 215/2022/NQ-HDND, on October 6, 2022, the Chairman of the Thanh Hoa Provincial People's Committee issued Decision No. 3352/QD-UBND on approving the budget and supplementing the budget for special nutritional regimes for coaches and high-performance athletes of the Thanh Hoa provincial gifted team. At the same time, the Department of Culture, Sports and Tourism (DTC) has directed the Sports Training and Competition Center to advise on drafting documents to implement the provision of special nutritional compensation for coaches and athletes of high-performance sports teams in 2022, in accordance with the provisions of Resolution No. 215/2022/NQ-HDND. Along with that, the District People's Committee also directed relevant professional departments to research and develop regulations and special nutritional regimes for coaches and athletes when participating in provincial-level tournaments and competitions.
In the process of implementing Resolution No. 215/2022/NQ-HDND, the Department of Culture, Sports and Tourism has proactively coordinated with the Department of Finance and relevant departments and branches to ensure timely and correct implementation of policies. At the same time, develop and issue a schedule of mass sports competitions during the year to send to districts, towns and cities; coordinate in organizing competitions in accordance with regulations. Develop a plan to inspect the field of high-performance sports and professional sports, including beneficiaries of the regime according to the provisions of Resolution No. 215/2022/NQ-HDND during training and competition periods.
As a result, in 2022-2023, the total budget for implementing the policy is 27,582 billion VND. Benefiting from the policy has helped stabilize the psychology, create motivation and confidence for athletes and coaches to practice and compete with peace of mind. In addition to the positive results achieved, according to the assessment of the Department of Culture, Sports and Tourism, the implementation of the policy also encountered difficulties and obstacles. That is, the regulation of the amount of 160,000 VND/athlete/day for domestic training and competition is still low, not ensuring nutrition for athletes and coaches during training and competition. Meanwhile, the number of training days for district-level athletes and coaches who are provided with nutrition according to the policy of the Provincial People's Council is not much; the allocation and funding for participation in tournaments is difficult. Some localities have not carefully studied the regulations for district, town and city-level teams for implementation, in order to ensure a special nutrition regime for athletes and coaches. In addition, due to limited local budgets, most localities find it difficult to allocate enough funds to implement policies for district-level teams.
To overcome the shortcomings in implementing Resolution No. 215/2022/NQ-HDND, first of all, the People's Councils and People's Committees of districts, towns and cities need to strengthen their responsibility in directing and implementing the policies of the Provincial People's Council. At the same time, continue to research to apply the provisions of the resolution to practical training and competition activities. Along with that, pay attention to allocating funds to implement special nutritional regimes for coaches and athletes of local teams, contributing to promoting the development of the mass sports movement, as well as improving people's health.
