Continuing the program of the 5th Session, on May 31 and June 1, the National Assembly discussed in the hall the additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023. One of the issues that "heated up" the parliament was the situation of officials "not daring to do, afraid of taking responsibility".
Discussing before the National Assembly, Delegate Tran Khanh Thu (Thai Binh delegation) said that, besides the achieved results, the implementation of the socio-economic development plan still has some shortcomings and obstacles due to the situation of cadres not daring to do and being afraid of taking responsibility. The delegate said that the slow resolution of administrative work and procedures has greatly affected the implementation of political tasks of each agency and unit. If the situation persists, it will reduce the effectiveness of state management and reduce people's trust.

The female National Assembly delegate said that there are many reasons leading to this situation, in which the objective reason is that the law has some specific and inconsistent points, does not have clear regulations on responsibilities and specific regulations on protecting those who dare to think, dare to do, dare to break through, and dare to take responsibility for the common good.
The delegate said that it is necessary to focus on reviewing shortcomings and amending relevant legal regulations in a clearer, more transparent and consistent manner, with a legal framework to protect cadres and civil servants, and encourage the spirit of daring to face difficulties and create breakthroughs. The work of evaluating cadres also needs to be innovated, and the evaluation method needs to help those assigned tasks, especially new and difficult tasks, to firmly believe that if they work for the common good, they will be recognized correctly.
In addition, Delegate Tran Khanh Thu proposed that the National Assembly assign the Government to direct agencies to urgently complete legal documents guiding clear regulations on autonomy in healthcare, to overcome shortcomings in this issue.

Taking the stage for debate, Delegate Vu Trong Kim (Nam Dinh delegation) stated that the situation of officials being afraid of making mistakes and not daring to do things, thus neglecting their work, is a real problem in reality. However, the opinions expressed at the meeting were not enough or did not clearly identify the most sensitive causes.
According to Delegate Vu Trong Kim, internally cadres are afraid of making mistakes, externally the people are sighing in anxiety. However, the Delegate believes that the issue of fear of making mistakes has not been addressed to the point where, if we are afraid of making mistakes, we avoid and push them away. Whatever is favorable, we take it upon ourselves, and whatever is difficult, we push it to the organization, other people and the outside world...
The delegate pointed out that General Secretary Nguyen Phu Trong had made an important speech clarifying these manifestations and pointing out the causes. Accordingly, a number of cadres feared that if the fight against corruption became stronger, they would lose their will and not dare to act. This was the most sensitive cause that the National Assembly delegates had not mentioned.
Therefore, Delegate Vu Trong Kim proposed that inspection, auditing, and other relevant agencies take joint responsibility for the mistakes of organizations, agencies, and units that have committed violations to ensure fairness. The delegate emphasized that "a penalty of three yellow cards added together makes a red card. If we continue to issue red cards like this, it will be very dangerous."
Delegate Le Thanh Van (Ca Mau delegation) heated up the debate in the parliament surrounding the issue of "officials not daring to do things, afraid of responsibility".
Also at the meeting, Delegate Le Thanh Van (Ca Mau delegation) spoke and debated with Delegate Vu Trong Kim about the phenomenon of a number of cadres and civil servants being afraid to perform their duties. According to Delegate Le Thanh Van, the act of cadres and civil servants not acting or doing anything is also a violation of the law. Because in legal relations, behavior includes action and inaction, inaction is an illegal act, in this case it is not performing the duties and obligations assigned by the State, that is an irresponsible act, a violation of the law, and must be handled.
Delegate Le Thanh Van analyzed that there are three cases of inaction. The first case is due to lack of knowledge so no action; the second case is due to lack of benefit so no action; the third case is due to knowledge but fear so no action. The delegate emphasized that all three of these cases fail to fulfill the obligations assigned by law, the State, and the people. Therefore, it is necessary to handle this behavior based on the nature, level, and consequences caused.
