[Update] - Solemn opening of the 24th Session, Thanh Hoa Provincial People's Council, 18th term

On the morning of December 12, at Conference Center 25B (Thanh Hoa City), the 18th term People's Council of Thanh Hoa province, term 2021 - 2026, solemnly opened the 24th session.

The 24th session of the 18th Provincial People's Council listened to, discussed and approved the following reports: Socio-economic situation, national defense and security in 2024 and the socio-economic development plan, ensuring national defense and security in 2025; Report of the Provincial People's Committee on the results of handling voters' opinions and recommendations sent to the 20th session of the 18th Provincial People's Council; Notice of the Provincial Fatherland Front Committee on the Front's participation in government building and summarizing voters' opinions and recommendations sent to the 23rd session of the 18th Provincial People's Council; The Provincial National Assembly Delegation reported on the results of the 8th session of the 15th National Assembly.

Report of the Economic - Budget Committee of the Provincial People's Council on the results of monitoring the implementation of Conclusion No. 251/KL-HDND dated June 2, 2022 of the Standing Committee of the Provincial People's Council on the situation of granting certificates of land use rights, house ownership rights and assets attached to land in Thanh Hoa province; Report of the Cultural - Social Committee of the Provincial People's Council on the results of monitoring the implementation of policies and laws on health insurance in the province, period 2021-2023; Report of the Legal Committee of the Provincial People's Council summarizing the results of examining and resolving voters' opinions and recommendations sent to the 20th session of the 18th Provincial People's Council.

The Provincial People's Council held a question-and-answer session; reviewed resolutions 36 of the Provincial People's Committee to create conditions for socio-economic development, ensuring national defense and security of the province in 2025 and the following years.

Speaking at the opening of the session, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, stated: The 24th session of the 18th Provincial People's Council is a regular session at the end of the year. According to the approved session agenda, the Provincial People's Council session will review reports of the Provincial People's Committee on the results of implementing socio-economic development tasks, national defense and security; reports on finance, budget, investment in 2024 and plans for 2025.

To ensure the quality of the content of the resolutions on socio-economic development, public investment plans, and state budget revenue and expenditure of the province in 2025 approved at the session, the Chairman of the Provincial People's Council requested the delegates, based on the study of the reports of the Provincial People's Committee and the appraisal reports of the Provincial People's Council Committees, to discuss and evaluate objectively, comprehensively, and accurately the achieved results; the shortcomings, limitations, inadequacies and causes, especially subjective causes; identify trends, contexts, and conditions in the coming time; thereby proposing specific, effective, and feasible solutions and measures to strive to complete and achieve the highest targets and tasks of the socio-economic, financial, budgetary, and public investment plans in 2025 in the province.

Chairman of the Provincial People's Council Lai The Nguyen also requested delegates to focus on researching, discussing, and giving opinions on the draft resolutions, especially clarifying the practical basis, legal basis, compliance with legal regulations, as well as the impacts of each policy on the development of each sector, field and each citizen, in order to have close participation, specific proposals in the promulgation of policies as well as recommending implementation measures to ensure feasibility, effectiveness, and early implementation into life, meeting the requirements of rapid and sustainable development of the province.

Delegates studied and evaluated the achievements, shortcomings and limitations in the performance of duties and responsibilities of government agencies and judicial agencies of the province; proposed opinions and recommendations to relevant levels, sectors, agencies and units to take measures to resolve and overcome limitations in direction, management and operation, in order to improve the effectiveness and efficiency of state management and promote the role of the People's Council in considering important issues of the province.

With the responsibility to voters and people in the province, the Chairman of the Provincial People's Council requested the People's Council delegates to promote democracy, focus their intelligence, actively participate in discussions, contribute many enthusiastic and quality opinions, participate in questioning correctly, accurately, and closely on issues of concern to voters and people, contribute to the overall success of the session, and meet the trust and expectations of voters and people of all ethnic groups in the province.
