At the discussion session on the morning of November 20 on the draft Law on Teachers, National Assembly deputies agreed to stipulate what organizations and individuals are not allowed to do to teachers to create a solid and comprehensive legal corridor to protect teachers.
On the morning of November 20, continuing the 8th Session, the National Assembly discussed in the hall the draft Law on Teachers. Discussing in the hall, delegate Nguyen Thi Ha, National Assembly Delegation of Bac Ninh province, said: In the current context, when the rights of parents and students are being promoted, it seems that the rights of teachers are being neglected, especially the right to protect their dignity and honor, more specifically the right to protect their dignity and honor in cyberspace. Therefore, the delegate supports the provision regulating what organizations and individuals are not allowed to do to teachers to emphasize and create a solid and comprehensive legal corridor to protect teachers.
Article 11 stipulates that organizations and individuals are not allowed to publicly disclose information about teachers' violations until there is an official conclusion from competent authorities in the process of considering discipline or prosecuting teachers' legal responsibilities. This provision does not conflict with the provisions on speaking or contain any elements to defend teachers, but will essentially protect the image of teachers. This provision is necessary to protect teachers, especially in the context of social networks and online media developing strongly as it is today.
On the other hand, according to delegate Nguyen Thi Ha, Clause 3, Article 10 stipulates that the Minister of Education and Training is assigned to prescribe the code of conduct for teachers, but it is necessary to review the provisions in other articles and clauses to clarify the regulations for teachers and the exemplary nature of teachers. The delegate also proposed to add provisions to protect teachers from acts of violence and insults against teachers from students and parents. Sanctions for violations of professional ethics by teachers need to be more specific and clear.

Also concerned with protecting teachers, Delegate Hoang Thi Thu Hien, National Assembly Delegation of Nghe An province, said: The Draft Law on Teachers needs to have regulations to protect teachers so that they can work with peace of mind and contribute effectively in teaching. This also contributes to reducing school violence and other factors... According to delegate Hoang Thi Thu Hien, teachers need to be guaranteed a safe environment in their professional activities. In addition to the provisions of the draft Law on teachers' rights expressed in professional activities, the report assessing the policy impact of the draft Law analyzing current regulations for teachers only mentions the prohibition of teachers from doing so, but there are no regulations on what individuals, agencies, and organizations outside of schools are not allowed to do to teachers.
Article 11 of the draft Law on Teachers stipulates “Things that must not be done”; in which teachers are not allowed to : Discriminate between students in any form; Cheate, intentionally falsify results in enrollment and student assessment activities; Force students to participate in extra classes in any form; Force students to pay money or goods outside the provisions of law; Take advantage of the title of teacher and teaching and educational activities to commit illegal acts.
Things that organizations and individuals are not allowed to do to teachers, including: not to disclose information during the inspection, examination, and handling of violations by teachers without an official conclusion from a competent authority or to spread or disseminate inaccurate information about teachers";
According to the delegate, the report also lacks regulations on protecting teachers in their professional activities; lacks policies to build a safe working environment so that teachers can feel secure in their dedication and effective professional activities, avoiding negative interference, even insulting teachers in their professional activities such as some incidents that have occurred recently. This leads to the situation where many teachers avoid and are afraid to handle student violations, limit information exchange with families and students; increasing the situation of deviation in schools, increasing school violence, increasing and causing social diseases among students.
Therefore, it is necessary to supplement regulations on teachers' rights in response to the impacts of individuals, organizations, and agencies inside and outside schools.

Concerned about the regulations on what teachers are not allowed to do, delegate Nguyen Thi Viet Nga, National Assembly Delegation of Hai Duong province, expressed her agreement with not spreading or disseminating inaccurate information about teachers, which negatively affects the reputation, honor and dignity of teachers. However, it is necessary to reconsider the non-disclosure of information during the inspection, examination and handling of violations by teachers.
According to the Russian delegate, the activities of teachers are not state secrets; teachers, like all citizens in all other areas of society, must comply with all legal regulations during their activities and be subject to the supervision of the people, parents and students regarding their activities.
If teachers commit violations, people have the right to report them; during the inspection and examination process, news agencies and newspapers have the right to report, which is also a form of publicity to the public. Delegates believe that regulations such as the draft Law are inconsistent with the regulations and provisions of the law and can easily cause conflicting public opinions.
