Faced with difficulties and backlogs in the issuance of land use right certificates (LURCs), Vu Thu district has recently implemented a new approach, which is to dispatch staff to the grassroots level to support people in carrying out procedures for the first issuance of LURCs. In particular, Trung An commune has been piloting this activity.

Desire for "pink book"
Mr. Tran Xuan Hung's family in Lang Trung village has been building a house and living on the land left by his father for many years but has no legal documents. In 2005, he auctioned the land use rights for 2 more plots of land in the same village. In fact, for decades, Mr. Hung's family has been the owner of the 3 plots of land but legally, Mr. Hung has not been recognized because he does not have a land use rights certificate. Accordingly, Mr. Hung's legal rights and interests related to the 3 plots of land have been affected.
In 2005, Mr. Hoang Trong Diep's family in Vu Phuc commune (Thai Binh city) participated in the auction of land use rights for 6 plots of land in Lang Trung village. For nearly 20 years, Mr. Diep has gone back and forth many times to apply for land use rights certificates for his plots of land but has not been able to do so. Without the land use rights certificates, Mr. Diep cannot mortgage assets, borrow money from banks, and his family's production and business activities face many difficulties. Therefore, Mr. Diep always hopes to have a "pink book", i.e. land use rights certificates, for his plots of land.
Trung An commune has 4 villages with more than 2,000 households. According to statistics, up to now, the number of households in the commune that have land use right certificates accounts for only nearly 10%. More than 90% of the remaining households do not have them and always hope that the State will issue land use right certificates for their family's residential land area.
Explaining this, Mr. Phung Van Tao, An Loc village shared: Currently, land and houses are one of the major assets of the people. When having a land use right certificate, people are more confident because this land plot has been managed by the State, the people's legitimate rights and interests are protected. In rural areas, farmers do not easily mobilize finance when necessary, if they have a land use right certificate, it will be much easier for them to borrow from banks. Having a land use right certificate also helps people transfer, donate, and inherit land to their children in accordance with the law, avoiding conflicts that may arise later. Although it has many meanings, for many years, Trung An people have encountered many difficulties and troubles when carrying out procedures for registering for a land use right certificate. Therefore, holding a land use right certificate in hand is always the desire of local people.

Breakthrough in the way of doing
With many difficulties and obstacles in the work of granting land use right certificates for the first time such as: incomplete cadastral data records; frequent land changes; many shortcomings in handling administrative procedures in granting land use right certificates; low professional qualifications and sense of responsibility of some district and commune officials... If the old way of doing things is maintained, each year Vu Thu district will issue 300 - 500 new land use right certificates to people. At this rate, it will take dozens of years to complete the issuance of tens of thousands of land use right certificates to households in the whole district. Thus, the desire and aspiration to be granted land use right certificates of Vu Thu people is just a distant dream.
To solve the difficult problem of granting land use right certificates for the first time, Vu Thu is now the only district in the province that has boldly and pioneered in piloting the issuance of land use right certificates for the first time at the grassroots level. The district established a Steering Committee for granting land use right certificates, mobilizing leaders, heads of departments, branches, and localities to remove difficulties, overcome backlogs, and speed up the issuance of land use right certificates for the first time to households. In particular, with the enthusiasm and responsibility of the Party Committee, the commune and village authorities, Trung An was chosen by the district as a pilot, starting from the end of July 2023 to implement the issuance of land use right certificates for the first time at the grassroots level.
Mr. Nguyen Tong Thin, Vice Chairman of the District People's Committee, Deputy Standing Committee of the Steering Committee for Land Use Right Certificate Issuance in Vu Thu District, said: Instead of people "going" to the district, district officials "went" to the villages and communes to carry out the work of granting land use right certificates to the people of Trung An. The entire political system from the district, commune, and village joined in with a high sense of responsibility, truly united and unified, becoming a strength, removing many bottlenecks and obstacles in the work of granting land use right certificates that could not be resolved for decades.
Before implementation, the district coordinated with the commune to urgently review and collect all land data of each household in the commune. The work of granting land use right certificates was propagated and disseminated to each village. When people come to register for the first time for the land use right certificate issuance procedure, the district and commune officials will check, compare and classify each file. In addition to the human resources, the district equipped computers and printers at the grassroots level to serve the task. Therefore, it is very easy and convenient for people to complete the procedures for granting land use right certificates. All stages and steps of implementation were carefully calculated by the District and Commune Steering Committees, implemented urgently, and made the most of, not making people wait and expect for a long time.
“To ensure the progress of the implementation, many members of the District Steering Committee and the Commune Steering Committee had to work at high intensity, not afraid to work late at night, without Saturdays or Sundays, regardless of working hours. The biggest difficulty that the district and communes encountered in the process of granting land use right certificates in Trung An was the lack of land database while people's land use was always fluctuating. Therefore, one of the creative ways to ensure the provisions of the law was for the district and commune to establish an appraisal council, with representatives of the Party Committee, local authorities and people in residential areas participating in reviewing land records of each household, to ensure objectivity, publicity and transparency. Therefore, although the work of granting land use right certificates is a sensitive and complicated issue, Trung An has created consensus and enthusiastic response from the people.

After nearly 20 years of waiting, now holding in his hand the "pink book" - GCNQSDĐ for his family's 81m2 plot of land, Mr. Nguyen Van Cuong, Lang Trung village, emotionally shared: This is the plot of land that my family won the bid for from the commune in 2005, but only now has the GCNQSDĐ been granted. I am very excited, from now on I can rest assured to inherit the land for my son, so that they can build a house and settle down.
Starting from the end of July 2023, up to now, Trung An commune has collected 1,200 applications for land use right certificates in 4/4 villages in the commune. The district and commune have completed reviewing and classifying 100% of the applications; coordinated with the consulting unit to complete the measurement of nearly 200 land plots in Lang Trung village. The Commune Steering Committee has reviewed and approved nearly 100 applications eligible for land use right certificates and submitted them to the District People's Committee for appraisal. Of which, on October 1, Vu Thu district granted the first 40 land use right certificates to Trung An people from the pilot land use right certificate issuance activity in the commune. These are all households that have auctioned the commune's land lots since 2005, the applications have been lost and stagnant for nearly 20 years, thus creating excitement and great motivation for households to continue to support and participate. The remaining records are being made public and procedures are being supplemented according to regulations, continuing to issue land use right certificates to the people.
