Cam Lo proactively responds to floods and landslides

Cam Lo district has a relatively complex terrain, short and steep rivers and streams, when there is heavy rain, the water often rises quickly and flows rapidly, making it easy to be cut off and at risk of flash floods and landslides. In order to proactively respond to minimize damage due to the impact of climate change and increasingly complex extreme natural disasters, Cam Lo district has focused on directing plans, solutions and solutions to prevent natural disasters, closely following the motto "4 on-site": On-site command; on-site forces; on-site materials, means and on-site logistics.

Before the 2024 flood season, Cam Lo district coordinated with Quang Tri Irrigation Works Management and Technical Company Limited to inspect and assess the safety of reservoirs and dams; organize trial operation of spillway gates, assess the technical status of the works, classify incidents that pose a risk to the safety of the works, promptly repair damage, and ensure stable operation during the flood season.

At the same time, maintain the operation of the communication network to ensure smooth communication from the grassroots to the command committees for disaster prevention and search and rescue (PCTT&TKCN) at all levels, proactively develop detailed PCTT plans for each system of lakes and dams to proactively prevent and be ready to respond when natural disasters occur, minimizing damage to people and property of the People and the State.

After the flood in October 2023, the damaged works continued to be severely affected, including: The bank of Hieu River through Cam Hieu, Cam Thuy, and Cam Tuyen communes was eroded in many sections with a total length of over 1.5km; the embankment of T5 drainage canal through Pho Lai village, Thanh An commune was damaged, eroded about 200m; the bank of Truc Khe River through Truc Khe and Truc Kinh villages, Thanh An commune was eroded about 500m; a number of intra-field canals were flooded, eroded, damaged, and silted with a length of about 10km...

In particular, the bank of Hieu River through Moc Duc village, Truong Xa, Cam Hieu commune has suffered particularly serious erosion and is currently experiencing further erosion, with a length of over 100m, causing damage to the inter-commune asphalt road, with the risk of further erosion, seriously affecting the inter-commune road and about 30 households.

On the basis of overcoming shortcomings and limitations in disaster prevention and control work in 2023, Cam Lo district directed all levels and sectors to urgently deploy and update the plan and plan for disaster prevention and control in 2024 to closely follow the actual situation of the locality and unit, suitable for each type and location of natural disasters.

Communes and towns proactively establish and strengthen grassroots PCTT shock teams with 20-30 people/commune, with the militia and self-defense forces as the core, along with the participation of police forces, youth unions, Red Cross societies and people with experience in PCTT and TKCN work.

Proactively inspect traffic works, irrigation works, basic construction works in the area to have plans for reinforcement and repair; brace houses, warehouses, schools, clinics before the rainy season; trim large tree branches along roads, residential areas and public works to prevent tree falls causing damage to works and people's lives. For key forces in the district such as armed forces, government agencies... regularly train and coach to be ready to respond when required.

Regarding the plan to protect key areas and works, proactively respond to floods and landslides, the Steering Committee for Flood and Storm Prevention and Control of communes and towns coordinates with Gio Cam Ha Irrigation Enterprise to regularly monitor the water level of reservoirs of key works such as Da Mai - Tan Kim reservoir; Nghia Hy reservoir; Truc Kinh reservoir, and promptly notify the flood discharge situation of reservoirs so that people can proactively evacuate, relocate assets, and move people out of dangerous areas.

For other small irrigation lakes and dams such as: 19/5 lake in Cam Nghia commune, Bau Ra lake, Cam Lo town drainage canal; Mai Loc dam, Cam Chinh commune..., the People's Committees and the Steering Committees for Flood and Storm Prevention and Control of communes and towns regularly monitor and check the spillways of the lakes and dams, trim and clear trees, and open the spillways to ensure timely flood discharge.

Direct management units to dismantle pumps at pumping stations and move them to safe places after the end of the summer-autumn crop, and preserve them to avoid damage caused by floods. For low-lying areas, residential areas along Hieu River, downstream areas of Da Mai - Tan Kim Lake; Km7 Lake, Nghia Hy Lake, Truc Kinh Lake..., the PCTT&TKCN Command Committees of communes and towns where the above works are located regularly monitor rising water levels and storms to direct timely response and rescue, paying special attention to villages upstream of bridges and roads across Hieu River.

Cam Tuyen commune is an area that is often isolated when floods occur, with difficult traffic and communication. It is necessary to develop specific and detailed plans for disaster prevention and control and search and rescue for each hamlet; focusing on plans for mobilizing human resources, communication information and the "4 on-site" motto in low-lying hamlets such as Binh My and An My.

Cam Tuyen commune and Cam Lo town develop specific plans to evacuate people and property in villages and neighborhoods located in the area north of Ho Chi Minh road through Cam Lo town, west of Duoi bridge; Cam Hieu and Cam Thuy communes develop specific plans to evacuate people and property in villages located in areas frequently affected by severe flooding such as Bich Giang, Vinh Dai, Lam Lang, Tam Hiep to limit damage when large floods occur and to prevent flash floods and landslides in mountainous communes and communes along Hieu river.

After each flood, check the status of dams and reservoirs; continue to monitor and update weather forecasts, calculate water volume to organize flood spillway opening and discharge, proactively welcome the next floods to minimize damage caused by floods.

The 2024 storm season is coming. To minimize damage caused by natural disasters, Cam Lo district has proactively developed plans and solutions to implement disaster prevention and control in three stages: "prevention, response, and overcoming consequences", closely following the "4 on-site" motto; in which, information on the development of natural disasters and specific response measures for each type and each region, especially prevention, should be strengthened to avoid cases where damage is not caused by natural disasters but is caused by subjectivity.
