After the collapse of Ngoi Mong bridge on provincial road 445 (in Ky Son ward, Hoa Binh city, Hoa Binh province), the Department of Transport of Hoa Binh province has reported to request demolition and stop exploitation of the project to avoid danger to people and vehicles.
According to the report of the Department of Transport of Hoa Binh province, Ngoi Mong bridge was invested in construction since 1994 and put into operation and use since 1995.
Ngoi Mong Bridge is located at Km0+265, Provincial Road 445, Ky Son Ward, Hoa Binh City. The bridge is 32 m long, 4.5 m wide; vehicle width is 4 m, design load capacity is H13-X60.
Due to the long exploitation time, Ngoi Mong bridge has now degraded. The construction of the new Ngoi Mong bridge also changed the flow of the stream; along with that, the process of opening and closing the bottom spillway of Hoa Binh Hydropower Company created a torrent into the foot of the bridge pier, causing erosion of the bridge pier.
After heavy rains on the night of September 18 and early morning of September 19, the rapid flow of stream water caused severe erosion of the stream bed and the bottom of the bridge foundation. At 3:00 a.m. on September 19, the bridge began to sink. At 4:30 a.m. on the same day, the approach road to the bridge at pier M1 (on National Highway 6 - Ky Son ward) sank and slid towards the stream bed, the four cones were pushed downstream, causing the bridge head road at the beginning of the route to sink and move towards the end of the route by about 1 meter.
After Ngoi Mong bridge collapsed, the Department of Transport of Hoa Binh province requested to set up sturdy corrugated iron barriers at both ends of the bridge, completely prohibiting people and vehicles from accessing the Ngoi Mong bridge area at Km0+265, Provincial Road 445.
Also on September 19, the Department of Transport of Hoa Binh province reported to the Prime Minister proposing to stop exploiting and using the old Ngoi Mong bridge; dismantle the remaining construction to avoid causing danger to people and vehicles traveling on and under the bridge.
At the time of recording, next to Ngoi Mong bridge, there is a bridge item under the urgent project of flood prevention and control of Pheo - Che flood inundation downstream of Da river, Ky Son district (now Hoa Binh city) under construction. This new bridge will replace the collapsed Ngoi Mong bridge.
