June 30 was the deadline that the Prime Minister requested the Chairman of the Hanoi People's Committee to directly resolve the problems to put the trains into operation, but this progress has not been achieved.

On the morning of July 2, it was noted that the entire elevated railway project from Cau Giay to Nhon was devoid of trains. This is the 13th time the project has missed its appointment with the people of Hanoi.

Many items and equipment, especially rails and roller elevators, have peeled paint, protective layers and rusted due to being exposed to the sun and rain for a long time.

At the Nhon depot area (Bac Tu Liem district), although it is a stop, departure and turn-around point when trains operate on the route, there were no trains operating this morning.

The entire 15-hectare Nhon depot area was quiet on the morning of July 2.

Most of the trains are currently lying idle in warehouses and hangars.

Meanwhile, traffic on National Highway 32 from Nhon to Cau Giay and vice versa is crowded with personal vehicles, constantly causing congestion and making travel difficult.

The project investor, the Hanoi Urban Railway Management Board (MRB), said that 10 trains of the project have completed their trial runs and have been granted license plates by the Vietnam Register for operation. However, the project is currently being evaluated, appraised and accepted by specialized agencies, so the trains can only operate after this work is completed.

Construction began in September 2010 and was scheduled to be completed in 2015, but after 14 years of construction (9 years behind schedule, 13 missed deadlines), the urban railway still cannot carry passengers. The most recent missed deadline was June 30.

Currently, the Nhon - Hanoi Railway Station Metro project is also the project with the highest capital increase among the urban railway projects that have been and are being constructed in Hanoi. Specifically, according to the approved investment level at the time of commencement of the project, the cost was 18,408 billion VND (mainly ODA loans from the French Government). Up to now, after several requests for adjustment, the total investment has increased to over 30,000 billion VND, an increase of nearly 63%.

Previously, the Cat Linh - Ha Dong urban railway was 6 years behind schedule, 45% over budget, and missed deadlines 10 times.
