The headquarters of the Party Committee - People's Council - People's Committee of Ban Cam commune was built on an area of 1,100m2 , including 2 rows of 2-storey houses, with a total construction area of about 350m2 , 1 row of level IV houses with an area of 60m2 and 1 toilet and garage. In which, the old row of 2-storey houses was invested in and built in 1997. After a long time of use, it has deteriorated, the roof is water-logged, the tiled floor is peeling off, the lime-coated walls are peeling, moldy, the iron window frames are rusty, some windows and wooden doors in the offices are warped, termite-eaten and unusable. In particular, the roof of the first floor at the one-door section (above is the online meeting room) is sagging (from 3 - 5 cm), there are many cracks, posing a potential risk of unsafe use.
Mr. Hoang Ngoc Anh, Chairman of the People's Committee of Ban Cam Commune, said: After discovering that the old 2-storey building was degraded and unsafe, we moved the entire one-stop shop, meeting room, and office to the 2-storey building built in 2018, closing the old building to ensure the safety of people and property. However, the building built in 2018 only had 1 meeting hall (about 130m2 wide) and 6 offices, so many problems arose in the locality's operations.
According to the actual records at the headquarters of Ban Cam commune, all activities of the Party Committee - People's Council - People's Committee are currently "contained" in a 2-storey building built according to the 2018 model with 6 working rooms and a meeting hall. Of which, there are 4 working rooms for the Party Committee - People's Council - Vietnam Fatherland Front Committee of the commune; 2 working rooms for the Commune Police and the Commune Military Command. Activities of the People's Committee, including the one-stop department and the Ban Cam commune unions, are "concentrated" in the meeting hall on the 2nd floor of this building. The arrangement of the one-stop department and many cadres, civil servants, and unions (19 people) working together in the meeting hall with desks placed close together, without partitions, significantly affects professional activities, handling administrative procedures, and serving the local people.
Mr. Hoang Ngoc Anh shared: The first problem is that the one-stop department is arranged to work together in the hall on the second floor of the building, so it is not possible to install the necessary equipment to serve professional activities. In addition, when people come to do administrative procedures, they often do not know the location of the one-stop department, spending a lot of time searching; the shared working space also makes serving the people inconvenient. In addition, the operation of the one-stop department in the common room, people coming and going continuously affects the work of other departments...
As a person who regularly comes to do transactions and administrative procedures at the People's Committee of Ban Cam commune, Ms. Ngo Thi Thu in Nam Chon village shared: The commune's one-stop department is located on the 2nd floor of the building, the working space is shared with many other departments of the commune, which is really inconvenient for citizens coming to do procedures.
Previously, on April 7, 2020, the People's Committee of Ban Cam commune reported on the current status of the Party Committee - People's Council - People's Committee headquarters of Ban Cam commune to the People's Committee of Bao Thang district and related agencies. Immediately afterwards, the Economic and Infrastructure Department of Bao Thang district inspected the current status of the project. Through the inspection and based on the actual situation, the Economic and Infrastructure Department of the district requested the People's Committee of Ban Cam commune to move the entire one-stop department, the meeting room on the 2nd floor and the working rooms in the 2-storey building built in 1997 to another location, closing this building to ensure the safety of people and property of the commune, and at the same time recommending the District People's Committee to have a plan to arrange the construction of a new working headquarters for Ban Cam commune.
Regarding the office of Ban Cam commune, on May 13, 2021, the Provincial People's Committee issued Document No. 1945/UBND-TNMT on the implementation of Conclusion No. 120-KL/TU dated April 29, 2021 of the Standing Committee of the Provincial Party Committee. The content of the document clearly states: Based on Conclusion No. 120-KL/TU dated April 29, 2021 of the Standing Committee of the Provincial Party Committee at the direct dialogue conference with cadres, party members and people of Bao Thang district in 2021, the Chairman of the Provincial People's Committee assigned relevant departments, branches and sectors and the People's Committee of Bao Thang district based on their functions, tasks and scope of management to proactively propose and advise the Provincial People's Committee to well implement the contents directed by the Standing Committee of the Provincial Party Committee in Conclusion No. 120-KL/TU. Among those contents, there is content related to the office of Ban Cam commune. Specifically, the Chairman of the Provincial People's Committee directed the People's Committee of Bao Thang district to preside, the Department of Finance and relevant agencies to coordinate in inspecting and determining investment needs and investment capital sources, and submitting them to the Provincial People's Committee for consideration and direction on the proposal of Ban Cam commune on recording investment capital for the construction of the commune's office building, because currently the commune's office building has cracks in the walls and ceiling, and the building was built in 1997.
Based on the direction of the Chairman of the Provincial People's Committee, on May 24, 2021, the People's Committee of Bao Thang district sent Document No. 205/TTr-UBND to the Provincial People's Committee requesting the assignment of the task of researching and preparing a report proposing the investment policy for the construction of the project: Headquarters of the Party Committee - People's Council - People's Committee of Ban Cam commune. The document clearly stated: The commune's working headquarters was invested in and built in 1997, and has now seriously degraded. Therefore, the investment in the construction of the Headquarters of the Party Committee - People's Council - People's Committee of Ban Cam commune to ensure the working space and activities of cadres and civil servants of the commune is extremely necessary and urgent in the current period. Accordingly, the District People's Committee proposed to repair the old 2-storey office building, and at the same time build a new and additional Headquarters of the Party Committee - People's Council - People's Committee of Ban Cam commune with a scale of 2 floors. The total estimated investment is 11 billion VND, the investment capital is from the provincial budget. However, due to many difficulties, the provincial budget has not yet been balanced to invest in the construction of a new Party Committee - People's Council - People's Committee Headquarters of Ban Cam commune.
Faced with the situation of the old 2-storey house being degraded, not being used for many years; limited working space, the activities of the Party Committee - People's Council - People's Committee from 2021 to present have encountered many difficulties, Mr. Hoang Ngoc Anh, Chairman of the People's Committee of Ban Cam commune expressed: We really hope that all levels and sectors will pay attention, soon register, and arrange capital to invest in building a working headquarters for the Party Committee - People's Council - People's Committee of Ban Cam commune, meeting the needs of work and serving the people.
