From May 25 to 27, Thanh Nien Newspaper published a series of articles reflecting the public opinion about some universities including literature subjects in medical school admissions. Many experts in the field of university admissions and training in general, and in the medical field in particular, said that this was a "strange" combination for medical school admissions, and at the same time, they were concerned about the risk of not ensuring the quality of training.
Responding to Thanh Nien in the issue published on May 27, a representative of the Department of Science, Technology and Training, Ministry of Health, said that schools have the right to choose combinations to recruit students for health majors but need to be responsible for candidates to recruit and train them with quality. At the same time, a representative of the Ministry of Health said that those universities have the responsibility to explain the basis for this selection.
Yesterday (May 28), Ms. Nguyen Thu Thuy, Director of the Department of Higher Education, Ministry of Education and Training, shared with the press the ministry's viewpoint on the fact that some universities use a combination of literature subjects to recruit medical students.

MINISTRY OF EDUCATION AND TRAINING WILL REVIEW ADMISSION METHODS
According to Ms. Nguyen Thu Thuy, in the discussion about literature in the medical admissions group at some private universities, the opinions of experts and medical training schools on this professional issue are very important, a very positive signal. In addition, the relevant universities also conduct exchanges and explanations with society, with doctors, with state management agencies... This shows positivity, exuding the spirit of university autonomy, coupled with accountability.

According to Ms. Thuy, the current admission regulations of the Ministry of Education and Training clearly stipulate that each admission method (which the training institution decides to use) must clearly stipulate the assessment and admission criteria and how to use the criteria in combination to classify, rank and determine the admission conditions for candidates according to the requirements of the training program and major. The assessment and admission criteria must be based on the requirements of the basic knowledge and core competencies that candidates need to have to study the training program and major.
In the coming time, the Ministry of Education and Training will review the overall admission methods of schools and, if necessary, request relevant training institutions to report and explain issues of social concern.
"After all, the most important factor that all stakeholders are concerned about is the training quality of the schools. Schools with inappropriate forms and methods of enrollment, with very low enrollment rates... will be affected in terms of their reputation, brand, and training quality, and in the long run, students will certainly not choose to study there. Therefore, once again, it is affirmed that information channels and long-term consequences are expected to have a positive effect, helping schools self-adjust and improve," Ms. Thuy commented.
What is the role of the Ministry of Health ?
However, Ms. Nguyen Thu Thuy also said that regarding the fact that universities use a combination of literature subjects to consider admission to medical universities, the role of the Ministry of Health is also particularly important.
In 2020, the Prime Minister signed Decision No. 436/QD-TTg (Decision 436) promulgating the plan to implement the Vietnamese national qualifications framework for university education levels in the 2020-2025 period, in which the Ministry of Health was assigned to take the lead in developing training program standards for the health sector.
Health and teachers are two majors that the Ministry of Education and Training has set floor scores for.
The leader of the medical university emphasized in the article: "According to the university admission regulations issued by the Ministry of Education and Training, there are only 2 majors that the Ministry of Education and Training stipulates a threshold to ensure input quality (floor score), which are the health sector and teacher training. This shows that the Ministry of Education and Training is also aware of the importance of input quality for the health sector. If through public opinion, the relevant schools self-adjust, it is very valuable. Otherwise, the ministries of Education and Training and Health should coordinate to find a reasonable solution, do not let students waste 6 years of experience in vain."
In Circular 17/2021/TT-BGDDT (issued on June 22, 2021), the Ministry of Education and Training also stipulated training program standards. Accordingly, training program standards include input standards, other requirements on quality assurance conditions, and output standards for each field, group of majors, and training majors. The input standards of the training program must clearly define the minimum requirements on qualifications, capacity, and experience appropriate to each level, major, and training orientation that learners need to meet in order to be able to study successfully and complete the training program well. When regulating input standards, it is necessary to clearly stipulate the requirements on knowledge, capacity, etc. of learners, which may include requirements on knowledge of subjects in the admission combination or the entrance competency assessment test.
Up to now, there has been no university training standard for the health sector and this is also the common situation for other sectors.
"It can be seen that training program standards are very important for specific training fields. When developing these standards, there must be active participation and effective contributions from relevant parties, including representatives of training institutions, employers and professional associations, and experts in the specialized field. It is necessary to consult and compare with models, standards or criteria for training programs of related countries or international organizations. At the same time, ensure the autonomy of training institutions in developing training programs," Ms. Thuy shared.
There is no standard training program for the health sector.
It is known that up to now, there have been no university-level training standards for the health sector, but this is also the common situation in other sectors. According to Decision 436, ministries and sectors will have to develop training program standards for the sectors and sectors they are assigned to be in charge of (implemented through advisory councils established by their ministries/sectors), then submit them to the Ministry of Education and Training in the fourth quarter of 2022 for appraisal and promulgation. The Ministry of Education and Training will establish appraisal councils to appraise and promulgate training program standards for sectors and sectors of each field in higher education, to be completed in the third quarter of 2023.
A leader of a medical university said that so far, the Ministry of Health has not yet developed training program standards for the health sector. On the other hand, although the relevant ministries have carried out their tasks on schedule, currently (quarter 2/2023) there are no training standards for university-level health sectors, which is still consistent with the schedule specified in Decision 436. To ensure the quality of health human resources training, the Ministry of Health needs to be more proactive in preparing to soon submit to the Ministry of Education and Training training standards for health sectors. However, during this pivotal period, the Ministry of Education and Training also needs to show a strong stance in requiring universities to strictly implement admission regulations.
