Hanoi promotes upgrading of traditional market system
Traditional markets are an indispensable business model in the daily life of the people of the capital. The report of the Hanoi Department of Industry and Trade at the Conference on the management of market investment projects in the city according to Program No. 03-CTr/TU of the City Party Committee and Plan No. 194/KH-UBND of the Hanoi People's Committee (on the afternoon of October 23) showed that: there are currently 455 markets in the city, including grades 1 - 3. The traditional market system handles about 40% of the shopping needs of people in inner-city districts; in suburban areas it is about 70%, actively contributing to serving the shopping and consumption needs of people.
However, many markets are currently in disrepair and do not ensure fire prevention, environmental sanitation, food safety, security and order, urban civilization, etc. At the same time, the system of traditional markets in some districts has not met the needs of the people, leading to the development of illegal markets.
Deputy Director in charge of the Hanoi Department of Industry and Trade Nguyen Kieu Oanh said: the unit has coordinated with departments and branches to resolve difficulties and obstacles in implementing investment, construction and renovation of markets. Thanks to that, Hanoi has completed investment, construction and put into operation 4 markets including: Phu Do (Nam Tu Liem district), Dong Tam (Hai Ba Trung district), Tram Troi town center market (Hoai Duc district), Chau Long market (Ba Dinh district).
Regarding market renovation and upgrading, by October 2024, districts, towns and cities have completed the renovation of 19/38 markets. It is expected that by the end of 2024, Hanoi will complete the construction of 4 new markets (8/21 markets). By the end of 2025, it is expected to complete the construction of 2 new markets in Bac Tu Liem and Nam Tu Liem districts; at the same time, complete the renovation of 10 more markets.
In addition to upgrading and building new market systems to ensure commercial civilization, the functional forces and the People's Committees of districts have cleared 176/213 illegal spontaneous business locations. It is expected that in the coming time, the Hanoi Department of Industry and Trade will coordinate with the People's Committees of districts to continue clearing 37 illegal spontaneous business locations.
In fact, the renovation and upgrading of the market system in the area has created jobs and income for many workers. The business activities of the markets have contributed to increasing the circulation of goods, increasing revenue for the local budget, and facilitating buying and selling to meet the needs of residents, especially in the suburbs.
Removing difficulties for investment in building traditional markets
In order to renovate and build new traditional markets, the Hanoi People's Committee issued Plan No. 110/KH-UBND dated April 8, 2024 on implementing investment and market renovation targets in the city for the period 2024 - 2025. The plan sets the goal of renovating and building 38 new markets, including 17 new market construction projects and 21 renovated and repaired markets.
According to the Hanoi Department of Industry and Trade, in fact, in the past, some districts have not paid attention to investing in upgrading markets, so they have not met the commercial infrastructure criteria, making it difficult to recognize commercial infrastructure criteria.
Some markets in the area (especially suburban markets that are held in sessions, small-scale, and fragmented) have very low revenue, only enough to cover environmental sanitation costs and part of management costs, not enough to cover depreciation, repair, upgrade, and renovation costs, so it is very difficult to attract businesses to invest in the direction of socializing capital sources. Investment support mechanisms and policies, especially land rent, are still limited, not encouraging investors to boldly invest according to the city's call.
Some markets in districts are not public assets (land owned by the ward People's Committee but assets on the land are invested by the winning enterprise), leading to difficulties in handling procedures for land allocation and land lease of the markets after conversion, making it difficult to apply according to Decree No. 167/2017/ND-CP:
Vice Chairman of Nam Tu Liem District People's Committee Phung Ngoc Son said: although the state has agreed to use part of the budget capital to invest in building the market, there are many difficulties in the implementation process such as land prices and land rents. Changing the market management model is also not easy due to many problems related to investment in construction, granting land lease certificates, etc.
“In the coming time, the Hanoi Department of Industry and Trade and related departments and branches should have a basic planning and design model for the market such as stall area, parking lot, traffic routes, etc. so that businesses have a legal basis in the process of building the market,” Mr. Phung Ngoc Son suggested.
Agreeing with this reflection, representatives of Dan Phuong and Phuc Tho districts shared the same opinion that currently, people in the district have the need to exchange and consume agricultural products with neighboring localities, but there is currently no wholesale market to serve this need. The reason is that the Department of Planning and Investment has not yet developed a 1/500 planning of the market system, so the locality has not been able to socialize investment capital.
"Request the Department of Planning and Investment to speed up the progress of developing a detailed plan for market development at a scale of 1/500 so that the locality can use it as a basis to call for businesses to invest in building and renovating the market system" - Chairman of Dan Phuong District People's Committee Nguyen Van Duc suggested.
To overcome difficulties in renovating and building new market systems, Deputy Director in charge of the Department of Industry and Trade Nguyen Kieu Oanh proposed: The Ministry of Finance should develop a mechanism to support exemption and reduction of land rent, preferential loan interest rates for investment in market construction... Hanoi City should consider allocating public investment funds in the market sector to ensure funding sources for market investment and renovation according to the list and criteria set forth in the Programs of the City Party Committee.
In response to the recommendations of the management agency, speaking at the conference, Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen requested districts to coordinate with the Hanoi Department of Industry and Trade to promote the upgrading and renovation of markets towards becoming wholesale markets for goods distribution. Thereby, supporting farmers to consume products on a large scale, consumers have the opportunity to buy cheap goods, ensuring food hygiene and safety. Connecting with the tourism industry to design tours and routes so that domestic and foreign tourists can experience cultural life.
"For Dong Xuan market (Hoan Kiem district), research on bringing regional specialties and OCOP products to the market to serve tourists and visitors to the old quarter and traditional markets in the city" - Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen emphasized.
