Boats are prohibited from circulating in the area where the Lunar New Year Boat Racing Festival takes place.

Starting from 6:00 p.m. on February 10, 2024, the first day of the Lunar New Year, boats are prohibited from anchoring or traveling on the Ca Ty River (Phan Thiet) until 6:00 p.m. on February 11, 2024, the second day of the Lunar New Year to serve the Boat Racing Festival on the occasion of the 2024 Lunar New Year.

The People's Committee of Phan Thiet City has just issued a notice prohibiting all types of vehicles from anchoring, passing through and fishing activities on the Ca Ty River in the area where the Boat and Basket Racing Festival will be held on the occasion of the 2024 Lunar New Year (except for vehicles of the Organizing Committee and racing boats). The time of implementation of the ban is specifically as follows: The section from Duc Thanh Bridge to 250m downstream of Tran Hung Dao Bridge, between 18:00 on February 10, 2024 (the first day of the Lunar New Year) and 18:00 on February 11, 2024 (the second day of the Lunar New Year), to serve the boat and basket racing activities.

The City People's Committee assigned the City Police and the Phan Thiet Inland Waterway Traffic Inspection Team to proactively coordinate with forces of specialized departments and Thanh Hai Border Guard Station to make a plan to ensure and maintain order in mooring boats, strengthen inspection work according to Decision No. 08 dated May 30, 2007 of the City People's Committee on promulgating temporary regulations on management and arrangement of mooring areas for inland waterway vehicles and fishing vessels, downstream section of Tran Hung Dao Bridge; ensure orderly mooring of boats on the above river section from February 5, 2024 (December 26 of the lunar calendar).

Thanh Hai Border Guard Station directs Phan Thiet Border Control Station to coordinate with Phan Thiet Fishing Port Management Board to be responsible for arranging mooring areas, arranging boats and organizing inspections and handling cases of intentional non-compliance with this notice. The People's Committees of the wards: Duc Thang, Binh Hung, Hung Long, Duc Nghia, Phu Trinh, Lac Dao, Phu Tai, Duc Long notify local people and vehicle owners (including vehicles from other localities) to strictly implement Decision No. 08 of the City People's Committee.

The traditional boat racing festival of Phan Thiet City is a long-standing traditional cultural feature of seafaring people held on the Ca Ty River. This is a type of sport with strong national cultural identity, demonstrating the spirit of solidarity in early spring of Binh Thuan people and tourists.
