The People's Committee of Bac Lieu province has just issued a decision on implementing policies and regimes for cadres and civil servants who are transferred to other jobs, starting from mid-May 2024.
According to the decision, the beneficiaries of this regime and policy are cadres whose planning for leadership and management positions in sectors and levels is approved and transferred by competent authorities according to regulations.
Cadres rotated to implement the policy of arranging key leaders at the district level must not be local people and the head must not hold more than 2 consecutive terms in a locality, agency or unit (District Party Secretary, District Chairman; Head of provincial and district inspection and finance sectors).
Civil servants holding positions of department heads, deputy department heads and equivalent positions; civil servants holding positions of department heads who, according to regulations, are not allowed to hold the position for more than two consecutive terms of provincial-level departments, branches and sectors, and district-level People's Committees.

The above cadres, when transferred to a position where the new position allowance is lower than the position allowance held before the transfer, will have their current position allowance retained during the transfer period.
When working in remote areas, ethnic minority areas, and areas with particularly difficult socio-economic conditions, transferred cadres are entitled to preferential regimes and policies according to regulations.
Rotated cadres with outstanding achievements (with initiatives and specific work products recognized by competent authorities) will be considered for salary increase ahead of schedule according to regulations and will be given priority when considering job placement after rotation.
In terms of travel, those who are transferred and have a distance from their home to their workplace of 40km or more will receive support of 1.5 million VND/month and will be provided with accommodation by the agency; those who have a distance from 15km to less than 40km will receive 1 million VND/month.
Female staff also receive an additional 300,000 VND/month.
