(PLVN) - On the morning of November 26 in Thai Binh, the Ministry of Agriculture and Rural Development (MARD) held a conference to review crop production in 2024 and deploy the 2025 plan for the northern provinces. Attending and chairing the conference were Mr. Hoang Trung - Deputy Minister of Agriculture and Rural Development; Mr. Pham Van Nghiem - Vice Chairman of Thai Binh Provincial People's Committee.
Due to natural disasters, northern provinces reduced 288 thousand tons of rice compared to the plan.
According to a report by the Department of Crop Production of the Ministry of Agriculture and Rural Development, in 2024, due to the great impact of storm No. 3 and floods after the storm, rice production in the northern provinces reached 12.766 million tons, down 288 thousand tons compared to the plan and down 355 thousand tons compared to 2023.
Compared to the whole country in 2024, the area of the northern provinces accounts for 31.3%, the yield is about 3.5 quintals/ha lower than the national average, the output accounts for 29.5%. The 2024 Winter-Spring crop, taking place in the context of the early production of the Summer-Autumn crop in the northern provinces being affected by storm No. 3 and floods, the Ministry of Agriculture and Rural Development has worked with localities to resolutely and promptly direct to expand the 2024 Winter-Spring crop area to strive to reach 420,000 hectares, an increase of 50,000 hectares compared to the 2023 Winter-Spring crop.
The total area of industrial crops in 2024 in the northern provinces will reach about 231.1 thousand hectares, reaching 100.5% of the plan, equivalent to an increase of 1.5 thousand hectares over the same period. The output of major industrial crops such as coffee, rubber, and tea will increase slightly (1-6%) over the same period.

The total rice production area target in 2025 of the Northern provinces is about 2.2 million hectares; of which the Spring crop is over 1 million hectares, the Summer-Autumn crop is over 980 thousand hectares. The productivity is expected to reach about 58.8 quintals/ha, an increase of 1.5 quintals/ha compared to 2024. The expected output is nearly 13 million tons. Localities continue to strongly implement the conversion from rice in high areas, high fields, difficult to irrigate to growing vegetables.
According to the National Center for Hydro-Meteorological Forecasting, by the end of this year, severe cold in the Northern region is likely to appear widely from the second half of December and be active from December 2024 to February 2025. The Ministry of Agriculture and Rural Development requested the Northern provinces to soon develop a plan for rice and crop production for the whole year of 2025.
Identifying the Winter-Spring crop as the most productive and important crop of the year, localities must prioritize the most optimal crop arrangement. Implement good internal irrigation, proactively irrigate, and concentrate all resources to plant all areas according to plan. At the same time, closely direct the forecasting of pests and diseases, especially dangerous diseases with the main motto of prevention to achieve the set crop production goals.

At the conference, Mr. Pham Van Nghiem, Vice Chairman of Thai Binh Provincial People's Committee affirmed that agriculture has always been the province's strength. The estimated GRDP structure of the province in 2024 is that the agriculture, forestry and fishery sector accounts for 20.5% (of which the crop sector accounts for 40% of the value, focusing on rice production).
The total rice area for the year reached over 150 thousand hectares, ranking second in the Red River Delta, the average rice yield for the year reached 65.2 quintals/ha, ranking first in the Red River Delta. Many large-scale concentrated commodity production areas have been formed and developed, with the participation of enterprises linking production and consumption according to the value chain. Accumulating and concentrating land to develop production in the field of cultivation, the whole province has so far accumulated over 5,676 hectares with a total of 1,700 participating farming households with an area of 2 hectares or more.
The province's orientation for agricultural development in the coming time determines that agriculture is an important pillar in the province's economic development, contributing to ensuring national food security, aiming to become the leading agricultural production center in the Red River Delta.
Concluding the Conference, Deputy Minister of Agriculture and Rural Development Hoang Trung highly appreciated the proactiveness of the units, the results of the production models and the production support policies of the localities. In 2024, the impact of storm No. 3 Yagi was very severe, but with the drastic and timely direction and the cooperation of the people and businesses, 2024 still achieved high results, with the crop export sector alone reaching about 28 billion USD. In the coming time, continue to promote the production of winter crops to compensate for the damage caused by natural disasters. It is recommended that localities continue to direct attention to the production of winter crops.
Deputy Minister Trung emphasized: In order to achieve high results in crop production in 2025, the Department of Crop Production needs to closely monitor the production situation, promptly guide localities on the season and variety structure; promptly handle situations caused by natural disasters and epidemics; coordinate with Associations and enterprises producing and trading in plant varieties to well control the quantity of seeds, seed quality, and appropriate seed structure to supply for production; coordinate to organize inspections and examinations of plant variety quality, promptly prevent the phenomenon of trading in poor quality seeds and fertilizers; closely monitor weather and climate developments to have timely irrigation solutions, limit the impact of drought and flooding; Localities need to focus on closely following forecasts of pests, water, saline intrusion, weather... to plant rice on schedule as recommended by the Department of Crop Production, ensuring success and achieving high economic efficiency.
