On the afternoon of September 13, Permanent Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong chaired a working session with Dakrong District People's Committee on the implementation of the National Target Program (NTP) on new rural construction.

Reporting at the meeting, Vice Chairman of Dakrong District People's Committee Le Dai Loi informed that by August 2024, the locality had achieved 144 criteria with 408 targets; on average, each commune achieved 12 criteria. Of which, Trieu Nguyen commune maintained the NTM standard; 3 communes Mo O, Ba Long and Ta Rut achieved 14 criteria; A Ngo commune achieved 13 criteria; Ba Nang commune had the lowest number of criteria achieved with 8 criteria.
Regarding the construction of new rural villages, the district currently has 73 villages in 12 communes with the goal of focusing on building 30 standard villages in the 2021-2025 period. The total capital of the National Target Programs allocated to the district for the communes is more than 337.8 billion VND; the unallocated capital is over 119.8 billion VND.
It is expected that by the end of 2024, the entire Dakrong district will achieve 161 criteria with 468 targets. Specifically, Ba Long commune registered to reach the NTM target in 2024 and Mo O commune registered to reach the target in 2025. Regarding the construction of new advanced NTM, Trieu Nguyen commune currently meets 10/19 criteria, the locality strives to reach the standard by the end of 2025.
The remaining 7 communes strive to achieve 13 or more criteria, focusing on completing groups of criteria on transportation, education and training, production organization, healthcare, etc. For the 27 extremely disadvantaged villages in ethnic minority areas, the roadmap for 2024 has 5 villages striving to reach the NTM finish line: Cu Tai 2 (A Bung commune), Mai Son and village 5 (Ba Long commune), A Rong on (A Ngo commune) and Phu Thieng village (Mo O commune).
Through reviewing the 3 villages registered to meet the model NTM standards by 2025, Xuan Lam village (Trieu Nguyen commune) met 7/12 criteria; Na Nam village (Trieu Nguyen commune) and Ha Luong village (Ba Long commune) met 6/12 criteria.

At the meeting, Dakrong district proposed that the Provincial People's Committee, provincial departments, branches and sectors consider allocating sufficient resources that have been allocated but not yet provided to the locality; consider allowing safe zone communes and newly recognized communes that have met NTM standards in poor districts and ethnic minority areas to enjoy the same policies as extremely disadvantaged communes by 2030.
For some difficult criteria and targets, it is recommended that the responsible departments and branches study and provide guidance to propose to competent authorities to consider adjustments; to ensure that the 3 communes registered to meet the standards by 2025 maintain the criteria, it is recommended that the Provincial People's Committee consider calculating to invest in communes that meet the criteria of facilities higher than the minimum level.
Propose that the Vietnam Fatherland Front Committee of the province and provincial-level organizations continue to direct and call for more effective implementation of the content of joining hands in building new rural areas, focusing on launching movements and specific tasks on preventing early marriage, malnutrition, building effective economic development models, protecting the environment...
Concluding the meeting, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong acknowledged that although the locality still faces many difficulties, with high determination and the participation of the entire political system, the movement to build new rural areas in Dakrong has had positive changes. However, this process of the district still faces many difficulties and challenges.
Of which, Trieu Nguyen commune has met the standards but the income criteria according to the new set of criteria have not yet been met; Ba Long and Mo O communes registered to meet the standards in 2024 - 2025 but only met 14/19 criteria; the whole district has 7 communes meeting less than 13 criteria; regarding villages/hamlets in disadvantaged communes meeting the standards, the assigned target is 30 villages to achieve the target of 40%, however, so far only 1 village has met the NTM standards.

To ensure the province's goal of building new rural areas in the 2021-2025 period, Dakrong district is requested to strengthen propaganda to raise awareness among all classes of people to promote the spirit of self-reliance, self-reliance, and joining hands to build new rural areas; promptly encourage and reward localities and individuals who have made many contributions to building new rural areas; regularly inspect, supervise, summarize and conclude the program.
The District People's Committee needs to review projects and linkage models that can be effectively implemented in Trieu Nguyen commune to focus on prioritizing resources for implementation in the coming time to maintain and improve criteria for localities that have met standards; ensure sustainable new rural construction, not chasing after achievements, not mobilizing people beyond their capacity to build advanced new rural communes.
For the two communes striving to meet the standards, Ba Long and Mo O, continue to review the current status of the criteria, focus on directing the criteria that have not been met; in the process of implementation, if there are any difficulties or problems, promptly report to the Provincial and District Office of New Rural Development, the sectors in charge of the criteria, and sponsor for support.
At the same time, it is recommended that departments, branches and sectors continue to increase support for Dakrong district in implementing the NTM criteria; review and advise the Provincial People's Committee to adjust and allocate capital from the medium-term plan for the period 2021 - 2025, prioritizing capital from the provincial budget to provide additional support for communes in Dakrong district to register to meet NTM standards in 2025.
Requesting units responsible for sponsoring communes in Dakrong district to build new rural areas to continue to pay attention, review, and support the locality with practical and effective tasks.
