In 1945, our people's national liberation struggle under the leadership of the Party faced a great opportunity. In the world, the Soviet Red Army continuously won decisive victories on the European battlefield, liberating a series of countries and advancing straight into the Nazi German lair in Berlin.

On May 9, 1945, Nazi Germany surrendered unconditionally, ending the war in Europe. On August 8, 1945, the Soviet Red Army launched a fierce attack on the Japanese army. On August 14, 1945, Nazi Japan surrendered unconditionally, ending World War II.

In the country, the revolutionary movement was on the rise. The Central Party Standing Committee Conference expanded and decided to launch a revolutionary climax as a premise for a general uprising, changing the methods of propaganda, agitation, organization and struggle appropriately. In March 1945, the Party Central Committee issued the Directive "Japan and France are fighting each other and our actions". From April 1945 onwards, the climax of the resistance against Japan to save the country took place strongly. Under the leadership of the Party and President Ho Chi Minh, the people of the whole country rose up, carried out a general uprising, and seized power. From August 14 to 18, 1945, the general uprising broke out and won victory in the rural areas of the Northern Delta, most of the Central region, part of the South and in the towns of Bac Giang, Hai Duong, Ha Tinh, Hoi An, Quang Nam... On August 19, 1945, the uprising to seize power was victorious in Hanoi. On August 23, 1945, the uprising was victorious in Hue, Bac Can, Hoa Binh, Hai Phong, Ha Dong, Quang Binh, Quang Tri, Binh Dinh, Gia Lai, Bac Lieu... On August 25, 1945, the uprising was victorious in Saigon - Gia Dinh, Kon Tum, Soc Trang, Vinh Long, Tra Vinh, Bien Hoa, Tay Ninh, Ben Tre... In Con Dao, the Con Dao prison Party Committee led imprisoned revolutionary soldiers to rise up and seize power.

Within just 15 days at the end of August 1945, the general uprising achieved complete victory, and the power throughout the country was handed over to the people. On September 2, 1945, at Ba Dinh Square (Hanoi), President Ho Chi Minh, on behalf of the provisional government, solemnly read the Declaration of Independence, declaring to the nation and the world: The Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) was born. Since then, September 2 has been the National Day of the Socialist Republic of Vietnam.

In harmony with the revolutionary movement of the whole country, the Party Committee and people of Ninh Thuan province rose up to fight fiercely against the colonialists and feudalists, gradually creating a new position and strength for the revolution to develop. In early 1945, with the existing cadres and bases, the Provisional Viet Minh Committee was established, assigning cadres to the base to urgently consolidate the force. In June 1945, the Provisional Provincial Party Committee was established to discuss plans to develop the revolutionary masses, and to contact superiors to grasp the policy. In early August 1945, self-defense teams and mass organizations such as the National Salvation Youth, National Salvation Women, etc. were quickly established in localities, especially bringing a number of key members to become the core of the pro-Japanese organizations of the Security Youth and the Frontline Youth. At noon on August 16, 1945, upon hearing that Japan had unconditionally surrendered to the Allies, the provincial leaders proposed a plan to prepare for the uprising to seize power. At 3:00 p.m. on August 21, 1945, a large number of National Salvation Youth, workers, and revolutionary masses were equipped with rudimentary weapons, banners, slogans, flags, etc., turning the enemy's rally into a demonstration march of the revolutionary masses and quickly seized power in Thap Cham; at 6:45 p.m. on the same day, the demonstration marched down to Phan Rang to coordinate with the revolutionary forces to control the offices and camps of the Japanese lackey soldiers... that moment marked the provincial government in the hands of the people. From August 21 to 22, most of the villages, districts, and communes in the province quickly gained power. The Provisional Revolutionary People's Committee was established and introduced to the people on August 22, 1945. Ninh Thuan was one of the three provinces that rose up to seize power the earliest in the South (after Quang Nam on August 18 and Khanh Hoa on August 19), contributing to the victory of the general uprising throughout the country.

Promoting the spirit of the successful August Revolution, the Party Committee and people of Ninh Thuan province have always been united, overcoming difficulties and challenges, especially after the years of re-establishment of the province (1992), striving to build and develop their homeland in harsh weather conditions, with a low starting point in terms of socio-economics, backward and inadequate facilities and infrastructure serving production and people's lives, and many difficulties in the material and spiritual lives of the people. Faced with practical problems, the Provincial Party Committee has been resolute, proactive and creative in leadership and direction, proposing appropriate policies and decisions.

With local conditions, firmly maintaining the principles of revolutionary activities on the basis of Marxism-Leninism and Ho Chi Minh thought, promoting revolutionary heroism, self-reliance, and gradually overcoming difficulties, we have mobilized all resources in society, creating progressive and quite comprehensive changes in the fields of socio-economy, national defense, security, Party building and the political system.

In 2023, the mid-term assessment of the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 14th Provincial Party Congress in the context of intertwined advantages, difficulties and challenges, especially being heavily impacted by the COVID-19 pandemic; However, with the proactive, creative, focused leadership, close and drastic direction of Party committees and authorities at all levels, together with the solidarity, responsibility and efforts of the entire political system and all classes of people, and the business community in the province, positive results have been achieved: The scale of the economy has increased quite a lot, 1.3 times higher than in 2020, equal to 79.7% of the set target. A number of sectors have grown quite well, many targets have completed over 60% of the set target; The potential and advantages of renewable energy, processing industry, high-tech agriculture, marine economy, high-quality tourism are promoting positive effects, attracting the attention of many strategic investors, mobilizing many social capital sources for development investment, creating opportunities for faster development for the remaining 2 years (2024-2025), contributing to the implementation of the goals set out in the Resolution of the 14th Provincial Party Congress. The fields of culture - society, environment have made much progress, administrative reform has changed clearly, the quality of education has been gradually improved. Disease prevention and control work has been effective, the quality of medical examination and treatment for people has been improved, health care policies for the poor have been fully implemented. Social security issues have received due attention, the lives of people in rural, mountainous and ethnic minority areas have been improved. Natural disaster prevention and control, adaptation to climate change have been proactive. Attention has been paid to the work of building a clean and strong Party and political system; the work of preventing and combating corruption and negativity has been directed resolutely. Political security has been stable, and national defense has been maintained.

The success of the August Revolution in 1945 was a great turning point in the history of the Vietnamese nation, opening a new era - the era of national independence associated with socialism. The victory of the August Revolution was a victory of patriotism and the strength of great national unity under the correct and talented leadership of the Communist Party of Vietnam and the great President Ho Chi Minh.
