Tobacco is identified by Hoa An district (Cao Bang) as a key crop in the commodity production program.
Every year, the People's Committee of Hoa An district includes the tobacco planting target in the resolution, agencies and organizations include it in the key work program and do a good job of directing, inspecting and supervising the implementation.
At the same time, organize conferences to discuss, agree, and sign contracts with units and enterprises investing and trading in tobacco in the area on the supply of materials, fertilizers, seeds, purchase prices, product consumption, training on technology transfer and implementation of high-quality tobacco models. Mr. Hoang Van Doong's family in Na Khao hamlet, Nam Tuan commune (Hoa An district) has been growing tobacco for several years now. Since growing tobacco, his family has had enough to eat and no longer has to worry about meals like before.
"Tobacco plants bring in many times more income than traditional crops such as rice and corn. This year my family planted nearly 1 hectare of tobacco, the weather is quite favorable, hopefully we will have a good harvest and good prices like last year," said Mr. Doong.
In the 2023-2024 crop year, Hoa An district has 14 communes and towns growing nearly 1,668 hectares of tobacco, reaching nearly 103% of the plan, with a yield of more than 27.8 quintals/ha and an output of more than 4,639 tons.
Most households use varieties provided by investors, mainly GL7, GL6, GL9, TL16, C91, D65... which have been successfully tested in the area, giving good yield, quality and high resistance to pests and diseases. The rate of using new varieties reached 51.77% and the use of specialized fertilizers reached over 69% compared to technical process requirements.

Specifically, building 261 new drying kilns to reduce fuel costs, improve the quality of dried tobacco; supporting quality-assured varieties; supporting interest-free agricultural supplies (fertilizers, pesticides, sprout killers); investing in advanced fertilizer with delayed payment of over 1,036 tons of specialized fertilizers...
From the stages of planting, caring, harvesting, and drying, there are technical staff to support and guide growers. In particular, product output is always guaranteed, purchased and consumed stably, helping farmers feel secure in production.
Tobacco plants bring in over 280 billion VND in value to Hoa An district, with income from tobacco of 100 - 150 million VND/ha, 7 - 8 times higher than other crops such as corn and rice. The average income per household from tobacco plants annually is from 40 - 60 million VND, some households earn 60 - 100 million VND, thanks to which many households have boldly expanded their area, renovated and repaired drying kilns...

With high economic efficiency, basic products are guaranteed, growers are invested in agricultural materials and transferred science and technology, tobacco has created great opportunities for farmers in Hoa An district in general, in difficult and border areas in particular, to escape poverty sustainably and get rich from the fields.
Tobacco has become the main crop in agricultural production of Hoa An district, thereby contributing significantly to improving the lives of rural people, contributing to building new rural areas, and ensuring national security and defense in the area.
To develop sustainably and ensure harmonious interests between farmers, investors and the state, the district also requires departments and offices, according to their functions and tasks, to strengthen strict management of the purchase of raw tobacco, promote post-inspection, inspection, control, and strictly handle violations in the trading of raw tobacco, creating healthy competition in the production and consumption of tobacco plants.
