[Update] - Inauguration of 500 kV line 3 projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen)

On the morning of August 29, Vietnam Electricity Group (EVN) held the inauguration ceremony of the 500 kV circuit 3 transmission line projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).

The inauguration ceremony was held in a combination of live and online formats with the main bridge taking place at the 500kV Pho Noi transformer station (Hung Yen) and connecting online to 8 bridges in the provinces of Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh and Hai Duong, which are the localities where the project passes through.

Miracle of electricity industry

The 500kV line project, circuit 3, Quang Trach - Pho Noi is a large-scale project, with a total length of 519km, 2 circuits with 1,177 pole locations, and a total investment of more than 22,300 billion VND (nearly 1 billion USD). The project has a volume of earth and rock excavation of more than 2.5 million ^m3 , using more than 705,000 ^m3 of concrete, nearly 70,000 tons of foundation steel; the total volume of steel pole erection is 139,000 tons; pulling a total of nearly 14,000 km of various types of conductors. This is a key, urgent project of great significance to increase the power transmission capacity through the 500kV system from the Central to the North with a capacity of 2,500MW at present to 5,000MW, improve the stability of the power system operation, increase power supply to the North in 2025 and the following years, reduce the risk of overloading and overloading of existing 500kV lines and stations, and contribute to ensuring national energy security.

The project mobilized a large force of engineers and workers, up to 15,000 people, working continuously, without days off, with the spirit of "overcoming the sun, overcoming the rain, not losing to the wind and storm", "only working, not retreating", "eating quickly, sleeping urgently", working continuously 24/7, "3 shifts, 4 shifts", "working through holidays, through Tet, through holidays". After more than 6 months of construction, overcoming many difficulties and challenges, the project was completed "on time" according to the direction of the Prime Minister.

The inauguration ceremony of the 500kV line 3 Quang Trach - Pho Noi project is the result of tireless efforts and pressure of the entire political system when for the first time Vietnam built a 500kV line in a "lightning fast" time.

Promoting the strength of the entire political system

Since the beginning of the investment and construction, the 500 kV line 3 Quang Trach - Pho Noi project has received strong and regular attention and direction from the entire political system, especially the direction and management of the Government and the Prime Minister himself. With new thinking, methods and approaches compared to previous methods, the project implementation time has been significantly shortened, meeting the requirements for project completion as directed by the Prime Minister. This is unprecedented with previous 500 kV line construction projects.

According to the assessment, projects of similar scale and volume must be implemented from 3 to 4 years. Previously, the 500 kV line 3 Pleiku - My Phuoc - Cau Bong project, 437 km long, had to be constructed in nearly 3 years, the 500 kV line 3 project, Vung Ang - Quang Trach - Doc Soi - Pleiku 2 section, 740 km long, also needed nearly 4 years of construction. However, the 500 kV line 3 Quang Trach - Pho Noi project was completed after more than 6 months of construction. If considering the scale of the project, the 500 kV North - South line 1 circuit needed to erect 60,000 tons of steel poles, while this project had to erect 139,000 tons of steel, which is more than twice as much as circuit 1.

Implementing the Prime Minister's direction, the drastic and regular participation of the Provincial Party Committee and Provincial People's Committee in implementing the "4 on-site" motto, EVN/EVNNPT has coordinated with local authorities to mobilize human resources, machinery, vehicles, and materials in the localities where the project passes through, thereby speeding up the progress of digging and casting the foundation.

Regarding the work of erecting poles and pulling wires, agencies and units have actively participated, supporting EVN, EVNNPT and contractors in all aspects: in terms of human resources, units of the electricity industry have mobilized more than 3,300 people to directly erect poles and pull wires; Viettel, VNPT, and PVN Groups have supported nearly 250 people; local police and military forces such as Military Region 3, Military Region 4, and militia and self-defense forces have mobilized up to more than 1,500 people to participate, contributing thousands of working days to the project; in terms of transportation, Vietnam Railways Corporation has promptly transported nearly 1,000 containers of imported materials and equipment to Vietnam to hand over to construction units.

In addition, the Youth Union of the provinces mobilized hundreds of teams with more than 6,000 members to support the cleaning of houses and structures under the route corridor and traffic diversion. The Fatherland Front, the Labor Federation, and the Provincial Women's Union also regularly visited, encouraged, and actively participated in logistics work, ensuring food and provisions for engineers and workers participating in the project. Along with that, authorities at all levels and local police forces ensured security and order at the construction site, arranged food and accommodation for workers participating in the construction, thereby making an important contribution to speeding up the project's progress.

In Thanh Hoa, the 500kV line 3 has a total length of 131km, passing through 11 districts and towns in the province. In addition to the affected forest and agricultural land, Thanh Hoa province has 268 households affected by residential land and houses, of which more than 80 households are subject to resettlement. With the spirit of "All for the 500kV line 3", Thanh Hoa province has well implemented the site clearance work, handing over earlier than planned; at the same time, mobilizing forces to participate in relocating houses, architectural objects, clearing the route corridor; supporting units on the construction site in pulling wires, regulating traffic in intersections, restoring roads serving the construction and encouraging construction forces on the construction site.

The completion of this national key project on the occasion of the 79th anniversary of the August Revolution and National Day on September 2nd adds even more significance and solemnity.
