This afternoon, November 8, the People's Committee of Quang Tri province held a conference on basic construction of the whole province in the fourth quarter of 2024. According to the report of the Department of Planning and Investment, the province's disbursement results in the first 10 months of 2024 were better than the same period in 2023 and higher than the national average.
To date, the province has allocated detailed public investment plans for 2024 with a capital of VND 2,517,357 billion. As of October 31, 2024, the total disbursed value of public investment capital for the province's 2024 plan is about VND 1,441,334 billion, reaching 57.3% of the plan assigned by the Prime Minister and the Provincial People's Council and reaching 61.2% of the actual plan implemented by the province.
Regarding the 2023 public investment capital plan managed by the province, the competent authority has allowed the implementation period to be extended and the disbursement to 2024 is VND 520,769 billion. By October 31, 2024, the disbursement was VND 298,254 billion, reaching 57.3% of the plan.
Based on the explanatory report and commitment to disburse in accordance with regulations of the investors, the Provincial People's Committee has considered not reporting to the competent authority to transfer the 2024 plan on September 30, 2024 for 35 projects that do not ensure the disbursement rate as prescribed in Directive No. 01/CT-UBND dated January 10, 2024 of the Provincial People's Committee. However, as of October 31, 2024, there are still 32 projects with disbursement rates below the prescribed level at September 30, 2024. Of which, 20 projects do not make additional disbursement of 6 departments, branches and 7 localities.
The reasons affecting the progress of disbursement of public investment capital of units and localities are: Investment capital from land use revenue managed by the provincial People's Council is 335 billion VND. However, by October 31, 2024, the budget revenue was 172 billion VND, reaching 51% of the plan... leading to many projects not having capital to enter the budget, implement and disburse the plan.
The 2024 foreign capital plan assigned by the Prime Minister to Quang Tri province is still low, affecting the implementation progress of projects as well as the inability to disburse the counterpart capital plan arranged by the province.
Projects allocated from national target programs are mainly small-scale infrastructure investment projects, so acceptance is only organized when the project is completed and the disbursement procedures are carried out.
The work of appraising documents and completing investment procedures, from project appraisal, construction drawing design to appraisal of environmental impact assessment reports and fire prevention and fighting, has been prolonged, affecting the progress of implementation and disbursement of many projects.
Compensation and site clearance, construction of resettlement areas, relocation of technical infrastructure, and procedures for approving resettlement policy frameworks and land unit prices are still stuck, directly affecting the progress of many investment projects.
Speaking at the conference, Chairman of the Provincial People's Committee Vo Van Hung emphasized that, identifying the very important role and significance of implementing the public investment plan for socio-economic development, from the beginning of the year, the Provincial People's Committee has focused on directing and operating drastically to accelerate the progress of site clearance, construction and disbursement of public investment capital plans. Strengthening discipline, order and implementing a clear and specific mechanism of assignment and coordination of authority and responsibility among agencies, localities and units.
Assign leaders of the Provincial People's Committee to directly direct, urge, inspect and accelerate the progress of implementation and disbursement. Regularly organize thematic meetings, briefings, and field inspections to grasp the situation and directly direct the timely resolution of difficulties and problems; issue many specific, clear, and drastic executive documents.
Assign the Department of Planning and Investment to periodically announce the disbursement rate and urge the disbursement of the 2024 public investment plan every month, in order to improve the effectiveness and efficiency of the direction and administration of the Provincial People's Committee.
Vice Chairman of the Provincial People's Committee Hoang Nam requested that departments, branches and localities need to focus on efforts to speed up the disbursement of public investment capital. Thoroughly grasp the directive documents of the Government, the Prime Minister and the Provincial People's Committee on speeding up the disbursement of public investment capital.
Investors should closely monitor the site, urge contractors and directly and specifically resolve each difficulty and problem. Announce localities and units that have implemented the progress of disbursing public investment capital on mass media. In the remaining months of 2024, departments, branches and localities need to have fundamental solutions to ensure both the progress of disbursing public investment capital and the quality of the works.
Regarding local budget capital, it is necessary to focus on accelerating the completion of projects in 2024. Note that the acceleration of the progress of the 2023 public investment capital plan managed by the province is allowed by competent authorities to extend the implementation and disbursement period to 2024.
The Department of Labor, War Invalids and Social Affairs, the Department of Agriculture and Rural Development, and the Provincial Ethnic Minorities Committee shall take the lead and proactively coordinate with localities to identify bottlenecks; coordinate with departments, branches and sectors to make recommendations to the Provincial People's Committee and central ministries and branches to find ways to remove difficulties and obstacles for projects allocated capital from national target programs.
